
Andhra Pradesh government revives anti-plastic drive with new incentives
Vijayawada: In a renewed effort to combat plastic pollution, authorities in Andhra Pradesh are reviving past initiatives to drastically reduce the use of single-use plastic, particularly in major urban centres like Vijayawada, Visakhapatnam, Tirupati, and Kurnool.

These initiatives aim to protect the environment while also creating new employment opportunities, especially for women and rural communities.
The state's municipal department estimated in 2018 that over 70% of single-use plastic in cities could be eliminated by replacing plastic bags and food packaging with eco-friendly alternatives. Although a formal ban was imposed that year, enforcement weakened over time, especially during the COVID-19 pandemic, when the use of plastic surged again due to hygiene concerns.
In Vijayawada alone, 150 metric tons of garbage is generated daily—over 90% of which is single-use plastic. To curb this, the Vijayawada Municipal Corporation (VMC) initially encouraged the use of cloth and jute bags and promoted food packaging in lotus or banana leaves. The initiative gained initial support but later lost momentum due to cost and availability issues.
With the new NDA govt in place, the anti-plastic campaign is being re-energised.
The govt now plans to provide training and subsidies to women-led self-help groups under the MSME programme for manufacturing biodegradable items such as banana-leaf plates and wooden spoons. Lotus leaves cultivated in ponds near urban areas are also being promoted for use in hotels and meat shops, aligning with both environmental goals and rural employment generation.
To further encourage public participation, the municipal department plans to convince sellers to offer discount-based incentives. Hotels offering takeout will give concessions to customers who bring their own containers, while meat shops will provide a 3% discount for those avoiding plastic bags.
The AP pollution control board (APPCB) and voluntary organisations are also working together to develop a sustainable plan to eliminate plastic use through public awareness campaigns and competitions.

The Economic Survey 2024-25 pointed out that India is falling behind in research and development (R&D), revealing a notable disparity across key sectors. In fact, there is a stark difference in the gross expenditure on research & development ( GERD ) between India and other countries. While the GERD is a mere 0.64% of the gross domestic product (GDP) in India, business enterprises contribute over 50% to the GERD in most developed and emerging economies. 'MSMEs depend on inputs that help serve their market with an element of stability. One of these inputs is innovation and technology, and since they are dependent on this input coming and being paid for from overseas, it significantly strains their overall business models. The last few years have seen a huge increase in currency-related costs and fractured trade relations. Locally sourced R&D can give MSMEs and startups a huge advantage,' he says. The Economic Survey also pointed out that the industrial R&D in India is not only low but also concentrated within specific sectors. Drugs and pharmaceuticals are leading the way, followed by information technology, transportation, defence, and biotechnology. Live Events The Survey also noted that historically, India's R&D focus has been on basic research rather than applied research. 'This often lacks the practical applications needed to attract private investment. This gap needs to be bridged to streamline and drive innovations and investment across multiple sectors. To bridge this gap, we need to foster industry/academia collaboration, enhance private-sector participation, and prioritise applied research. And the private sector needs to respond to the R&D challenge wholeheartedly,' the Survey stated. MSMEs are of the view that investing more in R&D can enable the sector to do more than merely remain competitive, as it makes them drivers of innovation. Drawing a parallel with developed economies, they say that small companies flourish here within established innovation ecosystems. 'Take Germany, for instance, where many mid-sized appliance makers work closely with research institutions to embed IoT and automation into conventional home appliances. India needs a similar ecosystem, especially for MSMEs. Home-grown innovations, like voltage-stabilised electronics or water-efficient washing systems, have the potential to create significant local impact when backed by the right R&D support,' says Abhishek Gupta, Director of Finance and Operations at Summercool Home Appliances. Previously, the firm had allocated Rs 2 crore annually toward research and process upgrades. This year, they have ramped it up to nearly Rs 3 crore in light of a broader product portfolio. 