Govt encourages local councils to use Solar PV systems

KUALA TERENGGANU: The government is opening opportunities for all parties, especially local authorities, to adopt solar photovoltaic (Solar PV) systems as part of efforts to transition towards clean energy.
Deputy Prime Minister Datuk Seri Fadillah Yusof said that by installing Solar PV systems at their premises, these entities can save on electricity consumption, generate new renewable energy and reduce carbon emissions.
Fadillah, who is also Energy Transition and Water Transformation Minister, cited the example of the Kuala Terengganu City Council (MBKT) initiative, which installed Solar PV systems at the MBKT Tower's parking area and rooftop.
'The Solar PV system at MBKT is the largest installed on a building owned by a local authority under the Net Energy Metering (NEM 3.0) programme, under the NEM GoMEN category, approved by the Sustainable Energy Development Authority Malaysia on Dec 16, 2021.
'It has been operational since Jan 2, 2024, and is estimated to generate 1,147 megawatt-hours (MWh) of green electricity annually, resulting in estimated electricity bill savings of 11% or over RM200,000 per year,' he told reporters after inspecting the Solar PV installation at the MBKT Tower yesterday, Bernama reported.
The event took place during the ministry's Petra Squad east zone roadshow, a two-day event held in Kelantan and Terengganu that started on Friday.
Fadillah said the Petra Squad tour continued to the Large-Scale Solar (LSS) Coara Marang plant to observe its operation firsthand, which is part of the government's initiative under the LSS3 programme.
'The energy capacity generated by this plant is estimated to supply electricity to more than 10,000 households daily and is among the most advanced solar plants in terms of technology and efficiency.
'Besides helping to reduce carbon emissions, the LSS Coara Marang project also serves as a model for disaster-resilient solar plant design suitable for development in flood-prone areas, thereby strengthening the resilience of the country's energy sector,' he said.
Fadillah said the roadshow concluded with a visit to the biogas power plant operated by Concord Biotech Sdn Bhd in Kemaman.
He said the development of the biogas power plant involved an investment of RM21mil, including the installation of two biogas engines with a total capacity of 2.404 megawatts, using biogas derived from palm oil mill effluent.
The plant commenced commercial operation on March 12, 2022, with the Sustainable Energy Development Authority Malaysia approving the feed-in-tariff quota on Feb 18, 2019.
'As of March 31, 2025, the power plant has generated 29,158MWh of electricity, equivalent to avoiding 22,568 metric tonnes of carbon dioxide equivalent emissions,' he said.

MAINS Chairman Datuk Seri Dr Abdul Aziz Sheikh Ab Kadir, who was also present, announced the launch of the EZp Zakat Business Assessment Declaration, an online platform designed to streamline submission, verification and transparency for corporate zakat assessments. KESUMA Urges Workers Paid Below RM1,700 To Report To Labour Dept
PUTRAJAYA, June 23 (Bernama) -- The Ministry of Human Resources (KESUMA) has urged employees earning less than the RM1,700 minimum wage to promptly lodge a complaint with the Department of Labour (JTK). It said all parties are required to comply with minimum wage regulations to protect the welfare and rights of workers in the country and warned that legal action would be taken against any violation of the National Wages Consultative Council Act 2011 (Act 732). Referring to a media report alleging that tour bus drivers were only receiving a basic salary of RM700 a month without fixed allowances, the ministry explained that under the Minimum Wages Order (PGM) 2024, which is currently in force, employers are required to ensure that workers receive a minimum wage of RM1,700 per month, regardless of whether this is through a basic salary structure or total monthly earnings. 'If the employer stipulates a basic salary in the contract of service, the rate must not be less than the prevailing minimum wage. 'If the contract does not state a basic salary, the employer must ensure that the monthly wage paid is not less than the prevailing minimum wage, excluding other allowances. PGM 2024 also applies to part-time workers,' it said in a statement today. KESUMA said JTK will step up monitoring and enforcement action on complaints or wage deduction violations that contravene the PGM. If a worker's complaint is upheld in court, the employer may be ordered to pay the wage difference and any affected allowances, in accordance with Section 44 of Act 732. A news portal on June 21 reported that express and tour bus drivers were earning as little as RM700 in basic salary per month, with some not receiving any base pay at all. The situation has reportedly forced them to rely on travel allowances and overtime just to make ends meet, sacrificing rest days and working nearly every day.

Malaysia showcases public sector reforms at UN Forum 2025
SAMARKAND: Malaysia continues to strengthen its public sector to meet the evolving needs of its people while contributing meaningfully to the Sustainable Development Goals. Deputy Prime Minister Datuk Seri Fadillah Yusof said under the Tenth Malaysia Plan (2011–2015), Malaysia achieved major strides in digitalising public service delivery. He noted that over 10,000 government services, accounting for 77 per cent, were made available online, greatly enhancing access and convenience for citizens. 'We reduced licensing burdens at both federal and local levels by nearly 60 per cent and saved over RM9 billion through value management efforts and the abolition of more than 38,000 redundant positions, underscoring our commitment to prudent governance and efficient service delivery,' he said in his speech at the United Nations Public Service Forum 2025 here today. Fadillah said that one of the key pillars of the civil service's transformation was the adoption of H.E.M.A.T -an acronym made up of five core values, which Hijrah Tatakelola (Governance Transformation), Empati Rakyat (Empathy for the People), Minda Pekin (Progressive Mindset), Apresiasi Inovasi (Appreciation of Innovation), and Tadbir Urus Telus (Transparent Governance) – in its daily operations.. 'Introduced by the Director-General of Public Service, H.E.M.A.T encapsulates the spirit of responsible leadership and a renewed commitment to quality service delivery,' he added. Complementing this, the Chief Secretary to the Government, Tan Sri Shamsul Azri Abu Bakar, has launched a comprehensive Public Service Reform Agenda focused on value-based governance, human capital development, organisational strengthening, service delivery, and public-private sector collaboration. 'Our newly introduced Public Service Remuneration System, effective December 2024, reflected this focus. 'It embeds performance-based rewards, phased salary adjustments, and clear career pathways aligned with the MADANI vision to foster a just, inclusive, and high-performing society,' he added. The United Nations Public Service Forum 2025 runs until June 25.
