New SAMA rules limit credit card fees: 3% cash withdrawal, 2% foreign purchases, free e-wallet top-ups
Saudi Gazette report RIYADH — The Saudi Central Bank (SAMA) announced on Thursday updated rules for the issuance and operation of credit cards, aimed at lowering costs for customers and increasing levels of disclosure and transparency. The new regulations will take effect within 30 to 90 days. Among the key updates, credit card issuers must notify customers of any changes in fees via SMS, with customers allowed to terminate their agreement within 14 days of receiving the notice. E-wallet top-ups via credit cards are now free of charge. For cash withdrawals below SR2,500, fees are capped at 3% of the transaction amount. For withdrawals of SR2,500 or more, fees are limited to a maximum of SR75. International purchases will now carry a 2% fee of the transaction value. Customers are also permitted to deposit additional amounts above their credit limit and withdraw them at any time without incurring charges. SAMA worked with global payment companies to assess and reduce associated transaction costs, as part of its mission to enhance Saudi Arabia's digital payment ecosystem and provide a diverse array of payment options for customers and visitors. Transparency measures now require issuers to notify customers immediately of any financial transactions and to send account statements via SMS. Issuers must also provide tools for customers to estimate rewards and international charges before making a purchase. Regarding repayment, customers may pay off their full outstanding balance without incurring late fees, with a mandatory grace period of at least 25 days. The regulations also unify disclosure templates for all fees, charges, and benefits within credit card agreements, promoting greater clarity for consumers. Previously, cash withdrawals carried fees of SR75 for transactions up to SR5,000 and 3% of the transaction amount for amounts over SR5,000, with a maximum fee of SR300. The new cap of SR75 for larger transactions offers more favorable terms. International transactions are now subject to a clear 2% fee, and additional charges include SR25 for invalid transaction disputes and account statement requests.

Cops cripple Sepang drug ring run by married couple [WATCH]
SEPANG: A small-scale drug trafficking group, run by a married couple and two accomplices, was dismantled by police after operating in Sepang for nine years. The group had been using rented cars and hotels to traffic drugs since 2016. Their operation came to a halt after police arrested the four in separate raids on Wednesday. District police chief Assistant Commissioner Norhizam Bahaman said that in the first raid, police seized various types of drugs with an estimated street value of RM16,500. This included 84.32g of syabu, 65g of heroin, 14g of ketamine, and 97g of Erimin 5 pills, totalling 300 tablets. "A rented Perodua Myvi, believed to be used in drug distribution activities, was also confiscated," he told a press conference, adding the couple was arrested first. "Initial investigations revealed that the syndicate regularly changed cars and used hotels to conceal their movements. Police believe they were paid about RM1,600 per delivery trip," he said. Norhizam said one of the suspects, the husband, has six prior criminal and drug-related offences. He was also wanted in connection with a robbery. "Urine tests found the husband was positive for amphetamine and methamphetamine, while the wife tested negative." Norhizam said a follow-up raid, based on information from the interrogation, led to the arrest of two more local men, aged between 35 and 39 years old. "In the second operation, police seized 515g of syabu, estimated to be worth RM20,000, along with another rented vehicle, a Perodua Viva. "Both suspects tested positive for amphetamine and methamphetamine." One of the accomplices has a record of eight criminal and drug-related offences and is also wanted in two active cases under the Dangerous Drugs Act for possession and use. Norhizam added that the suspects were childhood friends from the same village and had used the money from drug trafficking for a living. He also said all four suspects were remanded yesterday to assist investigations under Section 39B of the Dangerous Drugs Act for drug trafficking, which carries the death penalty or life imprisonment with at least 15 strokes of the rotan. "The woman was remanded for five days while the other three suspects were remanded for seven days each." Norhizam added that investigations are ongoing to identify and apprehend other members of the network still at large.

Kelantan Records Decline In Dengue Cases, Wolbachia Mosquito Release Shows Results
KOTA BHARU, June 20 (Bernama) -- The number of dengue fever cases in Kelantan dropped by 12.5 percent, with 875 cases recorded in the first half of this year compared to 1,000 cases during the same period last year, said State Health director Datuk Dr Zaini Hussin. However, he noted that the number of dengue outbreaks rose to 66 from 50 in the same period, although no fatalities were reported. 'This year, there have been no dengue hotspot localities in Kelantan. The current trend remains low, with 17 cases reported in epidemiological week 24. 'Kelantan currently ranks ninth among Malaysian states with the highest number of dengue cases,' he told Bernama at the Gotong-Royong Mega Perangi Aedes 1.0 launch and release of Wolbachia-infected Aedes mosquitoes, officiated by state executive councillor for Local Government, Housing, Health and Environment, Hilmi Abdullah. Dr Zaini also reported that 180,414 premises have been inspected for Aedes mosquito breeding grounds in Kelantan as of mid-June this year, resulting in 501 compounds issued, amounting to RM250,000. He said a total of 73,900 Wolbachia-infected Aedes mosquitoes have been released in Pondok Terusan, Pasir Tumboh, and Kubur Maras, Kota Bharu in 2021, and in Bandar Baru Kubang Kerian today. He noted that no dengue cases have been reported in Pondok Terusan since the release, compared to 134 cases over the previous five years. 'In Kubur Maras, only two dengue cases have been recorded, one each in 2023 and 2024, compared to 81 cases in the five years before 2021,' he said. Dr Zaini added that the Ministry of Health (MOH) has spent an estimated RM705,500 over the past four years on dengue control efforts in Pondok Terusan and Kubur Maras.

Four best friends nabbed in raids on drug trafficking gangs
SEPANG: Four suspected drug traffickers, who were best friends, were busted following raids in the district. Sepang OCPD Asst Comm Norhizam Bahaman said the suspects - three men and a woman - aged between 27 and 39, were detained on Wednesday (June 18). "We seized various drugs worth RM36,500. "All suspects were from the same village, and they have been friends since they were little," he told a press conference at the district police headquarters on Friday (June 20). The drug trafficking outfit has been active since 2016, he added. "We believe these suspects were transporters for the syndicate. They are paid RM1,600 for each successful transport of drugs," he said. ACP Norhizam said the group managed to evade the police previously as they used rented cars to deliver the contraband and stayed in different budget hotels while en route to their destinations. "The male suspects tested positive for amphetamine and methamphetamine, while the female suspect tested negative. "Two of the suspects had criminal records," he said.
