
SPF redefines equity with social changes
Muscat: In line with Oman Vision 2040, which places citizens at the core of development, Social Protection Fund (SPF) is emerging as a pioneering model in building a responsive, inclusive, and transparent welfare system. Far from being a top-down provider of benefits, the Fund engages directly with society to shape its policies and adjust to evolving socio-economic realities.
In this exclusive interview, Oman Observer spoke with Malik bin Salim bin Suleiman al Harthy, Director-General of Entitlements at the SPF, who shed light on the Fund's mechanisms for identifying benefit priorities and how public participation translates into more equitable and efficient outcomes.
Al Harthy began by emphasising the importance of the Royal Decree No 52/2023, which marked a turning point in Oman's welfare reform.
'The law reflects a shift toward a holistic model of protection, combining social insurance and cash benefits to offer life-cycle coverage,' he said.
The executive regulations of the law (R/7/2023) clearly outline eligibility conditions and entitlements, providing the legal basis for a sustainable and inclusive protection system.
According to Al Harthy, interaction is not limited to feedback collection.
'We use advanced tools — social media, traditional media, in-person meetings, and field visits — to understand public needs. All this data is methodically analysed to inform our policies.'
This participatory approach has already led to tangible results. For instance, the Family Income Support Benefit was introduced for households whose income falls below the legally defined threshold. The application process is streamlined through a digital platform, integrated with national data sources to ensure accurate eligibility assessments.
The impact of this engagement is evident in several newly introduced benefits.

'The Senior Citizens Benefit was developed after careful demographic study and public input,' Al Harthy said, noting that the benefit now supports over 170,000 individuals.
Similarly, the Maternity and Paternity Leave Insurance — a first in Oman and rare in the region — was launched based on international best practices and national studies.
'It's an investment in families. Mothers are entitled to 98 days of paid leave, and fathers to 7 days, which strengthens family bonds and promotes gender equality.'
The SPF's commitment to transparency underpins its public credibility. 'We clearly publish the eligibility rules, application procedures, required documents and payment timelines,' said Al Harthy.
Beyond administrative clarity, the Fund ensures consistent public communication through outreach events, media appearances, and feedback forums across all governorates. Civil society representatives also sit on the SPF Board of Directors, ensuring community perspectives are embedded in the decision-making process.
Unlike traditional systems that review policies every few years, the SPF applies continuous impact evaluation.
'We analyse economic indicators, inflation, household structures and labour market shifts to regularly review and adapt benefit schemes,' Al Harthy explained. This agile model prevents resource misallocation and ensures support reaches those who genuinely need it, even as conditions evolve. 'The International Labour Organization called our pension unification reform a 'model structural transformation' in the region,' said Al Harthy. In 2024, Oman received the ISSA Good Practice Award for Asia and the Pacific, with additional recognition for other projects. Al Harthy closed the conversation with a powerful message:
'We are not merely providing assistance — we are building a modern social contract. Justice is not shaped from offices but forged with people, in the field, by listening and adapting.'
With robust legislation, digital tools, and a participatory spirit, Oman's Social Protection Fund is setting a benchmark — not only in the region but globally — for how governments can partner with citizens to achieve inclusive and sustainable development.

World Bank report lauds Oman's strong economic performance
Muscat — The World Bank's 2024 Gulf Economic Update report highlighted that the Sultanate of Oman has achieved significant positive fiscal and economic results despite regional and global challenges. The report affirmed that Oman's economic performance reflects the success of its fiscal and economic policies amid global changes, aligning with the priorities of economic diversification and financial sustainability under "Oman Vision 2040." It noted that Oman has recorded fiscal surpluses in recent years due to government measures to improve financial performance, as well as a current account surplus driven by growth in non-oil exports and services exports, strengthening its external position. The report praised Oman's reduction of public debt from 68% to 35% of GDP, demonstrating its commitment to fiscal sustainability, along with its credit rating upgrade to an investment-grade level (BBB-) by S&P in 2024. Additionally, Oman maintained low inflation at 0.6% in 2024, compared to the GCC average of 2%. Looking ahead, the report projected continued current account surpluses and growth in non-oil exports, supported by fiscal discipline and economic diversification efforts. For the broader GCC, the report forecasted economic growth of 3.2% in 2025 and 4.5% in 2026, with the oil sector expected to grow by 5.7% and the non-oil sector by 4.9% in the medium term, while inflation remains low.

