T'puram: The simmering disagreement between governor

and the state govt over the display of the Bharat Mata portrait at functions in Raj Bhavan spilled over once again on Thursday.
General education minister V Sivankutty was the latest to walk out of a Raj Bhavan programme over the portrait display at a function organised to give away Rajya Puraskar awards to Kerala State Bharat Scouts and Guides.
The minister walked out, alleging impropriety. He said the display of the portrait, which has no constitutional validity, and the floral tributes to it at the function, of which the state govt was also a part, were unacceptable.
He said the governor should stop his attempts to convert Raj Bhavan into a venue to push his political agenda.
The governor's office, in a statement, accused Sivankutty of protocol violation and insult. It said the minister came prepared with a written speech and the showdown was rather deliberate. Raj Bhavan also released the full text of the governor's address at the function, in which he unequivocally clarified that "there was no question of doing away with Bharatamba."
There were reports that Raj Bhavan had unofficially agreed to the govt's wish that Bharat Mata's portrait would not be used in programmes of which the state govt is also a party.
The new episode, however, negated such rumours.
Sivankutty told reporters outside Raj Bhavan that he told the audience of the programme that he could not recognise the images and symbols represented by the Bharat Mata portrait, to which the governor had offered floral tributes just before the minister reached the dais.
"A woman holding a saffron flag is not an official symbol. It is a move to bring the concept of India and nationalism under Hindutva ideology," Sivankutty said, adding that it was wrong on governor's part to behave at a govt function in such a way that gave preference to a particular ideology.
Sivankutty rejected the Raj Bhavan claims of protocol violation and said his gesture was in respect of Constitution.
Agriculture minister P Prasad had earlier boycotted a govt function organised at Raj Bhavan after it insisted on displaying Bharat Mata's portrait.
In a press note, Raj Bhavan said Sivankutty's protest was a "public display of misconduct" and he did not even bother to inform the governor about his abrupt exit.
"The minister had come with a prepared speech which he chose to read out — a clear indication of his preparedness for an impending showdown. It is a pity that the education minister admitted to the audience that Bharatamba's portrait is not familiar to him. Disturbingly, the minister's 'performance' was right in front of the disciplined Scouts and Guides who had come to receive the awards from the minister and the governor.
Thereby, the minister has insulted the students as well, apart from setting a wrong model before the students. Raj Bhavan views today's developments with utmost concern," the statement from Raj Bhavan said.

Speaking to ANI, Shettar said, 'From the beginning, whatever is possible, the Congress govt does it just to gain Muslim votes -- that's why they indulge in appeasement politics. First, they announced a 4 per cent reservation in contracts, which has now been challenged in court and is pending. Now, they're giving reservations in housing allotments...' But BJP MP Shettar slammed the move, calling it politically motivated. 'Limited appeasement is one thing, but this is excessive. The Congress party has only survived because of Muslim support,' Shettar added. He also warned that such decisions could backfire for the ruling party. 'Due to all these appeasement policies, the time will come when the Congress govt will collapse,' he said. Earlier in the day, Karnataka BJP President BY Vijayendra strongly criticised the state cabinet's decision to increase reservation for minorities under various housing schemes from 10 per cent to 15 per cent, calling it appeasement politics by Chief Minister Siddaramaiah and the Congress government. Speaking to ANI, Vijayendra said, '...Chief Minister Siddaramaiah can stoop to any level to appease is of doing appeasement politics, they should stress on providing education to the is not against minorities, but is against anti-national will take up this issue in the assembly and also hit the streets.' This reduces the quota for OBC, ST, and poor people from the general caste. The Karnataka government is doing the politics of appeasement. I condemn this. We will also approach the court against this.' Minister Sivankutty told reporters that the governor's powers and duties will be included in school textbooks. 'The state's curriculum has been revised to uphold constitutional values. The Department of Public Education will give priority to providing the necessary support to emulate them in life and through school education activities.' Speaking to ANI, Sivankutty said that a letter has been sent to Union Education Minister Dharmendra Pradhan regarding the issue, and this matter will be raised in the upcoming NCERT meeting. 'We had earlier expressed strong protest against assigning Hindi titles to English medium textbooks. However, the Centre has not taken any corrective action so far. That is why a letter has been sent to Union Education Minister Dharmendra Pradhan regarding the issue. Assigning Hindi names to English-medium books goes against the federal principles of our nation. This matter will be raised in the upcoming NCERT meeting,' the Kerala Education Minister said. On the PM SHRI scheme, he said, 'There is no need to reject the funds offered through the PM SHRI scheme. That money is the rightful share of Kerala. While there are points of agreement and disagreement with the National Education Policy, such differences are natural in a democracy. We will also raise this topic in the next NCERT meeting,' he added. Recently, NCERT released the new names of books for various classes. Class 1 and Class 2 books are now named as 'Mridang' and a Class 3 book is named 'Santoor'. The Class 6 English book has been renamed from 'Honeysuckle' to 'Poorvi'. The recent name changes have reignited the language row as multiple ministers of different states, including Kerala and Tamil, accuse the central government of trying to 'impose Hindi' on school students through the National Education Policy 2020 (NEP). Tamil Nadu Chief Minister MK Stalin has also criticised the central government for 'Hindi imposition' before, claiming that the latter has denied certain funds to state schools for refusing to implement the three-language formula in the NEP. Minister for Higher Education R. Bindu has said that Union Home Minister Amit Shah's statement that those who speak English in India would soon feel ashamed reflected the 'narrow politics' he represents. She alleged that Mr. Shah was trying to impose Hindi by speaking against English. Such a move would be detrimental as India remained a land where various languages were spoken, she told media persons here on Friday. She said that learning as many languages as possible would enhance one's knowledge. English was a world language today. It connected humankind across the globe. The view that one would feel ashamed of speaking English would only help in narrowing the global perspective of the students, she said. Bharat Mata row On the Bharat Mata row involving Raj Bhavan, she said that the Governor's office should not be made a place for propagating the ideals of the Rashtriya Swayamsevak Sangh (RSS). She said that there was no protocol violation in the incident in which Minister for General Education V. Sivankutty walked out of an official function at Raj Bhavan in protest against the display of an image of Bharat Mata associated with the RSS. It was the Governor who violated the protocol by keeping such an image in a Constitutional office, she alleged.
