City Briefs: Rs. 2600 crore loan for technical education

In order to bolster technical education in the state, the government has approved a loan of Rs 2600 crore from the(ADB), said Higher Education Minister Dr MC Sudhakar. He added that officials from Asian Development Bank have already visited various technical institutions in the state for assessments, and the loan disbursement is expected to take place soon. The financial support is aimed at strengthening polytechnic and other technical colleges in Karnataka. Additionally, the minister informed that the committee led by Sukhadeo Thorat, tasked with formulating a new education policy for the state, has completed its work. The report is expected to be submitted to the Chief Minister in the second week of June, paving the way for the implementation of a new state education policy.The state government has issued an official order hiring 4,689 guest lecturers for government Pre-University (PU) colleges across Karnataka for the academic year 2025–26.The Department of Pre-University Education had earlier submitted a proposal to the government requesting permission to hire 5,752 guest lecturers to address the shortage of teaching staff in PU colleges. The proposal also sought the release of funds to pay honoraria for these guest faculty members. After a detailed review of available records and subject-wise vacancies, the government has approved the hiring of 4,689 guest lecturers to fill posts across various disciplines. This decision has been formally communicated through an order issued by the Under Secretary of the department.The Health and Family Welfare Department has ordered that certain food safety officers be relieved of their current duties and sent back to their parent department due to a lack of prescribed qualifications. According to recruitment rules laid down by the Food Safety and Drug Administration Department, Food Safety Officers must hold specific educational credentials. A recent review, however, revealed that several officers currently serving in the role do not meet these academic standards. This raises serious concerns, especially since Food Safety Officers are responsible for filing cases in court related to unsafe or substandard food.The absence of technically qualified personnel may jeopardise legal proceedings and weaken the enforcement of food safety laws. In response, the department issued a directive signed by the Under Secretary of the Health and Family Welfare Department stating that retaining under-qualified officers could hinder effective prosecution. The order mandates their immediate withdrawal, underlining the importance of compliance with regulatory norms for safeguarding public health.In a major crackdown, the Women's Protection Wing of the Central Crime Branch (CCB), Bengaluru, raided a warehouse on Kanakapura Main Road under Talaghattapura Police limits on May 31, 2025. Acting on a tip-off, the team seized banned tobacco and nicotine products worth `61.82 lakh. Two individuals were arrested, and a cargo truck used for transporting the items was also seized. The haul included 701 packets of tobacco, 155 bags of Ganesh 60 SGT-1 tobacco boxes, 160 Cool Lip sachets, and Swagath Pan Masala. The accused admitted to illegally possessing and selling the products. Further investigation is underway.

2 Nepalese among 4 held for cyber fraud
1 2 Jaipur: Four men, including two Nepalese nationals and two Delhi residents, were arrested from a city hotel for their involvement in a cyber fraud operation with links to Chinese cybercriminals. The gang is believed to have facilitated fraudulent transactions worth Rs 24.4 crore, with complaints registered on the national cybercrime reporting portal from several states, including Andhra Pradesh, Uttar Pradesh, Kerala, Karnataka, Tamil Nadu, and Telangana. Police identified the accused as Lal Dorge Tamang and Suaj Tamang from Nepal, and Pawan Jain and Abbu Shahma from Delhi. The arrests were made following an FIR lodged earlier in 2025. Twelve mobile phones, one laptop, and three cheque books were recovered from the suspects during the operation. According to DCP (Crime) Kundan Kanwaria, the racket was led by Lal Dorge Tamang, a resident of Sindhupalchowk in Nepal. He created a well-organised network that supported Chinese cybercriminals by supplying them with mule bank accounts. The account holders were instructed to install a suspicious APK file on their phones. Once installed, the app gave Chinese handlers remote access to the devices, allowing them to control the bank accounts and conduct transactions from afar. The commissions were paid in USDT, a cryptocurrency commonly used in illegal online operations. The suspects earned between 2 to 5 percent per transaction, with Lal Dorge receiving 4 to 5 percent from the Chinese operators. He, in turn, passed on 2 to 2.5 percent to the mule account holders. Police received a tip-off about suspicious individuals staying at Hotel Sanjay Palace near Polo Victory in Jaipur. Upon investigation, they found that these individuals were involved in procuring and renting out bank accounts to cybercriminal groups based in China. The investigation also revealed that Pawan Jain, a resident of Rohini North in Delhi, was in regular contact with a woman named Sushma, believed to be the mastermind behind the gang. Sushma, currently based in Dubai, served as the key link between the Chinese groups and their Indian and Nepalese associates.

Hisar: Eight-month-old Yuvansh, the son of Fatehabad police's cyber cell constable Rajesh, is battling Spinal Muscular Atrophy Type-1 (SMA), one of the rarest and most severe genetic disorders affecting infants. His survival depends on a life-saving injection costing Rs 14.5 crore, which must be procured from Switzerland. In a show of solidarity, police departments across six districts have joined hands to help raise the required amount. Rohtak additional director general of police Y Puran Kumar has written to the superintendents of police (SPs) in Rohtak, Bhiwani, and Charkhi Dadri urging officers to donate one day's salary for the cause. SPs of Kaithal (Aastha Modi) and Sirsa (Mayank Gupta) have also issued similar appeals. Policemen in Fatehabad are contributing at the local level as well. It is estimated that if officers across these districts contribute one day's salary, it could generate a significant portion of the funds required. In a desperate appeal, constable Rajesh has reached out to several prominent personalities and institutions for help. His pleas have been directed at Prime Minister Narendra Modi, CM Nayab Saini, actors Salman Khan and Sonu Sood, transport minister Anil Vij, MP Naveen Jindal, the Tata Foundation, industrialist Gautam Adani, and the Union health ministry. Insurer must cover compensation for accident involving relief vehicle, rules Karnataka high court
Bengaluru: Karnataka high court has ruled that the insurance company must cover compensation for an accident involving a relief or spare vehicle used following the breakdown of a scheduled bus. The court stated that such use doesn't constitute a fundamental breach of permit conditions exempting the insurer from liability. The court's decision came after it allowed appeals filed by two victims and the bus owner in connection with an accident that occurred on Jan 21, 2014. At approximately 11.45am, Ganesh and Basavaraj were travelling on a motorcycle from Mudur to Haveri. Near the sugar factory in Sangur village, a high-speed private bus collided with the motorcycle, causing both riders to fall and sustain grievous injuries. The duo subsequently filed petitions seeking compensation. On Jan 24, 2017, the motor accident claims tribunal in Haveri awarded compensation, placing liability on the bus owner, KM Altaf Hussain, on the grounds that the bus had deviated from its permitted route, violating permit conditions. Ganesh received Rs 3,71,030, and Basavaraj was awarded Rs 1,27,250. Justice Hanchate Sanjeevkumar, after reviewing the materials on record, noted that the vehicle was employed as a relief vehicle under compelling circumstances, which did not amount to a fundamental breach of conditions. He determined that the tribunal had erred by not exempting the case as per Rule 57 of the Karnataka Motor Vehicles Rules 1989, given the route deviation was under compelling circumstances. Allowing the claimants' appeals, the judge also increased the compensation payable to Ganesh to Rs 7,15,550, considering the severity of his injuries. It awarded Basavaraj Rs 2,24,810. The compensation must be paid by United Insurance Company Limited, the insurer of the vehicle.
