Vachana Mantapa construction to begin shortly in Kalaburagi: Minister
Government of Karnataka will construct a 'Vachana Mantapa' in Kalaburagi to spread the universal message of 12th century social reformer Basavanna and the vachana movement, Minister for Medical Education, Skill Development, and Entrepreneurship Dr. Sharan Prakash Patil announced during the Basava Jayanti celebrations in Kalaburagi on April 30.
He made the announcement after paying floral tribute to the equestrian statue of Basaveshwara at Jagat Circle in Kalaburagi.
The event was organised jointly by the district administration, Kalaburagi City Corporation, Department of Kannada and Culture, and the Basava Jayanti Celebration Committee.
'The project was included in the 2024–25 State budget. Chief Minister Siddaramaiah has directed us to commence construction work immediately. The district administration is preparing the blueprint,' he said.
Highlighting the lifelong efforts of Basavanna and other sharanas of the 12th century to build a casteless and equitable society, the Minister said that the essence of the Sharana movement, rooted in compassion and equality for all beings and the transformative power of vachanas, should be passed on to future generations.
'We must preserve and nurture the practice of Ishta Linga worship and the cultural heritage of Basava philosophy,' he said.
Speaking on the inclusivity of Basava's ideology, Karnataka State Policy and Planning Commission Vice-Chairperson B.R. Patil remarked that even those who do not wear the Ishta Linga can be followers of Basavanna.
'Wearing the Linga is not a prerequisite for being Basavanna's follower. Even those who do not wear it can follow his teachings. Our Lingayat identity stemmed from a time when people from marginalised communities adopted the linga as a symbol of spiritual equality,' he said.
Commending the Dalit Sangharsha Samit for its efforts to promote Buddha-Basava-Ambedkar philosophy across Karnataka, he emphasised the importance of upholding ideas over idolising individuals.
'Basavanna's social revolution stemmed from embracing inter-caste marriage and the dignity of labour. We must glorify ideas, not individuals — be it Basavanna or Ambedkar. If we glorify only individuals, the ideas will fade,' he cautioned.
MLA and Jayanti Committee Chairperson M.Y. Patil called for embracing the Kayaka Sharanas who have drifted away, reiterating Basavanna's revolutionary role in advocating inter-caste harmony and establishing an egalitarian society. He also noted that Basava Jayanti had evolved from mere processions to ideologically rich celebrations since the rediscovery of vachana literature.
Retired professor Dr. Durgadas, delivering a lecture, identified Kalyana Karnataka as Basavanna's land of action, praising the vachanas for their accessibility and spiritual depth. He portrayed Basavanna as a humanitarian who transcended orthodoxy and championed rational thought from a young age.
Recognition for outstanding individuals
Kalaburagi Deputy Commissioner B. Fouzya Taranum was felicitated for winning the Election Commission of India's award for best district election officer while the family of Mohan Kumar from Dora Jambga village was honoured as he secured the 982nd rank in the UPSC exams.
Sarangadhara Deshikendra Mahaswamiji of Sarangamath hoisted the Shatsthala flag, and blessed the event and the gathering.
MLA Allamaprabhu Patil presided over the event. MLCs B.G. Patil, Tippannappa Kamakanoor and Shashil G. Namoshi, City Police Commissioner S.D. Sharannappa, Superintendent of Police Addoor Srinivasalu and leaders from Lingayat community were among the participants.

