Briton's death: How did backpacker enter construction site, asks Lee
KUALA LUMPUR: The authorities must investigate how a 25-year-old British national managed to trespass onto a construction site before falling into an elevator shaft.
Alliance for a Safe Community chairman Tan Sri Lee Lam Thye questioned whether proper safety measures were in place, describing the incident as preventable.
"The responsibility falls on the shoulders of the contractors and those managing the work site," he said.
"Was there any signage at the site or a barricade? Were there any security personnel present? If they were on duty, they would not have allowed him to go through."
He added that the company carrying out construction must conduct an internal investigation to prevent recurrence.
Lee, who is also the former chairman of the National Institute of Occupational Safety and Health, stressed that construction sites were legally required to have security measures in place to prevent trespassing.
A construction work contractor is required to identify the perimeter of a construction site with a suitable sign and fence the area off under regulation 20(2) of the Occupational Safety and Health (Construction Work) (Design and Management) Regulations 2024.
Anyone who violates the regulation may be liable to a fine not exceeding RM500,000 or imprisonment for a term not exceeding one year or both.
On Thursday, the police confirmed that missing British backpacker Jordan Johnson-Doyle was found dead in an elevator shaft of a partially under-construction condominium in Bangsar here.
A post-mortem showed that the cause of death was a chest injury due to a fall from height.

Two Cambodian men detained for trespassing Kenyir Park
KUALA BERANG: Two Cambodian men who trespassed into the Kenyir State Park here, believed to be in search of forest produce and agarwood, were detained on June 18. Terengganu State Parks Management Council (MPTN) director, Tengku Datuk Mohd Arifin Tengku A. Rahman said the two men, aged in their 20s and 40s, were apprehended during a special operation, which was carried out in collaboration with several other enforcement agencies. He said that during the inspection, both suspects failed to present any written permission or permit to enter the park. 'The operation involved 16 enforcement personnel from MPTN, the Hulu Terengganu District Police Headquarters (IPD), the Terengganu Department of Wildlife and National Parks (Perhilitan), and the Kenyir Lake Marine Police,' he told Bernama.. The suspects have been remanded for 14 days from June 19 to facilitate investigations. Offenders may face a fine of not less than RM10,000 and not more than RM1 million, or imprisonment of up to seven years, or both, and a minimum of one stroke of the cane.

Pahang police form task force to curb ECRL cable thefts
KUANTAN: Pahang Police will establish a task force to prevent theft at the East Coast Rail Link (ECRL) project sites here. State Police Chief Datuk Seri Yahaya Othman stated that these activities are under their observation after receiving 10 police reports related to theft at the project's construction locations since last month, with estimated losses reaching RM200,000. He said that cases involving theft of cables and iron have been reported along the ECRL project route in Cherating, Gebeng, and Gambang here, and no arrests have been made so far. 'We are still tracking down the individuals involved, and strict action will be taken against them according to existing legal provisions,' he said when met by Bernama here today. Yahaya informed that those involved in cable theft cases can be prosecuted under Section 431A of the Penal Code for mischief by damaging cables. If convicted, they can face imprisonment for two years, a fine, or both. He added that his department also suggested that the project management acquire the services of auxiliary police to curb such thefts from continuing. 'We are ready to cooperate with Malaysia Rail Link Sdn Bhd (MRL) in addressing this issue, and the public is also urged to report to the police if they have information about any parties trying to sell cables and other construction materials,' he said. Meanwhile, he also warned the public not to buy stolen goods, as it is also an offence and can be prosecuted under Section 411 of the Penal Code, which carries a maximum penalty of five years imprisonment, a fine, or both, if convicted. Transport Minister Anthony Loke was reported today as saying that the Royal Malaysia Police must take firm action against cable theft cases at ECRL project sites, as such acts could disrupt the smooth progress and implementation of the project. Earlier, MRL had expressed concern following reports of cable theft detected at certain locations along the ECRL alignment, spanning across Kelantan, Terengganu, Pahang, and Selangor.
