KUWAIT CITY, June 22: The Ministry of Finance has activated its emergency plan to guarantee the uninterrupted delivery of financial and service operations with high efficiency, aiming to preserve the integrity of government performance under all circumstances.
In a statement issued on Sunday, the ministry announced that it has implemented a series of precautionary measures. These include equipping shelters within the eastern and southern Ministry Complex buildings with full technical and service capabilities to accommodate up to 900 individuals. The shelters have been classified as C4 and deemed to be in excellent condition. Additionally, storage warehouses in the eastern parking area have been designated for emergency use if required.
The ministry also highlighted the activation of key financial systems — including Oracle and the Government Financial Management Information System (GFMIS) — using alternative devices. Remote work capabilities have been enabled within a secure electronic environment, supported by specialized cybersecurity programs.
Furthermore, the ministry emphasized that its emergency plan is being continuously updated in coordination with relevant authorities, including the Ministry of Interior's Civil Defense Department. A coordination meeting was recently held to ensure maximum readiness and swift response capabilities.

Kuwait, Austria sign protocol to amend double taxation avoidance agreement

VIENNA, June 18: Kuwait and Austria signed a protocol on Tuesday to amend the existing agreement on the avoidance of double taxation and the prevention of fiscal evasion between the two countries. The protocol was signed by Kuwaiti Ambassador to Austria Talal Al-Fassam and Austria's State Secretary at the Ministry of Finance, Barbara Ebinger-Midl. Following the signing, Ambassador Al-Fassam told KUNA that the protocol aims to enhance financial transparency through the effective exchange of tax information. He described the amendment as a milestone in strengthening financial and economic cooperation between Kuwait and Austria. Ambassador Al-Fassam emphasized that this step aligns with both countries' efforts to develop their tax systems in accordance with international standards. This development helps combat tax evasion while providing an attractive and secure legal and tax environment for investors. He further noted that the protocol reflects the commitment of both sides to facilitating capital flow, encouraging investment, and offering legal protection to investors, which will boost economic and trade relations between Kuwait and Austria. The signing ceremony was attended by Suhail Al-Zanki, Monitor of International Agreements at Kuwait's Ministry of Finance, and Ali Behbehani, Diplomatic Attaché at the Kuwaiti Embassy in Austria.

New Exit Permit Requirement In Kuwait Deepens Expats Vulnerability

KUWAIT CITY, June 17: Kuwaiti authorities have announced that, starting July 2025, all migrant workers will be required to obtain permission from their employers before leaving the country. Workers must submit a departure request via the Ministry of Interior's 'Ashal' online portal or 'Sahel' smartphone app, specifying intended dates of departure and return. This new policy marks a troubling reinforcement of Kuwait's controversial kafala (visa sponsorship) system, rather than its dismantling. Human rights advocates warn that it deepens the control employers hold over migrant workers, increasing their vulnerability to exploitation and abuse. Contrary to official claims that the exit permit balances the interests of employers and workers, critics argue that it grants employers disproportionate power to restrict workers' movements. Already restricted by passport confiscation and threats of false absconding charges, migrant workers now face an additional barrier to freedom of movement. Previously, Kuwaiti law required government permission only if a worker intended to stay abroad for more than six months. The new rule mandates employer approval for any departure, regardless of duration, potentially enabling employers to prevent workers from returning to their home countries arbitrarily. While workers can theoretically appeal unjust travel denials through the Public Authority for Manpower, many fear retaliation or lack awareness and access to such channels—especially those in low-wage positions. Human rights experts note that Kuwait's exit visa requirement violates international law, which guarantees the right to leave and return to one's country, except under narrowly defined circumstances like criminal investigations. Observers call on Kuwaiti authorities to repeal the exit permit mandate immediately and to take genuine steps toward fully abolishing the kafala system to protect migrant workers' rights.
