North Korea's state security minister to attend high-level meeting in Russia, KCNA says
SEOUL (Reuters) -North Korea's minister of state security, Ri Chang Dae, left Pyongyang on Monday to attend a meeting of senior security officials in Russia, the North's KCNA state news agency reported on Tuesday.
Russian media have reported that the top security aide to President Vladimir Putin, Sergei Shoigu, will take part in the meeting to be attended by security officials from countries including North Korea, Iran and the United Arab Emirates.

Vassily Nebenzia, speaking during an emergency meeting of the Security Council on Sunday, said Russia "vehemently condemns the irresponsible, dangerous, and provocative actions taken by the USA against the Islamic Republic of Iran, which is a sovereign country and a U.N. member state." "Through its actions, the U.S. has opened Pandora's box, and no one knows what new consequences this may lead to," Nebenzia said. "I think it is obvious to everyone in this chamber that unless we stop the escalation, the Middle East will find itself on the brink of a large-scale conflict, which is fraught with unpredictable consequences for the entire international security architecture. And the whole world could find itself on the verge of a nuclear catastrophe," he added. IRAN'S FORDOW NUCLEAR SITE STRUCK SECOND TIME AS IDF TARGETS ACCESS ROUTES Nebenzia also accused the Trump administration of being "completely unconcerned about either the radiological consequences or the threat to the lives and health of a huge number of civilians, including women and children, in the region and beyond" following the airstrikes Saturday on Iran's Fordow, Natanz and Isfahan nuclear facilities during Operation Midnight Hammer. "We have persistently offered our American colleagues our mediation services so as to find a peaceful and mutually agreeable solution to the contradictions surrounding the Iranian nuclear program. But it appears that diplomacy is not what our U.S. colleagues currently need. Responsibility for all this falls squarely on the shoulders of the American leadership," Nebenzia said, calling for "all parties to exercise restraint and return into the fold of international diplomacy and negotiations." TRUMP'S WEEK AHEAD WILL INCLUDE A TRIP TO THE HAGUE TO MEET WITH NATO LEADERS AS IRAN CRISIS GROWS LARGER International Atomic Energy Agency (IAEA) Director General Rafael Grossi also said Monday, "Given the explosive payload utilized, and the extreme vibration-sensitive nature of centrifuges, very significant damage is expected to have occurred" at Fordow. "At the Isfahan nuclear site, additional buildings were hit, with the U.S. confirming their use of cruise missiles," he added. "Affected buildings include some related to the uranium conversion process. Also at this site, entrances to tunnels used for the storage of enriched material appear to have been hit. "At the Natanz enrichment site, the Fuel Enrichment Plant was hit, with the U.S. confirming that it used ground-penetrating munitions," Grossi said. Russian prosecutors seek 14.5-year sentence for former deputy defense minister
Russian prosecutors on Monday asked for a 14.5-year prison sentence for a former deputy defense minister jailed on bribery charges, according to Russian state news agency Interfax. Timur Ivanov, 49, was arrested in April last year. He was charged with taking an especially large bribe of 1.185 billion rubles ($15.1 million) but maintains his innocence.

China says Taiwan president spreading 'heresy' with sovereignty speech
BEIJING (Reuters) -China on Monday accused Taiwanese President Lai Ching-te of "heresy", hostility and provocation, after a speech in which he said the island is "of course" a country and there is historical evidence and legal proof to back this up. Beijing says democratically-governed Taiwan is "sacred" Chinese territory that has belonged to China since ancient times, and that the island is one of its provinces with no right to be called a state. Lai and his government strongly reject that view, and have offered talks with China multiple times but have been rejected. China calls Lai a separatist. China's Taiwan Affairs Office, responding to Lai's Sunday evening speech, said he had intentionally distorted history to promote his Taiwan independence agenda and that the island has never been a country. "It was a 'Taiwan independence' declaration that blatantly incited cross-strait confrontation, and a hodgepodge of 'Taiwan independence' fallacies and heresies full of errors and omissions," it said in a statement. "The fallacies fabricated by Lai Ching-te in contravention of history, reality and jurisprudence will only be swept into the rubbish heap of history." Lai has repeatedly said that only Taiwan's people can decide their future, and that, as the People's Republic of China has never ruled the island, it has no right to claim it or speak on its behalf. In 1949, the Republic of China government fled to Taiwan after losing a civil war with Mao Zedong's communists, and that remains the island's formal name. Taiwan has over the past five years faced stepped-up military and political pressure from China, including war games.
