The rating agency said this week that a disruption lasting more than a month can already impact electric vehicle (EV) launches, affect production, and weigh on the sector's growth momentum.
Rare earth magnets are integral to permanent magnet synchronous motors (PMSMs) used in EVs for their high torque, energy efficiency and compact size. Hybrids also depend on them for efficient propulsion.

The use of rare earth magnets in internal combustion engine (ICE) vehicles is largely limited to electric power steering and other motorised systems.
In April 2025, China - the world's dominant exporter of rare earth magnets - imposed export restrictions on seven rare earth elements and finished magnets, mandating export licences.

The revised framework demands detailed end-use disclosures and client declarations, including confirmation that the products will not be used in defence or re-exported to the US.
"With the clearance process taking at least 45 days, this added scrutiny has significantly delayed approvals. And the growing backlog has further slowed clearances, tightening global supply chains," Crisil said.
India, which sourced over 80 per cent of its 540 tonne magnet imports from China last fiscal, has started to feel the impact, Crisil asserted.
"By end-May 2025, nearly 30 import requests from Indian companies were endorsed by the Indian government, but none have yet been approved by the Chinese authorities, and no shipments have arrived," Crisil claimed.
Anuj Sethi, Senior Director, Crisil Ratings, "The supply squeeze comes just as the auto sector is preparing for aggressive EV rollouts. Over a dozen new electric models are planned for launch, most built on PMSM platforms. While most automakers currently have 4-6 weeks of inventory, prolonged delays could start affecting vehicle production, with EV models facing deferrals or rescheduling from July 2025. A broader impact on two-wheelers (2W) and ICE PVs may follow if the supply bottlenecks persist for an extended period."
In fiscal 2025-26, domestic passenger volumes are expected to grow 2-4 per cent, while electric passenger vehicles could rise 35-40 per cent, albeit on a low base. Electric 2Ws could grow 27 per cent, outpacing overall 2W growth of 8-10 per cent.
However, Crisil notes that sustained supply tightness could soften this momentum, especially in the EV segment.
Recognising the rare earth supply risk, the government and automakers are taking action on two fronts. In the short term, the focus is on building strategic inventories, tapping alternative suppliers and accelerating domestic assembly under Production Linked Incentive schemes.
For the long term, reducing import dependency will hinge on fast-tracking rare earth exploration, building local production capacity and investing in recycling infrastructure.
Meanwhile, India on Thursday said it is in touch with the Chinese side, seeking predictability in the supply of rare earth metals -- which had been put under the export controls regime by the Xi administration.
"We are in touch with the Chinese side, both here in Delhi as also in Beijing to bring predictability in supply chain for trade, consistent with international practices," Ministry of External Affairs Spokesperson Randhir Jaiswal told reporters in the weekly briefing.
The MEA spokesperson was asked about India's engagement with China on rare earth, given that it is to an extent impacting the auto industry, among others in India.
Commerce and Industry Minister Piyush Goyal described China's rare earth export restrictions as a global "wake-up call" recently, emphasising that India is actively building alternative supply chains while positioning itself as a trusted partner for international businesses seeking to reduce their dependence on Chinese suppliers.
Speaking to reporters during his official visit to Switzerland, where he met with Swiss government officials and business leaders, Goyal acknowledged that China's export curbs will create short-term challenges for India's automotive and white goods sectors.
China's overwhelming control of global rare earth processing - commanding over 90 per cent of the world's magnet production capacity - has created significant vulnerabilities for industries worldwide. These materials are critical across multiple sectors, including automobiles, home appliances, and clean energy systems.
Beyond China, there are only a few alternative suppliers.
The new Chinese restrictions, effective from April 4, require special export licenses for certain specific rare earth elements and their related magnetic products.
Separately, India and Central Asian countries (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and, Uzbekistan) have recently expressed interest in joint exploration of rare earth and critical minerals at the recently held India-Central Asia Dialogue here in the national capital.

India's agrochemical exports set for moderate rebound in FY25: Rubix report
New Delhi [India], June 22 (ANI): India's agrochemical exports are expected to moderately rebound in the Financial Year 2025, with improving demand and inventory normalisation, according to an industry report by Rubix, which analyses industry data and trends. India's agrochemical exports declined sharply in FY2024, by nearly 22 per cent compared to the previous year, primarily due to global inventory destocking, heightened price competition from China, and subdued demand in key export markets. The report says that distributors worldwide reduced procurement to manage excess stock amid falling prices. At the same time, Chinese suppliers re-entered the market with aggressively priced products, making Indian exports less competitive. Additionally, erratic weather patterns impacted agricultural activity in importing countries, further dampening demand. However, exports are expected to recover in the coming years as global inventories stabilise, demand picks up with improved agricultural cycles, and Indian manufacturers adapt with cost-efficient production and diversified portfolios. As a result, the trade surplus (difference between exports and imports) came down from USD 3.6 billion in FY2023 and USD 2.8 billion in FY2024 to USD 2.3 billion in FY2025 (April 2024- February 2025). Highlighting the factors that support exports, the report added that herbicides have emerged as the leading export segment, experiencing the fastest growth at 20 per cent CAGR from FY2020 to FY2025. The share of herbicides in total agrochemical exports increased from 31 per cent to 37 per cent during the same timeframe. As per the report, this growth is driven by India's cost-effective manufacturing, rising global demand for affordable herbicides, and the increasing scarcity and cost of agricultural labour, making herbicide-based weed control a more viable choice for farmers. The export landscape reveals a growing concentration in key markets, as the top five export destinations account for more than 50 per cent share for insecticides and fungicides and nearly 71 per cent for herbicides. Notably, the US and Brazil have maintained their positions as the top export destinations for insecticides and fungicides over the past five years. However, in FY2025, Japan displaced Brazil as the second-largest export destination for herbicides. (ANI)

