Delhi HC issues notice to govt, police over plea on school bomb threats SOP

The Delhi High Court on Thursday issued notices to government's chief secretary and police in the capital after a plea alleged failure on their part in formulating a comprehensive mechanism to combat emergent situations such as bomb threats in schools.
Justice Anish Dayal called it a serious issue, saying it required the urgent attention of authorities especially when repeated hoax calls had become very common and troubled children, their parents and schools.
The plea before Justice Dayal claimed authorities were in contempt of the court's November 14 2024 order which directed them to develop a comprehensive action plan with a detailed standard operating procedure (SOP) to address such concerns.
The directions required the government agencies and police to develop the mechanism within eight weeks of the issuance.
On Thursday, the court sought an update on the matter and posted the hearing on May 19, when government and police officials were asked to remain present.
In his plea, petitioner advocate Arpit Bhargava alleged inaction and negligent approach of Delhi government and Delhi Police in addressing the recurring bomb threat emails received by schools in the capital.
He claimed the eight-week period got over on January 14, 2025, but there was no intimation on either the formulation or implementation of any detailed action plan or SoP in line with the court order.
Advocate Beenashaw N Soni, representing Bhargava, underlined an "apparent" disregard of the court orders by authorities and ineptness in acting in larger public interest.
She said the court's directions were aimed at ensuring safety and security of school children and educational institutions in the event of bomb threats or similar emergencies.
"Continued failure of the contemnors/respondents to implement the directions of this court has left the school ecosystem across Delhi vulnerable to the recurring menace of bomb threats," the petitioner argued.
The contempt plea went on, "These threats, regardless of their actual veracity, create an environment of fear and panic among children, teachers, and parents. The lack of a standardised response protocol and preventive measures directly endangers the safety and mental health of lakhs of school going children in the capital." Seeking coercive steps in line with Contempt of Court Act, the plea sought the court to impose punitive cost of litigation in favour of the petitioner and against authorities.
The SOP, the high court in November 2024 said, should clearly outline the roles and responsibilities of all stakeholders, including law enforcement agencies, school management and municipal authorities ensuring seamless coordination and implementation.
Hoax threats, particularly those perpetrated through sophisticated methods such as the dark web and VPNs, were not unique to Delhi or even India and they were a global problem which continued to challenge the law enforcement agencies worldwide, it added.
Delhi Police previously revealed the presence of five bomb disposal squads and 18 bomb detection teams for over 4,600 schools in the capital.
The petitioner initially moved court in 2023 in the wake of a hoax bomb threat to the Delhi Public School, Mathura Road.

The Delhi Police Sunday busted a racket involved in the smuggling and sale of Aviation Turbine Fuel in the black market, and said they seized 72,000 litres of siphoned ATF worth Rs 1.62 crore from a concealed godown in Outer Delhi's Mundka area as part of their raid. The operation by the Inter-State Cell (ISC) of the Delhi Police Crime Branch led to the arrest of six men. The key accused has been identified as Gaya Prasad Yadav, 43, the godown owner and the alleged mastermind of the racket, who is a former tanker driver. He used to allegedly buy the stolen ATF at Rs 30 per litre and sell it at Rs 50. Another accused, Rajkumar Chaudhary, 53, was a major ATF purchaser, reselling the fuel in the open market at a profit. The other arrested individuals include Ashpal Singh Bhullar, 53, a transporter operating multiple trucks, including the three seized; drivers Ram Bharose Yadav, 44, Anjay Roy, 41, and Subodh Kumar Yadav, 32. Two helpers of the drivers, both named Parveen Kumar Yadav, aged 25 and 19, have been asked not to leave the city. The breakthrough came after sustained surveillance and intelligence inputs gathered by the ISC team led by Inspector Mahipal Singh and supervised by Assistant Commissioner of Police (ACP) Ramesh Chander Lamba. Based on a tip-off received by Head Constable Sunil, the team conducted a targeted raid at a nondescript godown in Mundka, the police said. According to the police, three oil tankers, each carrying 24,000 litres of ATF, were seized during the raid. Two pickup trucks, forged dip rods used to fake delivery logs, duplicate master keys to unlock the tankers, Rs 1.05 lakh in cash, and multiple drums with the stolen fuel were also seized from the spot. 'The ATF was originally loaded at HPCL Asoda Depot, Bahadurgarh, for delivery to Indira Gandhi International Airport. The accused drivers, in collusion with the transporter and godown operator, manipulated the GPS tracking system and diverted the tankers to the Mundka godown,' said Aditya Gautam, Deputy Commissioner of Police (Crime Branch). 'The tanker locks – secured with keys exclusive to the destination depot – were bypassed using duplicate keys. Forged dip rods were used to simulate legitimate delivery measurements. The siphoned ATF was then sold in the open market under the guise of Mineral Turpentine Oil, which is commonly used in the ink and paint industry,' he added. The police have stated that the racket had been operational for nearly three years, with an estimated 5,000 litres of ATF being siphoned off daily. The seized fuel and tankers have been handed over to the oil company concerned after due documentation. Further investigation is underway to trace additional beneficiaries of the racket.

Gangster wanted for killing man in Sonipat held; illegal firearm recovered

NEW DELHI: The Delhi Police has arrested a gangster, who was wanted for a murder in Haryana, said an official on Sunday, adding that a reward of Rs 20,000 was also declared by Haryana Police on the information leading to his arrest. The accused, identified as Rakesh Kadian a.k.a Pampu (39), a resident of Panipat in Haryana, was arrested from Rohini area. Police said that Pampu was wanted in connection with the murder of one Deepak alias Bhanja at Veer Dhaba in Murthal in Sonipat, which took place in February. Deputy Commissioner of Police (Special Cell) Amit Kaushik said that Rakesh was intercepted on Saturday based on a specific input while he was allegedly carrying illegal firearms. One semi-automatic pistol along with four live cartridges and a car were recovered from his possession. The officer further said that Pampu has a long and violent criminal history, with more than 16 cases against him, including murder, attempt to murder, extortion, assault and arms-related offences registered across Delhi and Haryana. 'He entered the world of crime in 2010 after witnessing the murder of his uncle by a man named Sharwan in his village. In retaliation, he and his associates attempted to kill Sharwan, but the latter survived,' said the DCP. In 2014, after his brother-in-law Vinod was killed by Deepak alias Bhanja and his associates, Rakesh launched a violent campaign to eliminate Deepak and his supporters. He was reportedly involved in multiple attacks and killings targeting Deepak's sympathisers over the years.

Delhi aims for a drug-free city by 2027

Srivastava emphasised that the fight against drug abuse requires a collaborative effort from the public, education, health, and drug control departments, and law enforcement agencies. The Delhi government's initiative to make the city drug-free by 2027 is a significant step towards addressing the issue of drug abuse and promoting a healthier society. DCP, ANTF Crime Apoorva Gupta stated that the action is part of the ongoing anti-drug campaign under the Government of India's 'Zero Tolerance' policy and the 'Nasha Mukt Bharat Abhiyan.' Acting on a tip-off, ANTF officials arrested Manish Bhatle (26), who was found carrying two sacks containing illegal drugs near Shri Ram Institute, University Road. He failed to produce any medical prescriptions or purchase invoices and was taken into custody on the spot. A drug inspector from the Drug Control Department confirmed the recovered substances were prohibited under the Narcotic Drugs and Psychotropic Substances (NDPS) Act, they said. (ANI)
