Senate panel rejects tax on online businesses

The Senate Standing Committee on Finance reviewed the Finance Bill 2025 on Wednesday and recommended a zero-rated tax on the income of up to Rs1.2 million and rejected a proposal to impose tax on individuals doing small online businesses.
During a meeting, chaired by its chairman Saleem Mandviwala, the committee approved the proposal to impose tax on the income of online academies and teachers but opposed the levy of tax on the income of the Islamabad Club.
Federal Board of Revenue (FBR) officials informed the meeting that teachers were providing online digital education services, earning Rs20-30 million. They added that a new clause had been introduced in the Finance Bill to impose tax on those doing e-commerce business, using online marketplaces.
All individuals providing services via the internet and electronic networks will be affected, FBR officials said. They added that the tax will also apply to music, audio and video streaming platforms, cloud services, online software application providers, telemedicine and e-learning services.
The tax would also be imposed on online banking services, architectural design services, research and consultancy reports, accounting services and other online facilities in the form of digital files, the FBR officials stated. The committee rejected a proposal to tax individuals doing small online businesses.
The FBR chairman said that those with an annual income of 1.2 million will have to pay Rs12,500 in taxes.
Committee member Senator Shibli Faraz said that there should be no tax on the income of Rs600,000 to Rs1.2 million.
FBR Chairman Rashid Langrial told the committee that it had been decided to collect tax from entertainment clubs, including the Islamabad Club. However, the committee chair opposed the move.
Langrial said that the common man did not benefit from this club, as it was the luxury of 300 people.
The FBR officials said that there was a proposal to impose restrictions on the purchase of property and vehicles by non-filers. They added that a limit of 130% of the income had been set for the purchase of property by the non-filers.
Senator Mohsin Aziz said that the limit of 130% for the purchase of property by non-filers should be increased. The committee recommended increasing the limit to 500%.
Finance Minister Muhammad Aurangzeb said that steps were being taken to bring non-filers into the tax net.

ISLAMABAD: National Assembly Standing Committee on Finance and Revenue Friday granted approval for bringing over Rs 10million pension into the tax net at a rate of 5 percent. Taking part in discussion, MNA Muhammad Jawed Hanif Khan stated that it seems that this move would bring all pensionable amounts into the tax net in the future. He was of the view that there might be a limited number of people, and probably Judges of the higher courts would come into the tax net. The NA Panel also discussed the FBR's proposal for the deduction of the tax amount after the decision of the High Court. The Parliamentarians belonging to PPP and PTI opposed this proposal and argued that it was an infringement of the right of appeal of the taxpayer, as the FBR should not withdraw the money from the account of the taxpayer soon after getting a favourable decision from the High Court. Chairman FBR, Rashid Mahmood Langrial, made all-out efforts to convince the members of the NA Panel and stated that the tax amount was proven at three to four forums, and after proving the case in favour of the FBR the tax amount was secured from the taxpayers. The Parliamentarians were of the view that the due tax amount should only be drawn after exhausting all forums, including the Supreme Court of Pakistan. The Chairman of the Committee instructed the FBR to come up with a second thought and revised draft on the piece of legislation in the finance Bill; otherwise, in the existing shape, the committee would reject such powers from the FBR. The NA Panel also approved amendments proposed in the Income Tax in the Seventh Schedule, which provides special treatment for the banking sector. The FBR has proposed five amendments for disallowing banks from incorporating expenses from the payment of taxes, including the rented building of banks and advances to Non-Performing Loans (NPLs). Listen to article In a major relief for tier-I retailers, the Federal Tax Ombudsman (FTO) has issued a comprehensive ruling in favour of the formal retail sector, directing the Federal Board of Revenue (FBR) to stop sealing shops and address critical technical issues in the Point-of-Sale (POS) system. A complaint, filed by the Chainstore Association of Pakistan (CAP), highlighted serious concerns including POS system failures, excessive integration costs, profile disconnections, missing invoice uploads and the lack of coordination between the FBR and its automation wing – Pakistan Revenue Automation Limited (PRAL). The FTO has directed that no sealing of tier-I retail outlets should be carried out until all technical issues were fully addressed. It recommended the FBR to consult CAP on future POS-related glitches and enforcement strategies to ensure mutual resolution of issues and smoother compliance. The FTO ruling strongly criticised the lack of technical training among FBR's field officers, noting their inability to resolve system-specific issues, and advised enhanced coordination with PRAL. "The FBR is instructed to develop a forewarning system for tier-I retailers to inform them about POS disconnections, token expiry or auto shutdowns in order to avoid abrupt disruptions," it said. The FTO recommended that POS security tokens should not expire before five years, with prior intimation to the retailer. The lack of a bulk download feature in the POS system – a longstanding concern among retailers – was acknowledged by the FBR, which submitted the Change Request Form. The FTO emphasised its urgent application. The ruling confirmed that invoices frequently failed to sync with FBR servers and retailers faced "fake disconnect" errors, though the system was running. The FBR attributed that to substandard software, but the FTO stressed the need to resolve such issues technically and administratively.
