Though Cong opposes ‘One Nation One Election' Bill, we gave opinion to Parl panel: Himachal CM
Chief minister Sukhvinder Singh Sukhu on Thursday said that the party opposes One Nation, One Election.
He said this at the Joint Parliamentary Committee (JPC) on the Constitution (One Hundred and Twenty-Ninth Amendment) Bill, 2024, and the Union Territories Laws (Amendment) Bill, 2024, pertaining to the proposal of One Nation-One Election, held at Fagu.
Giving details, the chief minister said, 'The meeting was chaired by Member of Parliament PP Chaudhary. We were invited to share our personal and party's views on One Nation, One Election. The speaker, deputy speaker, and other stakeholders are also being called. As elected representatives, we believe it is our duty to participate in such democratic discussions.'
'Our stand is clear, we oppose One Nation, One Election. However, we gave inputs to strengthen democratic structures. We raised practical concerns what happens when a government collapses mid-term, or an MLA resigns? How will tenures align?' he said.
'If the proposal is to hold all elections in 2029, but our state elections are due in 2027, will those be deferred by two years? These are significant constitutional challenges that need thorough deliberation' Sukhu added while thanking the committee members for visiting Himachal and sharing the draft bill and scope of the proposal.
People want One Nation, One Election: Chaudhary
'People want One Nation, One Election , it's not just a political issue, it's a national issue,' said Bharatiya Janata Party MP PP Chaudhary.
'In every state we visit, civil society, scholars, Padma awardees, and even those in Congress-ruled states have shown overwhelming support to one Nation One election,' said Chaudhary, while adding, 'Separate elections mean separate voter lists, multiple deployments, school closures for polling, and repeated election expenditure.'
He said that the simultaneous elections were the norm until 1967, which changed only after 1970 due to early dissolution of assemblies. 'No political party can ignore the will of the people. If citizens demand it, even parties that oppose the idea may reconsider,' said Chaudhary.
One Nation, One Election would be significant for hill states: Thakur
Member of the committee and former Union minister Anurag Thakur said that One Nation, One Election would be significant for hill states like Himachal Pradesh.
'Simultaneous elections save time, money, and reduce disruption especially in hill states' said Anurag. 'The Joint Committee is rightly meeting political leaders, media, and intellectuals to gather diverse perspectives. Students and youth have shown great interest. If this bill becomes law, it can accelerate development and strengthen our democracy.' He said.
Basic structure of Constitution must not be altered: Pathnia
Himachal assembly speaker Kuldeep Singh Pathania said, 'The basic structure of constitution must not be altered. The Constitution already provides for five-year terms for both Parliament and state legislatures. But mid-term elections and breakdowns in governance have disrupted that structure. This committee is exploring whether we can return to that stability.'
People want elections held together: Jai Ram Thakur
Former chief minister and leader of Opposition Jai Ram Thakur said, 'The One Nation, One Election bill is a bold move. Political parties may have different opinion but the public sentiment is clear in favour of one nation one election.'
'Our party fully supports it. We believe it should be implemented as soon as possible,' added Jai Ram.

HC rejects plea by IAS officer, kin seeking quashing of CBI probe into graft charge
1 2 Cuttack : The Orissa high court on Friday dismissed a writ petition filed by senior IAS officer Bishnupada Sethi, his wife and daughter seeking to quash a CBI investigation into alleged corruption. The court ruled that the petition was "premature and not maintainable", as the investigation was still at a nascent stage. The case stems from the arrest of a PSU executive on Dec 8 last year for allegedly accepting a Rs 10 lakh bribe from a Bhubaneswar-based real estate firm. During interrogation, Sethi's name emerged, prompting a CBI search at his residence on Feb 18 this year. The petitioners alleged procedural violations and harassment, and sought the return of seized materials. Justice S K Panigrahi, however, rejected these claims, emphasising that the extraordinary writ jurisdiction under Article 226 of Constitution cannot be misused to derail legitimate investigations. "Higher the office, greater the responsibility," he observed, noting that Sethi, as a senior bureaucrat, is expected to uphold legal integrity, not evade scrutiny. The court stressed that no chargesheet had been filed yet, and interference at this point would undermine both investigative processes and public interest. It criticised the petitioners' approach as "forum-shopping" and warned against setting a precedent that powerful individuals can shield themselves from legal accountability. The court clarified that its refusal to intervene does not equate to a presumption of guilt, and the petitioners retain full rights to defend themselves during trial. However, it maintained that mere status or reputation cannot justify halting a probe into serious allegations of public corruption. On Feb 25, Justice Panigrahi had ordered, "As an interim measure, it is directed that no coercive action shall be taken against the petitioners till the next date." The interim restriction was extended from time to time and was in force till the petition was dismissed on Friday.

HC sets aside condition to obtain vehicle passes from district police
Madurai: Madras high court on Friday set aside the condition imposed by Madurai city police to obtain vehicle passes for participation in the Lord Murugan devotees conference, saying the right to movement throughout the territory of India is guaranteed to all citizens under Article 19(1)(d) of the Constitution. The court modified the order of a single bench in this regard. The court was hearing an appeal filed by Hindu Munnani functionary M Arasupandi challenging a condition imposed by a single bench. The petitioner had earlier filed another petition challenging certain conditions imposed by the city police while permitting the conference. The single bench had refused to interfere with the condition requiring participants to obtain passes for vehicles from the concerned district police. Aggrieved by the condition, the petitioner moved Supreme Court. The petition was disposed of as withdrawn on the petitioner's request, following which he preferred the present appeal before high court. Senior counsel appearing for the petitioner submitted that the object of the state appears to be to put spokes in the wheels and discourage participants to the conference. A division bench of Justice G R Swaminathan and Justice K Rajasekar observed that since the authorities themselves chose to grant permission for the conference, no exception can be taken to its conduct. The condition imposed by the assistant commissioner of police, Anna Nagar, Madurai city, states that no vehicle carrying the conference participants without a vehicle pass will be allowed to enter city limits. An assistant commissioner can have jurisdiction and sway only over her territorial limits. The official cannot issue an order preventing the entry of vehicles into Madurai city. It is open to any citizen to enter Madurai city in his/her vehicle, and such a right cannot be interfered with by an assistant commissioner, said the judges. In the case on hand, not more than 10,000 vehicles are expected, and therefore, there is no need to impose such an onerous condition. The appellant undertook that participants who come in their personal vehicles or hired vehicles would deposit the photostat copies of the RC book, insurance certificate, and driving licence at the police booths at various parking places earmarked. "The organisers assure us that pucca arrangements have been made so that there is no stampede, which was witnessed in Bengaluru, Delhi, and other places recently," the judges observed.
