Andhra Pradesh slashes UDA charges to give a boost to food processing sector

In a move to give a fillip to the food processing industry, the Government of Andhra Pradesh on Tuesday issued a G.O. (Ms. No. 102) rationalising the Urban Development Authority (UDA) charges for setting up the food processing and allied units. The revised charges, covering building permit fee and development, betterment, and site approval charges, aim to ease the financial burden on businesses, particularly Micro, Small and Medium Enterprises (MSMEs), operating in the rural and peri-urban areas. In an official communication, S. Suresh Kumar, Principal Secretary, Municipal Administration and Urban Development Department, described it as a proactive step to strengthen the food processing sector and drive equitable regional development. The move followed representations from the stakeholders and industry associations through the Andhra Pradesh Food Processing Society (APFPS). Industry leaders pointed out that the UDA charges were considerably higher than in many other States, making it difficult for new units to operate, especially in the areas recently brought under the UDA limits. These costs were proving to be a deterrent to growth in a sector widely seen as key to job creation and value addition in agriculture. Responding to these concerns, the government instructed that the UDA fees applicable to food processing units be aligned with the concessional structure currently in force in the gram panchayat areas, as per G.O. Ms. No.12 of the PR&RD (PTS-III) Department dated February 8, 2016. 'This rationalisation will significantly reduce the cost of compliance for the MSMEs and attract more investments into the food processing space,' Mr. Suresh Kumar said. 'It is a strategic intervention that supports our dual objectives of promoting industrial decentralisation and sustainable urban development,' he added. He said the government's aim was to create a business-friendly environment that not only attracts private investment but also distributes growth more evenly across the State.

Pendurthi's sewerage project receives administrative sanction for ₹452 crore

The integrated Sewerage Collection and Conveyance System project proposed in the Pendurthi area has received an administrative sanction of ₹452.46 crore from the Andhra Pradesh government. The project, being undertaken by the Greater Visakhapatnam Smart City Corporation Limited (GVSCCL), will have a wastewater treatment plant (WWTP). It also includes Recycled Sewage Gravity Flow (RSGF), Tertiary Treatment, and comprehensive Operation and Maintenance (O&M) services for 15 years. In a release, Municipal Administration and Urban Development Department Principal Secretary S. Suresh Kumar said, 'This initiative is a key step towards strengthening urban sanitation infrastructure and ensuring sustainable reuse of treated wastewater in the growing city of Visakhapatnam.' According to the officials, the project aims to establish an underground drainage network serving approximately 12,000 house service connections in Pendurthi. The project is designed to collect, treat, and safely dispose of sewage, with a strong focus on water recycling. The contract was initially awarded to M/s Tata Projects Limited in 2018. Although the project deadline was fixed for April 2021, multiple unforeseen circumstances delayed the project timeline. Now, the project is expected to be completed by July 31, 2025. The project is now nearing completion. The officials said that several technical modifications became necessary during the execution of the project. They include the construction of a fourth aeration tank at the Narava Sewage Treatment Plant (STP), enhancement of the flash mixer feed sump capacity, and dust-filling works along the Bus Rapid Transit System (BRTS) road and in Chinthala Agraharam area. The original administrative sanction for the project was ₹412 crore. However, factors such as interest during construction, escalation in input costs, and the increase in Goods and Services Tax (GST) from 12% to 18% have led to a cost overrun. In light of this, the GVSCCL sought a revised administrative sanction of ₹452.46 crore. After due consideration, the State government has approved the revised sanction, enabling the timely completion and operational readiness of the infrastructure project.

APRERA warns builders, agents against pre-launch sales of unregistered projects

Andhra Pradesh Real Estate Regulatory Authority (APRERA) on Wednesday (June 11) warned developers, promoters, and real estate agents against collecting advance payments or promoting 'pre-launch' sales of unregistered real estate projects. In an official statement, APRERA chairperson S. Suresh Kumar said APRERA has taken a serious note of the practice of builders and agents inviting buyers to invest in proposed projects under the pretext of pre-launch offers, even before obtaining the mandatory project registration. Citing Section 3 of the Real Estate (Regulation and Development) Act, 2016, he said that no promoter is allowed to advertise, market, book or sell any property in an unregistered real estate project. Likewise, under Section 10, real estate agents are barred from facilitating transactions for such projects. 'All developers, promoters, and agents are hereby advised to refrain from any financial transactions or promotional activities for unregistered projects. Any violation will attract strict legal action under the provisions of the Act,' he cautioned. He also urged buyers not to invest in any project that is not registered with APRERA and advised them to contact the APRERA helpdesk for project details or grievance redressal related to possession delays or quality issues.
