Only SRB submits Finance Bill feedback to Senate panel

ISLAMABAD: Except Sindh Revenue Board (SRB), provinces have not submitted their observations on the Finance Bill (2025-26) to the Senate Standing Committee on Finance.
During review of the Finance Bill (2025-26) at the Senate Standing Committee on Finance, Chairman of the committee Senator Saleem Mandviwalla stated that the SRB has raised objections on certain proposed amendments in the Sales Tax Act 1990. 'Any other province has not submitted its comments on the SRB', he added.
Saleem Mandviwalla pointed out that the SRB has objected amendment in section 8b of the Sales Tax Act 1990. This definition is combing both goods and services.

According to definition of 'courier' under Sales Tax Act, it means any entity engaged in the delivery of goods and collection of cash on behalf of a seller including logistic services, ride-hailing services, food delivery platforms and ecommerce delivery services.
It is objected that the 'Courier' is a service and, therefore, not 'goods' and also outside the purview of federal sales tax. It is a provincial tax and cannot be defined under
FBR Chairman said that the couriers would operate only as withholding agent and we have not included services in new law.
'(5AC) 'courier' means any entity engaged in the delivery of goods and collection of cash on behalf of a seller including logistic services, ride-hailing services, food delivery platforms and ecommerce delivery services.'
FBR Chairman said that we are ready to exclude ride-hailing services, food delivery platforms and ecommerce delivery services from the definition of 'courier'.
SRB has also raised objection in the proposed amendments in section 8B of the Sales Tax Act on limit input tax allowance using database automated exchange system.
Saleem Mandviwalla said that one objection was raised by Punjab Revenue Authority on the payment through intermediaries as PRA is also doing the same.

KARACHI: The Institute of Chartered Accountants of Pakistan (ICAP) has reviewed the discussions held during the Senate Standing Committee on Finance and Revenue's session on June 17, 2025, regarding the Finance Bill 2025, relating to proposed insertion of Section 58C into the Sales Tax Act, 1990. ICAP understands the Federal Board of Revenue (FBR) efforts to combat financial misstatements, which may be resulting in evasion of sales tax. However, ICAP explains that the Audit Oversight Board (AOB), proposed in the finance bill to conduct inspections of audit firms, may not be the appropriate forum, given its statutory mandate is limited to overseeing audit quality of Public Interest Companies (PICs) only under the SECP Act 1997. ICAP proposes that being national regulators of audit profession and equipped with a robust investigation mechanism under the Chartered Accountants Ordinance, 1961, be designated to fulfil this oversight role. The Institute further explains that its existing Investigation Committee, constituted under the ICAP Bye-Laws 1983, comprised a reasonable number of independent members and a senior legal professional. ICAP reiterates its openness to including a nominee from FBR, AOB, or SECP on the Investigation Committee to enhance transparency. It is also disclosed that over the past five years, many cases relating to complaints received from various regulatory bodies, including SECP, SBP, AOB, and FBR, have been processed under its investigation framework. ICAP emphasizes the effectiveness of this system and informed that it annually publishes a comprehensive investigation report, the most recent of which was shared with members and public on March 13, 2025. The Institute expresses its continued support for legislative and regulatory reform in the national interest and remains committed to strengthening professional accountability across the financial ecosystem but has a concern on the introduction of alternate inspection mechanisms which may not be productive and in line with international best practices. LAHORE: As the World Health Organisation (WHO) intensified its global drive for greater tobacco taxes, there are growing concerns in Pakistan that the strategy may have the opposite impact. While intended to reduce smoking, the WHO's tax-centric approach is exacerbating an already rampant illicit cigarette trade, harming legitimate businesses, depleting public cash, and undermining regulatory integrity, experts of the industry said. Pakistan has become a case study of unforeseen effects. Despite heavy taxation in accordance with WHO recommendations, the market has seen a noticeable shift toward illicit cigarette consumption, they said. It may be added that legal tobacco companies now control less than half of the market, although accounting for roughly 98% of the industry's tax revenue. Untaxed and unregulated brands have invaded retail shelves across the country, often selling for less than the legal minimum price and without tax stamps. 'The illicit cigarette trade has now overtaken the legitimate sector, comprising 58% of the total market. Pakistan's annual consumption is around 82 billion sticks, yet only 34 billion are taxed, down sharply from 67 billion a decade ago,' said Asad Shah, Director at Pakistan Tobacco Company (PTC). Shah noted that tax revenue potential from the sector stands at around PKR 570 billion annually, but actual collection reached just PKR 292 billion in FY 2023–24 and only PKR 223 billion in the first 11 months of the current fiscal year. Although the WHO acknowledges illicit trade as a challenge, its policy guidance continues to emphasize taxation over enforcement. 'It's burdening compliant manufacturers while failing to curtail illicit and smuggled brands,' Shah added. Experts said that public health objectives must be pursued alongside strong enforcement mechanisms, not only tax increases. Without this balance, the policy risks facilitating tax evasion, undermining investor confidence, and eroding public trust in the regulatory system. Copyright Business Recorder, 2025

PESHAWAR: KP Secretary Energy and Power Mohammad Zubair Khan has said that timely completion of the Bala Kot, Lawi and Gurkan, Mataltan, Gabral (Kalam) and Madiyan Hydropower Projects within the stipulated time frame is a major challenge. He expressed these views while presiding over a meeting here the other day. Besides the chief executive officers of Provincial Energy Development Organisation (PEDO), KP Oil and Gas Company and heads of Electric Inspectorate, Energy Planning, Additional Secretary Admin Shoaib Khan and Additional Secretary Power Anwar Khan Sherani, other senior officers also attended the meeting. He stressed on the need to complete the ongoing energy projects in view of the prevailing circumstances and to promote investment in these projects by immediately amending and revising the Power Policy 2016 and issued instructions to prepare work plans, timelines and activity plans to bring transparency in the projects. The secretary Energy and Power said that under the Khyber Pakhtunkhwa government's Good Governance Roadmap Programme, merit and transparency in institutions is the top priority. He said that the biggest challenge is to complete the ongoing energy projects in the Energy & Power department and all its subsidiary institutions within the stipulated time frame in the light of fast track. He said that In light of the directives of the KP chief secretary, it should be the duty of all officers and officials to conduct affairs under e-tendering, e-paid, one-window platform, which will be strictly monitored.
