A.P. issues comprehensive guidelines for urban local bodies on fund utilisation

In a significant move aimed at strengthening Urban Local Bodies (ULBs) and enhancing urban service delivery, the Central government has issued comprehensive guidelines on the utilisation of municipal funds.
The order, issued by S. Suresh Kumar, Principal Secretary, Municipal Administration and Urban Development Department through G.O. Ms. No. 75, on Monday seeks to ensure efficient financial management across all ULBs, starting April 1, 2025.
Aligning with the State's ambitious Swarna Andhra@2047 vision and India's Viksit Bharat@2047 mission, the government aims to accelerate GSDP growth by over 15% annually.
Recognising ULBs as critical growth hubs, the new policy grants them greater autonomy over municipal fund management, as announced by the Finance Minister Payyavula Keshav during the 2025-26 Budget Session.
The guidelines categorise expenditures into maintenance and capital investment, targeting critical sectors such as public health, sanitation, water supply, roads, drainage, and streetlighting.
Essential services
ULBs are mandated to prioritise essential services like 100% door-to-door waste collection, leak-proof water supply, pothole-free roads, and fully functional streetlights.
Municipalities have been directed to allocate a minimum portion of their revenues— ranging from 20% to 30% depending on their grade—to capital expenditure projects.
Furthermore, not less than 30% of income, excluding government grants, must be earmarked for public health advancements under the Public Health Act, 1939.
Monitoring mechanism
To ensure accountability, a robust monitoring mechanism, including a dedicated expenditure dashboard linked to the ERP system, will be set up. Expenditure reviews will be conducted fortnightly by the Municipal Administration Directorate and monthly by the State government.
Mr. Suresh Kumar emphasised strict adherence to these guidelines to transform urban governance and deliver better services to citizens.

He predicted that by 2029, opportunities in this sector would reach a value of 6.58 billion USD, with a compound annual growth rate (CAGR) of 24.8 percent. forecasted that by 2040, there will be 1.77 million job opportunities in agriculture, with an annual increase of over 8 percent. Dr Danda Rajireddy, Vice Chancellor of Sri Konda Laxman Telangana Horticultural University (SKLTHU), stated that universities are being equipped with the necessary infrastructure, thanks to support from the Indian Council of Agricultural Research and the state government. He affirmed that the standards of Indian agricultural education are now competitive globally.

Bhubaneswar (Odisha) [India], June 21 (ANI): Reacting to Prime Minister Narendra Modi's remarks that he politely declined an invitation from US President Donald Trump, citing prior commitment in Odisha, Chief Minister Mohan Charan Majhi has said that the PM always likes to come to his state. 'He always likes to come to Odisha. He spoke to Donald Trump during the G7, and he invited the PM for a visit to America. PM Modi had already given us the program and told us he would come on June 20... He likes to come to Odisha, and he starts his programs with the chant of 'Jai Jagannath, '' Majhi told ANI. Speaking at an event in Bhubaneswar on Friday, PM Modi said that he had politely declined an invitation from US President Donald Trump to visit the United States on his way back from Canada after the G7 Summit, choosing instead to travel to Odisha -- the 'land of Lord Jagannath,' which he called more important. 'At a time when Odisha's BJP government is completing one year, the people of Odisha are preparing for the Lord Jagannath Rath Yatra. He is our 'prerna' inspiration and 'aaradhya' worship,' PM Modi said. 'Just two days ago, I was in Canada for the G7 summit. During that time, US President Donald Trump called me and invited me with great insistence. I told the President of America, Thank you for the invitation, but I need to go to the land of the Lord. So I politely declined his invitation. Your love has drawn me to the land of the Lord,' he said. Odisha Chief Minister Mohan Charan Majhi has said that his government aims to make the State a USD 500 billion economy by 2036, adding that the government would cooperate with the Centre to achieve the goal of Viksit Bharat. 'We will cooperate with the centre to achieve the goal of Viksit Bharat... Our GDP is more than the national average... We have prepared a vision document for 2036... We aim to make Odisha a USD 500 billion economy by 2036. A double-digit growth rate is required for this,' Majhi told ANI. Majhi commended Prime Minister Modi's leadership and highlighted contributions to the state's development. 'In January, PM Modi urged the investors to participate in the Utkarsh Odisha 2025 conclave. We received proposals worth Rs 17 lakh crores in just two days, which is a record. This happened because the investors trusted you. We are working to make Odisha the industrial hub of eastern India...,' he said. On Operation Sindoor, Majhi lauded Prime Minister Narendra Modi's leadership, stating, 'Under your leadership, the terrorist has been eliminated. Visakhapatnam: Prime Minister Narendra Modi on Saturday termed yoga as a profound personal discipline that also served as a collective system transitioning individuals from 'Me' to 'We'. Addressing the 11th International Day of Yoga event at RK Beach here, he said the theme of this year's Yoga Day 'Yoga for One Earth, One Health' reflects the truth that the health of every entity on Earth is interconnected. 'Yoga teaches us we are not isolated individuals but integral parts of nature. Initially, we learn to care for our own health and wellness, but gradually, this care expands to our environment, society, and the planet. Yoga is a profound personal discipline that, at the same time, serves as a collective system — one that transitions individuals from Me to We,' the Prime Minister stated. He observed that the spirit of 'Me to We' encapsulates the very soul of India and remarked that when an individual rises above self-interest and begins to think about society at large, the welfare of all humanity becomes possible. He referred to Indian culture, stating that it teaches us the value of 'Sarve Bhavantu Sukhinah (the welfare of all is one's sacred duty)' and this journey from 'Me' to 'We' forms the foundation of service, dedication, and coexistence. The Prime Minister stated that it is this very thinking that fosters social harmony. The Prime Minister was all praise for Andhra Pradesh for excellent organisation of the event. He congratulated Chief Minister Chandrababu Naidu and Deputy Chief Minister Pawan Kalyan for their leadership. The Prime Minister highlighted that under their leadership, Andhra Pradesh launched a remarkable initiative —Yogandhra Abhiyan. He also specially appreciated the efforts of Chandrababu Naidu's son and state minister Nara Lokesh, stating that he has demonstrated how yoga can be a true social celebration and how every section of society can be included. PM Modi remarked that in the past one to one-and-a-half months, Lokesh has shown exemplary commitment through the Yogandhra Abhiyan and is deserving of praise for his efforts. Noting that more than two crore people have joined the Yogandhra Abhiyan, reflecting a vibrant spirit of public participation, the Prime Minister emphasised that this very spirit forms the bedrock of a 'Viksit Bharat'. He remarked that when citizens themselves take ownership of a mission and actively participate, no goal remains beyond reach.
