ASEAN to adopt KL Declaration on safe and responsible use of social media this October
TOKYO: The Kuala Lumpur Declaration on the Safe and Responsible Use of Social Media Platforms for ASEAN will be formally adopted during the upcoming 47th ASEAN Summit in October 2025, said Communications Minister Datuk Fahmi Fadzil.
He said the declaration was initiated and led by Malaysia and endorsed at the recent 17th Conference of the ASEAN Ministers Responsible for Information (AMRI) on May 7.
'Through this declaration, ASEAN further strengthens its collective efforts to promote responsible online behaviour among its citizens and to build a people-centred, digitally resilient community,' he said in his ministerial statement at the 2025 Asia-Pacific Telecommunity Ministerial Meeting (APT-MM) here today.
Fahmi also noted that Malaysia is exploring the establishment of an ASEAN Toolkit for Online Safety, which aims to bring together practical resources and best practices from ASEAN member states to address online safety challenges unique to each country.
'It will serve as a guiding document for sharing knowledge and experiences, enabling member states to learn from one another and strengthen regional efforts to combat fake news, misinformation, disinformation, and mal-information, all of which contribute to online harms and exploitation across the region,' he said.
Fahmi also highlighted that to promote accountability among online platforms, Malaysia has introduced a Regulatory Framework for Internet Messaging Service and social media service providers, requiring service providers with eight million or more users in Malaysia to apply for Application Service Provider (ASP) Class Licence under the Communications and Multimedia Act 1998.
This policy, effective since January 2025, ensures that major platforms comply with our laws and take greater responsibility for managing harmful content, he said.
In the meantime, the minister reaffirmed Malaysia's commitment to ensuring universal access, technological equity, and environmental sustainability in the digital domain.
'Malaysia remains fully committed to working with our regional partners to build a secure, inclusive, and trusted digital environment.
'Through cooperation, mutual trust, and ongoing capacity-building' we can ensure no one is left behind in the digital age,' he added.
Additionally, Fahmi also called for the Asia-Pacific Telecommunity (APT) to consider conducting a senior official working level workshop annually to help understand the respective challenges faced by its member states.
'In order for us to come up with similar strategies and perhaps corresponding legislative advancements, that will change the way we can confront these challenges together,' he added.
APT is an intergovernmental organisation established in 1979 under the cooperation between the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) and the International Telecommunication Union (ITU).
Themed 'Harnessing Emerging Technologies for Sustainable, Inclusive and Equitable Digital Transformation in the Asia-Pacific', this year's APT-MM was attended by 31 member states together with 19 affiliate members comprising Asia Pacific's government agencies, regulators and private entities.
The meeting is set to launch the Tokyo Statement 2025 on Saturday, which emphasises six priorities, namely digital relations, digital innovation and entrepreneurship, trust and security, digital inclusivity and capacity development, sustainability, as well as regional and international cooperation.

Perlis MB fails to oust Arau PAS chief as allies suffer major defeats in state party polls
KANGAR, June 22 – Allies of Perlis Menteri Besar Shukri Ramli have reportedly suffered a series of defeats in PAS' party elections in the Arau division, including Shukri himself who failed to unseat the incumbent division chief. Malaysiakini reported that Shukri lost his bid for the division chief post to Solahhudin Azmi, the current officeholder and Perlis PAS election director. 'Shukri failed to win the post of Arau PAS division chief, losing to Solahhudin Azmi,' the report quoted an anonymous party source. Razali Saad, another ally of Shukri and a Perlis state executive councillor, also reportedly lost his position as division vice-chief to Nur Yusairy Mansor. Meanwhile, Perlis state assembly speaker Russele Eizan was unseated as division deputy chief by Ridzuan Hashim, a rank-and-file member. Russele also holds the role of Perlis Perikatan Nasional vice-chairman II, but his alignment with Shukri remains unclear. These losses come amid previous controversies involving Shukri's family, notably his son Syafeeq who was charged last year with submitting a false claim. In May 2024, Syafeeq pleaded not guilty in the Sessions Court in Kuala Lumpur to a charge of submitting a false claim amounting to RM19,505.10. He was charged with submitting a document, 'Pesanan Kerajaan (Bekalan/Perkhidmatan) Kerajaan Negeri Perlis', containing a false claim to Nurul Nabilah Mohd Sukri, an Administrative Assistant at the District Administration Division, Perlis State Secretary's Office, on February 19 this year with an intent to deceive the latter. The charge was framed under Section 18 of the Malaysian Anti-Corruption Commission (MACC) Act 2009 (Act 694), punished under Section 24(2) of the same law, which provides imprisonment for up to 20 years and a fine of not less than five times the amount or value of the bribe or RM10,000, whichever is higher upon conviction.

Rukun Tetangga turns 50 with fresh focus on youth, unity and volunteerism, says deputy unity minister
CHUKAI, June 21 — The National Unity Ministry is implementing various initiatives to boost youth participation in Rukun Tetangga (RT) activities, said Deputy Minister K. Saraswathy. She said this includes introducing the Progressive Rukun Tetangga Area (KRT) concept, which involves community-based economic projects aimed at increasing household income, particularly among young people. 'This year marks the 50th anniversary of RT. What started as a community safety team has now grown to include initiatives such as the Unity Squad and patrol units, among others. 'Therefore, we are encouraging more young people to join RT so they can play an active role within their communities,' she told reporters after officiating the Terengganu-level Unity Week celebration at Arena Square here today. Also present was state Welfare, Women's Development, Family and National Unity Committee chairman Maliaman Kassim. Saraswathy said there are currently 8,565 KRT nationwide, including more than 500 in Terengganu, serving as the backbone of the government's efforts to foster community unity. She said this reflects the growing spirit of volunteerism and consensus among Malaysians. 'RTs also play an important role in addressing issues or tensions within communities, including incidents that go viral on social media.
