Govt releases Rs340 million for salaries, pensions in 17 tehsils

The Khyber-Pakhtunkhwa (K-P) government has released Rs340 million to ensure the payment of salaries and pensions to employees in 17 tehsils across the province.
According to a statement issued by the Finance Department, funds have been disbursed to cover outstanding payments of salaries and pensions for the staff of 17 Tehsil Municipal Administrations (TMAs).
The breakdown of the allocations is as follows: TMA Lower Tanawal Rs3 million, Bannu Rs34 million, Kakki Rs15 million, Bakakhel Rs21 million, Charsadda Rs20 million, Khall Rs10 million, Kundai Rs20 million, Karak Rs27 million, Takht-e-Nasrati Rs20 million, Lakki Marwat Rs23 million, Dargai Rs1 million, Takht Bhai Rs23 million, Garhi Kapura Rs20 million, Pishtakhara Rs34 million, Chota Lahore Rs23 million and Barikot Rs3 million.
The funds are aimed at easing financial pressures and ensuring timely payments to municipal staff.
It may be recalled that in March this year, the Finance Department had released Rs1.15 billion to cover salaries and pensions for the employees of 64 tehsil municipal administrations (TMAs) across the province, addressing months of delayed payments that had sparked widespread protests.
According to official sources, the funds cover the period from January to March 2025. Haripur Tehsil received the highest allocation, with Rs100 million earmarked for its workforce.
The release of funds came in the wake of growing unrest among local government employees, who had announced plans to stage protests during Ramazan if their dues were not cleared.
Workers affiliated with the Municipal Workers Union (MWU) and Pakistan Local Government Workers Federation (PLGWF) had threatened to take to the streets, blaming the provincial government for ignoring their grievances.
In a joint press statement, PLGWF Central and Provincial President Malik Muhammad Naveed Awan, and other union leaders from across the province condemned the delays in salary and pension payments.

The National Assembly Standing Committee on Finance on Thursday directed the Federal Board of Revenue (FBR) to incorporate safeguards before closing bank accounts of unregistered businesses, amid widespread tax evasion and underreporting by businesspeople. The committee, which met here with its chairman Syed Naveed Qamar in the chair, reviewed the FBR's proposed measures to enforce sales tax compliance, including the disconnection of utilities and temporary freezing of bank accounts for non-filers. During the meeting, FBR Chairman Rashid Mahmood Langrial gave a briefing to the committee. He said that unregistered businessmen would not be able to operate a bank account under sales tax laws, adding that such a person would be served a notice prior to the closure of the bank account. "The bank account of an unregistered person will be reactivated within two days after registration," he said. He revealed that out of 300,000 industrial units in Pakistan, only 30,000 to 35,000 were registered with the authorities. Explaining reasons, he acknowledged that the tax rate in Pakistan was high. "One-third of manufacturers are not registered in sales tax. People who even come under the tax net do not file returns," Langrial said. "Those who pay taxes underreport their incomes," he told the committee. "Electricity theft alone costs Rs500 to 600 billion every year." When asked how the FBR would identify businesses not paying sales tax, the FBR chairman explained that the income declared for income tax purposes would be used to estimate the volume of sales, supplies and overall business activity. Action would then be taken against individuals who fail to register, he added. Committee member Javed Hanif supported the FBR's proposals but the committee chair cautioned against enacting a law aimed at catching tax evaders if it also adversely affects compliant businesses. Another Committee member, Sharmila Farooqi, suggested that instead of making the penalties more stringent, the taxpayers should be given incentives. "Reduce the tax rate. It will broaden the tax net and encourage the people to get them registered. Finance Minister Muhammad Aurangzeb replied that the tax threshold and process would be improved. however, he made it clear that tax exemptions and amnesties would not be given anymore. "The time for tax exemptions and amnesties has passed. People have to be brought into the tax net." Langrial urged the committee to allow the FBR to temporarily deactivate the bank account of unregistered businessmen. The committee, however, directed for including safeguards in the process. Petroleum levy Meanwhile, the committee approved a proposal to increase the rate of petroleum development levy (PDL) to Rs90 and impose carbon levy on petrol, diesel and furnace oil. Finance Ministry officials told the committee that there was a proposal to impose the PDL on furnace oil as well. The officials said Rs100 billion in revenue was expected from the PDL on furnace oil. They added that 1.2 million tons of furnace oil was imported for 1,000MW Independent Power Producers (IPPs). The Power Ministry secretary said that the target of PDL recovery in fiscal 2025-26 was set at Rs1,468 billion. The Finance Ministry officials said that the government expected Rs45 billion in revenue through the carbon levy. The committee chair asked how much amount the Centre would get if the levy was turned into a carbon tax. On that the officials said that the amount in that case would be Rs18 billion. The committee was informed that the entire amount of a levy went to the federal government, but in taxes, provinces also get share. The chair stressed that the committee was not taking any decision regarding a levy or a tax on petroleum products. The industries secretary told the committee that Rs10 billion from carbon levy would be spent of the promotion of electric vehicles. He added that 30% of the vehicles would be shifted to electric vehicles by 2030. The production of all types of vehicles in the country is around 150,000, the officials said, adding that there were 76,000 electric vehicles in the country at present. "In the next five years, the production of electric vehicles will be increased to 2.2 million," the secretary said.