OJT partners, UTAS graduates feted
MUSSANAH: The University of Technology and Applied Sciences – Al Mussanah (UTAS-Al Mussanah), through its Training and Career Guidance Center, hosted the second graduates gathering and recognition ceremony on June 19. Held under the auspices of Dr Munia bint Mohammed al Farsiyah, Deputy Assistant Vice-Chancellor for E-Systems and Student Services, the event recognised key partner institutions involved in the On-the-Job Training (OJT) Programme for the 2024-2025 academic year. A total of 20 public and private sector institutions were honoured for their support in providing students with practical, real-world training experiences. Notably, the Royal Navy of Oman received special recognition for training over 100 students across the 2023-2024 and 2024-2025 academic years, establishing itself as one of the university's most active OJT partners. The gathering also brought together UTAS graduates currently employed at the Al Mussanah campus. The event provided a vibrant and engaging atmosphere, filled with graduate-led activities and entertainment that encouraged networking and connection among attendees. In her address, Dr Al Farsi lauded the contributions of the partner institutions and stressed the importance of strengthening ties with the labour market to enhance student preparedness and align with the objectives of Oman Vision 2040. The ceremony concluded with the presentation of commemorative plaques and certificates of appreciation, reaffirming the university's commitment to building impactful partnerships and advancing training initiatives in step with national development goals.

OIA posts RO1.6bn profit, ramps up local investment
Muscat – Oman Investment Authority (OIA) has reported strong financial results for 2024, announcing that its assets now exceed RO20bn, with annual profits reaching RO1.585bn. In line with its commitment to fiscal support, OIA injected RO800mn into the state budget last year. According to SWF Global, the authority is now ranked the world's eighth-best sovereign wealth fund in terms of five-year investment return rates. OIA continues to spread investment risks by diversifying geographically and across sectors. Its three portfolios – the National Development Fund (NDF), Future Generations Fund and Future Fund Oman – have exposure in more than 50 countries. Local investments accounted for the largest share at 61.3%, with North America next at 19.9%. The NDF, aligned with Oman Vision 2040, invested about RO1.9bn in local projects, exceeding its RO1.7bn target. Key projects include Duqm Refinery, Lasil and Al Baydha copper mines, Asyad Container Terminal, and Manah 1 and Manah 2 solar power plants. Internationally, the Future Generations Fund expanded its portfolio by investing in 13 global funds across technology, AI, energy, healthcare and fintech, besides backing Elon Musk's xAI initiative. Future Fund Oman, launched in January 2024, received 294 investment applications and approved 44 projects worth RO333.1mn. Major investments include the Sohar Poly Silicon plant – the largest outside China – and three new funds exceeding RO250mn in sectors like ICT, energy, agriculture, renewables, healthcare and electric vehicles. Efforts to attract foreign direct investment (FDI) brought in RO3.348bn in 2024, mainly in energy, tourism and mining. OIA also repaid RO1.846bn in debt for its companies, including early repayment of RO545mn for OQ Group loans, while government guarantees dropped from RO3.4bn to RO1.8bn. Its divestment programme exceeded set goals, with six asset exits, including the high-profile IPO of 25% of OQ Exploration & Production shares. Proceeds are being redirected to new diversification projects. OIA's local content and SME initiatives continue to expand. In 2024, it spent RO265.5mn with SMEs, including RO139mn for Riyada cardholders, making up nearly 20% of supply chain spend. It also launched a new mandatory list covering 311 local products and services and supported 38 SMEs with RO11mn. The authority created 1,393 new jobs for Omanis last year, raising the Omanisation rate to 77.7%. Abdulsalam bin Mohammed al Murshidi, President of OIA, said 2024 exceeded performance targets in job creation, local content and foreign investment, crediting the authority's achievements to the dedication of its national workforce.
