Rythu Bharosa: ₹6,405 crore deposited in four days
Government has disbursed ₹6,405 crore under the Rythu Bharosa scheme within four days of the programme's launch by Chief Minister A. Revanth Reddy. Fulfilling the promise made by the CM to deposit ₹9,000 crore in nine days, the Finance Department has been releasing funds daily, based on the lists provided by the Agriculture Department. As of Thursday evening, 62.47 lakh farmers across Telangana have received the assistance and the funds have been directly credited to the accounts of farmers with holdings of less than five acres. The Rythu Bharosa scheme has covered a total of 1.06 crore acres so far. The distribution includes 24.22 lakh farmers with less than one acre, 17.02 lakh farmers with less than two acres, 10.45 lakh farmers with less than three acres, 6.33 lakh farmers with less than four acres and 4.43 lakh farmers with less than five acres. The Agriculture Department assured that remaining farmers will also receive assistance in the coming days.

Telangana govt. increases DA for employees, issues orders
The Telangana government has announced an increase in the Dearness Allowance (DA) for state employees and pensioners by 3.64 per cent, delivering positive news to many. Following the issuance of G.O. 78 and 79 by Finance Department Principal Secretary Sandeep Kumar Sultania, the new DA increase will take effect from 1 January 2023. With this adjustment, the current DA, which stands at 26.39 per cent, will rise to 30.03 per cent. Employees will see this increase reflected in their June salaries, to be disbursed in July. Notably, all DA arrears from 1 January 2023 to 31 May 2025 will be deposited into the General Provident Fund (GPF) accounts of employees. For those who have already retired, the DA arrears will be paid in 28 instalments. Additionally, 10 per cent of DA arrears for Contributory Pension Scheme (CPS) employees will be credited to their PRAN accounts, with the remaining 90 per cent paid out in the same instalment format alongside the June salary. The increase also applies to employees under the University Grants Commission (UGC) and All India Council for Technical Education (AICTE) pay scales, with their DA rising from 38 per cent to 42 per cent. In a recent cabinet meeting, it was decided to grant a two-part DA increase to employees, with one part to be awarded immediately and the second in six months. This latest DA hike includes employees at various levels, including district, mandal, gram panchyat, municipalities, municipal corporations, agricultural market committees, district library institutions, work-charged establishments, as well as teaching and non-teaching staff at aided institutions and universities.

Bengal Govt's Matir Srishti Project transforms 42,000 acres of drought-hit land — with some help from farmers
By Debasmita Chowdhury West Bengal's Matir Srishti Project has transformed over 42,000 acres of degraded farmland into productive land without relying on contractors, officials said. Launched in 2020, this government initiative places farmers, organized into community-based organizations, at the heart of land restoration and livelihood creation, officials said. Prabhat Mishra, IAS, Additional Chief Secretary of the Finance Department, described how the initiative has become a beacon of hope for farmers struggling with increasingly difficult conditions, during a conference — 'Investing in Nature: Ensuring Sustainability Through Partnerships'– hosted by Nature Environment and Wildlife Society in collaboration with Centre for Responsible Business (CRB) at Taj Kutir, Kolkata on Wednesday 'When we started this project, we were dealing with highly degraded land where surface runoff was washing away topsoil, leaving farmers with little hope,' Mishra explained. 'But we've learned that when nature presents challenges, it also offers opportunities.' Mishra said that the Matir Srishti project is different from traditional government programs; it's not a contractor-based model. Instead, the project groups landowners into community-based organizations registered under the Societies Act, complete with their own bank accounts and decision-making authority. 'The landowners pool together 5-10 acres of land under CBOs. This helps them in becoming implementers, not just beneficiaries as no contractors are involved,' said Mishra. The project has brought over 42,000 acres of micro-planning across 5,455 sites, with plantation activities completed on more than 12,000 acres, focusing on fruit trees like mango, cashew, dragon fruit, while allowing for intercropping to provide for early income. Punjab held back Rs2b sugarcane fund
An audit report has revealed that Punjab's finance department did not release over Rs2 billion fund earmarked for the development of sugarcane sector in the last provincial budget in violation of the Punjab Sugarcane (Development) Cess Rules, 1964. As per the rules, a fund — the Sugarcane Development Fund — is created in each district of the province. The fund of each district is operated by the concerned DCO. The Finance Department releases funds to the respective DCO after deduction of 10% of the total collection of the cess for the Sugarcane Research and Development Board and deduction of 2% collection charges. According to the Auditor General of Pakistan report, it transpired during the audit of the finance department's civil accounts of June, 2023 that there existed a liability of Rs20,335,026,047 under "G-11212-Deposits on Sugarcane Development Cess Fund". "The Cane Commissioner of Punjab had deposited an amount of Rs5,090,152,163 in Account-I for the purpose of subsequent distribution of funds. "Although the Finance Department had not released the authority for payment, the DAO Faisalabad and Vehari made payments of 55,286,766 and Rs. 28,682,577 respectively." Additionally, 2% collection charges were also not incorporated in the budget. The auditor said it is of the view that lapse occurred due to weak administrative and financial controls. It said the matter was further reported to the Administrative Department and during a departmental account committee (DAC) meeting held on January 30, 2025, it was decided that the para should be kept pending until the SOPS/policy are formulated in consultation with stakeholders. "As regards the remaining paras, neither any reply was received nor a DAC meeting convened till the finalization of this report despite issuance of reminders in November and December 2024." The audit recommended proper allocation and utilization of the Sugarcane Development Cess Fund, in accordance with the specified rules. "[These allocations and utilizations] are imperative to ensure the intended developmental projects are carried out efficiently and transparently," it added.