'This increased focus is facilitating us to develop more advanced, user-centric appliances, improve energy efficiency, and stay ahead of new directions in technology. Our efforts are on delivering smarter air coolers, energy-saving washing machines, and technology-fused televisions aligned with Indian consumers' evolving needs,' he adds. Echoing similar sentiments, Devesh K Singhal, Director and CEO (Technical) of paper manufacturing company Chandpur Paper, says that enabling MSMEs in this journey is important to India's overall innovation and sustainability strategy as an emerging economy. 'Targeted R&D allows us to investigate options such as alternative sources of fibre, lower consumption of water and energy, and better product quality. Paper per capita consumption in India is far less than global standards, indicating vast untapped potential,' he states. The firm commits 2-3% of their yearly operational expenses to research and innovation. 'Our recent efforts have included enhancing the surface finish and printability of our MG Poster and Chromo (C1S) papers, in addition to adopting water-saving practices and energy-saving technologies,' he adds. Rooting for a more robust policy environment in favour of MSME-driven R&D, Singhal states that this can translate to effective changes on the ground. 'An increased focus on industry-oriented educational curriculum and training and availability of small target-oriented training modules by academic institutions will help the sector be at the forefront of India's manufacturing future,' he emphasises. Macros more favourable for quality growth style than value: Krishnan VR
Live Events If the current trend of slowing government capex growth, lower inflation and recent rate cuts continues, the macro environment is more favourable for quality growth style than value, says Krishnan VR , Chief of Quantitative Research, excerpts from a chat:We have seen improvement in market breadth due to the broad rally among small and mid-caps since March to the extent that both indices have almost recouped from the drawdown witnessed in the first two months of the year. Among factors, high beta and growth stocks have fared better over the last 3 months or high-quality franchises still delivering alpha, or is the market favouring a different style now?Quality focused indices have underperformed so called 'Value' stocks- which appear cheap on valuation multiples- both CYTD and on trailing 3-year and 5-year basis since Covid. However, if one considers a wider definition of quality style as companies having both Quality and Growth characteristics available at decent valuations, then it has held up relatively well in the current fiscal till date. Momentum as a factor has trailed a bit recently, given the sharp change in market direction between risk-on and risk-off over the last 6 months. Investors should always consider diversifying across factors for a smoother ride as individual factor performance can be macros turning globally, is there a recalibration happening in your quant models or factor weights?We prefer quality companies available at attractive valuations. On a relative value basis, quality stocks and some erstwhile consistent compounders look attractive today, considering the outperformance of value and cyclicals since Covid. With a slowing domestic and global economy, companies which can deliver reliable earnings growth are going to be scarcer and have lower risk of valuation non-consensus signals or patterns your models are picking up that the broader market might be ignoring?Like I mentioned before, Value style has been among top performing factors since Covid due to different reasons like topline recovery from lockdown (FY22-23), higher government capex spends, and then from the commodity spike followed by cool-off (FY23-24). However, if the current trend of slowing government capex growth, lower inflation and recent rate cuts continues, the macro environment is more favourable for quality growth style than discretionary names within retail and Autos, could benefit from higher consumer spending driven by lower EMI, easing inflation and reduced income tax outgo from changes announced in the recent budget. For long term investors, companies in the broader financials service sector like insurance, wealth management offer attractive plays on the structural trend of financialization of household assets, which is underway. Our investment approach remains sector agnostic especially vehicle financiers with larger exposure to fixed rate loans are well placed to benefit from recent rate cuts and easing liquidity. NBFCs with significant exposure to unsecured lending should also benefit as credit concerns abate and non-performing loans bottom out. CRR cut is marginally positive for banks though rate cuts could initially drag down their NIMs, as loan book reprices to lower rates and given the competition for IT sector is down around 11% this year versus 5% for Nifty50. So while a case can be made based on relative valuation, I have not seen any new fundamental trigger for rerating. Most largecap IT stocks have broadly delivered single digit revenue growth. Now with the economic uncertainty in the US due to tariffs and policy changes under new administration, the growth guidance remains muted, with most managements striking a cautious note on discretionary demand pickup in 4Q results season.
