Activist urges clarity on eligibility for RM1,200 annual BKK for Sarawakian students

KUCHING (May 8): The Sarawak government should clarify whether household income will affect the eligibility for the state's Special Financial Assistance (BKK), said social activist Voon Shiak Ni.
She commended the initiative as a 'people-friendly' measure aimed at supporting all Sarawakian students, whether they are studying at public or private institutions, where under BKK, eligible students can receive RM1,200 annually until the completion of their degree.
'However, some parents have raised concerns after noticing a section in the application form requiring a declaration of household income, and this has led to uncertainty over whether or not income levels may influence the approval of applications.
'We would like to seek clarification if all university students with Sarawakian status are eligible for this financial benefit under the scheme, regardless of the household income of the parents,' she said in a statement.
Voon also noted that Deputy Minister of Education, Innovation and Talent Development Datuk Dr Annuar Rapaee previously stated the BKK scheme is expected to benefit around 60,000 Sarawakian students and to qualify, applicants must also have an active S Pay Global account.
She also appealed to the state government to ensure that future financial assistance schemes are inclusive of the middle-income group (M40), which she said was frequently overlooked in aid distribution.
'The M40 group also faces increasing financial pressure amid rising cost of living, and is not spared from the hardships of tightening their purse strings. They too deserve to be considered in welfare programmes,' she said.
She also expressed her gratitude for the government's efforts in improving the people's standard of living, and reiterated her hopes that the BKK scheme would be implemented fairly and inclusively. BKK education aid lead Voon Shiak Ni

The state's largest annual education and career fair has attracted over 50 exhibitors, including companies, public and private higher education institutions, financial aid providers, technical schools, and government departments and agencies, said Dato Sri Roland Sagah Wee Inn. The Education, Innovation and Talent Development Minister said this year's SCaT Fair, with strong support from Social Security Organisation (Socso) in managing industry participation, will feature walk-in interview sessions for job seekers. 'A total of 1,561 job vacancies across various sectors, including construction, manufacturing and more, will be offered,' he told a press conference at BCCK here today. Sagah said Socso will also organise a Career Exploration Session aimed at empowering future job seekers, especially students, to develop clear career pathways and understand the evolving demands of the job market. He said SCaT Fair will serve as a one-stop centre for students, youth, parents and the community at large, to provide comprehensive information on education and career opportunities, as well as details on educational financial aid available from participating agencies. He added that the fair also aims to enhance the employability and marketability of graduates and youth, as well as empower them to make informed decisions about their futures and nurture interest in Science, Technology, Engineering and Mathematics (STEM) among schoolchildren. 'New to this year's fair is the Oil & Gas Zone, managed by Petroleum Sarawak Berhad (Petros), which will highlight the participation of Petronas, ENEOS Xplora, PTTEP, Mubadala, Brooke Dockyard, Petra Energy and many more,' he emphasised. In addition to employment opportunities, Sagah said the fair will also feature a series of exciting concurrent side programmes, namely the Sarawak Initiative Information Wall, Sarawak Mega Quizzes Challenges, STEM Playground, Skills Master Competition, Sarawak Blockchain & Crypto Day 2025, Sarawak Rocketeer CAN-SAT Challenge, Planetarium Sultan Iskandar (PSI) Dome, Kid's Fun Zone, Youth Icon Speaker Corner and SCaT Kamboh Stage. He encouraged all Sarawakians to participate in the various events and exhibitions at the upcoming SCaT Fair 2025. KUALA LUMPUR: Individuals who report information about misconduct directly to enforcement agencies and meet the prescribed criteria and conditions will be granted protection as informants or whistleblowers. Malaysian Anti-Corruption Commission (MACC) Senior Director (Legal and Prosecution Division) Datuk Wan Shaharuddin Wan Ladin said this is an important aspect the public needs to understand, apart from not being able to disclose the information to the public. He said that although the Whistleblower Protection Act 2010 protects informants against improper retaliation, such protection is only applicable if reports are made through legal procedures to enforcement agencies such as the MACC, the Royal Malaysia Police (PDRM) or relevant government agencies. 'There's a misconception that anyone with information about misconduct can automatically seek protection as a whistleblower. In reality, it's not that simple. 'A common misunderstanding is the belief that informants can publicly disclose information, for example, to the media or on social media, before officially applying for protection. This is incorrect,' he told Bernama. He said that in order to qualify for whistleblower protection, a report must also be made in good faith and not be driven by personal motives such as revenge or defamation. Additionally, the whistleblower must not be involved in the offence being reported, he added. Citing Section 11(1) of the Whistleblower Protection Act 2010, he said, protection can be revoked if the whistleblower is found to have participated in the misconduct they exposed. 'This provision is crucial to maintaining the integrity of whistleblowers and to prevent the misuse of protected status as a shield against offences they have committed,' he said. Wan Shaharuddin said that while the law provides legal protection, whistleblowers still face various challenges, including being labelled ass 'complainants' or 'traitors', fears of retaliation and discrimination, and a general lack of public understanding about the legal process for applying for protection. In efforts to encourage more individuals, especially civil servants, to report corruption cases, he said, the government has introduced cash incentives and official recognition for those who report corruption to the MACC since 2011. He shared that as of last year, 514 civil servants had received rewards totalling over RM1 million, with the highest individual reward amounting to RM100,000. In addition, Wan Shaharuddin said that to further enhance whistleblower protection, the government had tabled the Whistleblower Protection (Amendment) Bill 2025 in the Dewan Rakyat on March 6. 'The amendment aims to strengthen protection for whistleblowers who report misconduct, particularly in cases of corruption within both the public and private sectors. It is expected to provide more comprehensive protection to whistleblowers, including protection from harmful actions and immunity from civil or criminal action. 'This amendment is hoped to encourage more individuals to come forward to report misconduct without fear,' he said.