Caste census without economic indicators is of little value, says Congress leader Sachin Pilot
Though the Socio-Economic and Education Survey was carried out in the previous term of Siddaramaiah as the CM, its findings were never officially released. However, earlier this year, certain portions of the report were leaked, triggering protests by Vokkaligas and Lingayats. The party's articulation of this position comes at a time when its Karnataka unit is under pressure from the politically dominant Vokkaliga and Lingayat communities, who are upset over being 'undercounted' in a survey commissioned by Chief Minister Siddaramaiah in 2015. New Delhi: The Congress Tuesday said a caste census that merely records caste identities would hold little value, stressing that the exercise should aim to assess people's living standards and the impact of government welfare schemes on their lives. A cornered Congress has attempted to wriggle out of the situation by ordering a re-enumeration of castes in Karnataka within the next three months. And, that is why its latest underlining that a caste census must go beyond enumeration of caste identities is significant. 'The objective of the exercise is not just to get the name and the caste of a person, that I don't think has that much value. The real value is that you understand in what condition they are living, how successful the schemes have been so far, are the targeted budgets and policy programmes reaching the ones that we are intending for,' Congress general secretary Sachin Pilot said at a press conference at the party's new headquarters in Delhi's Kotla Marg. The former Rajasthan deputy chief minister said Rahul Gandhi's pitch for a nation-wide caste census was always about carrying out an 'x-ray' of the country, rather than simply counting castes. 'When we said, we wanted a caste census, the objective was to know exactly in what conditions people of India are living, those who are being deprived, who are not in the mainstream, how much have they got education, how much access they have to government schemes and policy programs, in what economic condition are they living, what is an expanding, household incomes, all that is required for us to do better policy combination,' he said.. The idea, he added, is not just to collect data of an individual's caste or a household's caste. 'The objective is to know exactly in what condition these families are living and how we can better curate our policies to substantially help the livelihood of those people. Unless we have tangible data, no state government and no central government can actually do targeted interventions and that is what we wanted to do.' On 30 April, the Centre had announced that caste enumeration would be included in the next population census. And on Monday, the Ministry of Home Affairs (MHA) issued a notification saying that the next census will be held in 2027. While the Congress has questioned the absence of the term census in the notification, the Centre has dismissed the contention, pointing out that the MHA has already announced in multiple press statements that caste will be counted as part of the next exercise. Pilot highlighted the issue even on Tuesday, adding that the allocation of Rs 570 crore for conducting census in the annual budget also raises questions on the Centre's intentions. 'Given the BJP government's track record of backtracking, use of distraction tactics in times of its failures and its affinity to hypocrisy, we won't be surprised if it quietly shelves the caste census once again. Also, while the census would cost about Rs 8,000 to Rs 10,000 crore, the government had allocated a meagre Rs 570 crore for the purpose, which clearly shows its intentions,' he alleged. From ‘Kamandal' to Mandal, politics takes a new direction
Caste politics is a grim and ever-present reality in India. Over the years, it has become a desensitised, easy to calculate arithmetic for all political parties. No outfit that survives only on casteist politics attempts to justify its existence anymore, as it has become part of mainstream political tactics. However, the muddled and manipulative methods to inflate the influence of each of the leading caste groups for brazen political mileage and allied benefits would have to undergo a reality check soon. Hopefully. The Centre has bitten the bullet and is to take up a caste census survey alongside the Census enumeration exercise, in two phases. While this activity is still nearly two years away from gaining momentum, in the neighbourhood, the Congress government in Karnataka has retracted its earlier 2015-16 caste census report and announced a fresh one. This was because the Siddaramaiah government had to acknowledge the vociferous opposition by two of the leading castes – Vokkaligas and Lingayats – who accused the report of underrepresenting their numbers while inflating others, including the minority population, which avowedly was more than one of the castes. Even as the new caste census is waiting to take-off, the BJP, as expected, has not stopped its trenchant criticism in this regard. They not only accuse the government of having been dishonest with the earlier report but allege that the new caste survey announcement is to divert attention from the monumental stampede tragedy which rocked the state and the cricket-loving country in the first week of June. The official reason is still that the new socio-economic and educational survey would be more inclusive as the earlier one was found deficient in certain aspects. This opinion too has not gone uncontested as some OBC castes seem to be content with the findings of the earlier survey and have agreed to its implementation. With the High Command in Delhi setting a deadline of less than three months to complete the re-enumeration exercise as of present, the Karnataka government may take it up expeditiously. Moreover, with the bragging rights still with the GOP for initiating this contentious exercise and coming up with a report, however contentious, it would want to hold on to its head start in this regard. Meanwhile, opposition to the findings of the earlier report was not just from various caste groups in the State, but also from ministers, representing different castes, who feared that the ground would slip from beneath their feet if they allowed implementation of the survey report. Interestingly, Yathindra, Congress MLC and son of the incumbent Chief Minister, said something similar that highlights the collective backing for the earlier survey report among the non-Vokkaliga, Lingayat formations. He even explained in detail how the backward classes, including the minorities, accounted for 75 per cent of the population, while decrying the fact they were not adequately represented in society. In the 1990s, the BJP had used 'Kamandal', a reference to the Hindu sentiment to blunt the rise of Mandal Commission fallout to come to power in various states, before optimally exploiting it to seize control at the Centre in 2014. Is history about to repeat itself?
