BAKERSFIELD, Calif. (KGET) — Bakersfield and Kern County are on the forefront of clearing homeless encampments and you can submit an encampment complaint to code enforcement.
The question still looms…what defines a homeless encampment?
Homeless shelters around town are routinely full, depending on the time of year. In fact, the chair of the Bakersfield-Kern Regional Homeless Collaborative says shelters are full upwards of 95% every single day.
'In this county we work really diligently to disband those encampments, so I think we're moving in a good speed, regarding encampments,' said Carlos Baldovinos, the chair of Bakersfield Kern Regional Homeless Collaborative and the Executive Director at The Mission shelter.

He defines encampments as, 'Makeshift tents and cardboard boxes. In essence that is in turn an encampment because you have 2, 3 4, 5, 8 people living alongside of that with really no public facilities with restrooms and showers and such,' said Baldovinos.
A government code passed on Dec. 18, outlawing any outdoor sleeping or encampments on public property.
Through 'Measure N' funds — the city has been able to relaunch the Bakersfield Police Department's impact team and launched Code Enforcement Rapid Response Teams — who address encampments around the city.
The most recent encampment clearing, was in April across the Kern County riverbed. BPD reported 31 encampments were cleared, 28 people arrested, five people were cited, three people accepted shelter placements with flood ministries and 27 dogs were taken into protective custody.
The Brundage Lane Navigation Center alone, has found permanent housing for more than 475 people since 2018.

Man found dead on Westside Parkway identified

A pedestrian who was struck and killed on the Westside Parkway has been identified by the Kern County Coroner's Office. Zachariah Nathaniel Byrd, 36, of Bakersfield was found deceased in the 5800 block of the parkway at 6:23 a.m. May 3, the coroner's office said Friday. It is not know when he was hit. The Bakersfield Police Department previously reported there was evidence the case was a hit-and-run incident, and officers arrested Tomice Fryman, 51. Kern County Superior Court records show he was charged with second-degree murder, vehicular manslaughter with gross negligence, hit and run causing death or permanent serious injury and driving with a suspended or revoked license for DUI. He is next due in court Aug. 19 for a pre-preliminary hearing.

Coroner IDs Bakersfield man killed in Friday night shooting

The Kern County coroner's office has identified a Bakersfield man shot and killed Friday in what the agency has determined was a homicide. The agency reported Monday that Izaiah Thor Rodriguez, age 20, died at 12:40 a.m. Saturday at Kern Medical after being shot 43 minutes earlier in the 5600 block of Stockdale Highway. An unidentified juvenile who was seen fleeing the area Friday night has been arrested on suspicion of shooting Rodriguez, the Bakersfield Police Department reported earlier. It said police found a firearm believe to have been used in the shooting and that a witness identified the suspect in an in-field lineup. Anyone with information about the incident was asked to call BPD at 661-327-7111.

Officer-involved shooting ruled within KCSO policies

An incident review board has determined an officer-involved shooting last month in east Bakersfield was within the policies of the Kern County Sheriff's Office, the agency reported Monday. A KCSO news release said the 42-year-old man involved in the shooting, Sadi Geovani Diaz, was armed with a hammer, a machete and a firearm when deputies encountered him shortly after 6:30 a.m. May 9 in the 600 block of Water Street. It said a female victim had been shot by Diaz and had to be sent to a hospital for treatment. Diaz also was taken to a hospital for treatment of his injuries. Diaz was arrested on suspicion of attempted murder, burglary, kidnapping, kidnapping with a firearms assault on a peace officer and carrying a loaded firearm without registration, the release said. The incident board made its determination Friday. Anyone with additional information about the case is asked to call KCSO at 661-861-3110 or Kern Secret Witness: 661-322-4040.