Indian aviation ecosystem under the lens: DGCA orders 'comprehensive special audit'
DGCA NEW DELHI: Jolted by the tragic crashes of Air India flight 171 and multiple helicopters in Uttrakhand within the last one month, the Directorate General of Civil Aviation (DGCA) has ordered a 'comprehensive special audit' of Indian aviation ecosystem. This covers scheduled, non-scheduled, and private airlines; maintenance, repair, and overhaul (MRO) organisations; approved training organisations (ATOs); flying schools; air navigation service provider; airport operators, and ground handling agencies (GHAs). The audit will focus on 'examining the safety management systems (SMS), operational practices, and regulatory adherence across all aviation domains.' It will also audit 'supporting elements such as technology providers, emergency response systems, supply chain networks, and regulatory coordination bodies.' Air safety expert Amit Singh said: 'DGCA has been auditing aviation since time immemorial. Wouldn't it be prudent to invite a third party to audit and why (have past) DGCA audits failed to reign in safety?' 'Very often in the last 2-3 decades such weak players (many of who have now shut shop) have warned authorities they will shut down if forced to dot all Is and cross all Ts which will affect connectivity,' said industry insiders. "Hopefully the recent crashes will change things." The audit order issued by DGCA chief Faiz Ahmed Kidwai says: 'Traditionally, regulatory and safety oversight functions within Indian aviation have been conducted in silos, with different directorates performing inspections and audits specific to their respective domains. These activities include planned/unplanned surveillance inspections, random spot checks and ramp inspections, which primarily assess compliance and safety within individual aviation segments. ' 'In a significant paradigm shift, the comprehensive special audit is designed to transcend existing siloed assessments by evaluating the aviation ecosystem holistically…. The goal is to generate a 360-degree evaluation of the aviation ecosystem, reflecting both its strengths and areas needing improvement. These special audits will be over and above the regulatory audits carried out as per the annual surveillance programme,' Kidwai's order says. The special audits will be conducted by multidisciplinary teams led by a senior DGCA official (DDG/director) as the lead auditor, supported by specialists from flight standards, air safety, airworthiness, airspace & air navigation services, licensing, and aerodrome standards directorates. 'Whenever necessary, external experts from industry may be included to provide specialised insights. This diverse team composition ensures a comprehensive evaluation that leverages both regulatory expertise and industry-specific knowledge, fostering credible and actionable findings,' the order says. Once the audit is over, the findings will be shared with the audited entities. They, in turn, will need to submit a corrective action plan (CAP) within 15 days. 'DGCA will monitor CAP implementation through progress reviews and verification audits, ensuring effective resolution of findings…. Non-compliance with audit findings or failure to implement CAPs may result in progressive enforcement actions, including advisory guidance, formal warnings, operational restrictions, financial penalty, suspension, or revocation of licenses… Enforcement decisions will consider public safety, compliance history, and entity cooperation, ensuring fairness and proportionality/natural justice,' the order says.

Canada says network devices compromised in China-linked hack
Canada's cybersecurity agency said Chinese-backed hackers were likely behind recent malicious activity targeting domestic telecommunications infrastructure, warning that three network devices registered to a Canadian company were compromised in the Canadian Centre for Cyber Security and the US Federal Bureau of Investigation urged Canadian organisations to take steps to harden their networks against the threat posed by Salt Typhoon, a group linked to the Chinese government, in a bulletin issued late on Friday.'The Cyber Centre is aware of malicious cyber activities currently targeting Canadian telecommunications companies,' the center said. 'The responsible actors are almost certainly PRC state-sponsored actors, specifically Salt Typhoon,' it said, referring to the People's Republic of China. Separate investigations that revealed overlaps with malicious indicators consistent with Salt Typhoon suggest the cyber campaign 'is broader than just the telecommunications sector,' it said. The hackers will 'almost certainly' continue efforts to infiltrate Canadian organizations — especially telecom providers — over the next two years, the agency said. Beijing has repeatedly denied US allegations of its involvement in Salt Typhoon, which was first reported by The Wall Street Journal last year. In January, the US sanctioned a Chinese firm accused of 'direct involvement' in the infiltrations along with the country's Ministry of State Security.