During a meeting chaired by Senator Saleem Mandviwalla on Thursday, Federal Board of Revenue (FBR) Chairman Rashid Mahmood Langrial briefed the committee that under the IMF agreement, all tax exemptions must be phased out by 2035. He stated that going forward, no SEZ or STZ will receive any form of tax relief. "Our hands are tied," Langrial remarked, adding that tax concessions and reduced rates across various sectors are being withdrawn. The committee rejected budget proposals for the next fiscal year, including imposing a carbon levy of Rs2.50 per litre on petroleum products, removing the 10 per cent cap on the debt service surcharge for electricity consumers and introducing a levy on small vehicles. The senators termed these measures as burdensome for the public. Regarding autonomous public-sector entities, Senator Anusha Rahman raised concerns about institutions holding vast investments despite minimal staffing. She cited the example of the Evacuee Trust Property Board (ETPB), which she said is managed by only 12 people but has Rs13 billion invested. She questioned why such institutions are allowed to retain and invest their revenues and called for reforms or exemptions in the Public Finance Management Act (PFMA) if needed. The officials replied that bodies such as Nadra, CDA, and Karachi Port Trust are allowed to invest their funds and earn profits, and they pay taxes on these earnings. However, the committee chairman said none of these institutions had actually paid taxes recently. The officials briefed the committee that Nadra had paid a tax amounting to Rs8 billion during the last two years. The FBR chief proposed amendments to the PFMA, but the committee opposed them, insisting that revenue from all government-owned bodies must be deposited into the Federal Consolidated Fund. The Ministry of Finance stated that the proposed amendment would allow autonomous bodies to retain and spend their income independently, but Anusha Rahman strongly opposed it, demanding that such entities remain accountable to the national treasury and sought balance sheets of such institutions. The committee also reviewed proposed changes to property taxation. According to FBR officials, the withholding tax on property sales valued at Rs100 million has been increased from 8 per cent to 9.5 per cent, while properties worth less than Rs100 million will be taxed at 8.5 per cent. For properties valued below Rs50 million, the rate will be 7.5 per cent. Additionally, the Finance Bill 2025 includes stricter measures against non-filers. While the property purchase tax for non-filers has been reduced, the burden has shifted to sellers. The committee approved a proposal to impose a 5 per cent tax on foreign online platforms.

Speaking at a press conference at the Karachi Press Club on Thursday, alliance members Bilal Farooq Alvi, Rizwan Hussain, Adeel Khan, and Lesha Fazal said salaried individuals have seen their tax contributions rise from Rs76.44 billion in FY2018-19 to over Rs550 billion in FY2024 -25 — a jump of nearly 719%. They said this increase reflects inflation and policy changes, not real income growth. Key concerns include taxation on pension funds, increased taxes on bank and mutual fund profits, and the continued 10% surcharge on high-income earners, while undocumented sectors remain untaxed. They urged the government to raise the tax-free salary slab to Rs100,000 per month, restore earlier slab rates, reduce the top slab to 32.5% and the second-highest to 27.5%, and keep the lowest slab at 1% as per the budget speech. They also demanded the reinstatement of tax credits for insurance, education, and investments, removal of the 10% surcharge, and equal treatment of all taxpayers.
