
Taiwan's new fighters struggle to close airpower gap with China
Taiwan's acquisition of upgraded F-16V fighters marks a significant step forward, but does little to close the yawning gap with China's rapidly modernizing air force.
Last month, multiple news outlets reported that the US delivered the first of 66 F-16C/D Block 70 fighter jets to Taiwan, marking a significant milestone in a US$8 billion arms deal signed in 2019.
The handover ceremony, held at Lockheed Martin's Greenville, South Carolina, factory, was attended by Taiwan's Deputy Defense Minister Po Horng-Huei and its representative to the US Alexander Yui.
The jets, to be stationed at Zhihang Air Base, will equip the newly formed 7th Tactical Fighter Wing, which is tasked with bolstering the island's air defense amid growing threats from China.
The Block 70 variant, the F-16V, features AN/APG-83 active electronically scanned array (AESA) radar, advanced electronic warfare systems, conformal fuel tanks and upgraded avionics. \
These enable the carrying of a wide range of air-to-air and air-to-ground munitions, including the AGM-154 Joint Standoff Weapon. Although the first delivered jet may temporarily lack its intended electronic warfare suite due to production delays, Taiwan plans to integrate the missing systems later.
US officials highlighted the delivery as a demonstration of US commitment to the Taiwan Relations Act and the 'Six Assurances,' underscoring continued arms sales to Taipei despite China's opposition. Complete delivery of the 66 jets is expected by the end of 2026.
Taiwan's new F-16V jets represent a significant improvement over its older F-16A/B fleet, which has also been upgraded to the V-standard. However, recent combat insights raise questions about their effectiveness against China's modern airpower.
In a Defense Security Asia article last month, Yuriy Ignat, former spokesperson for Ukraine's Air Force Command, noted that Ukraine's upgraded F-16 AM/BM fighters – mid-life improved versions similar to Taiwan's older models – have struggled against Russia's Su-35s due to inferior avionics, maneuverability and weapon systems.
While Taiwan's F-16Vs feature more advanced radar and electronic warfare systems than Ukraine's F-16s, they could face a similar qualitative disadvantage against China's Su-35s and its growing fleet of J-20 stealth fighters.
Likewise, Global Security notes that Taiwan's fleet of Indigenous Defense Fighters (IDF) is underpowered and short-range, with speculation that US political pressure has prevented Taiwan from developing long-range fighters to avoid provoking China. Although Global Security suggests that Taiwan's IDFs may have been more advanced than any other combat aircraft China had at the time of their unveiling in the 1980s, China has since unveiled superior fighters.
Further, Steve Balestrieri mentions in a February 2025 article for 1945 that China operates 24 Su-35s, bought from Russia ostensibly as a stopgap platform until China's J-20 stealth fighters were ready. Additionally, Maya Carlin mentions in an August 2023 article for 1945 that China has already produced 200-250 J-20 stealth fighters, marking a significant surge in production since the type was first unveiled in 2011.
It is also unlikely that Taiwan will ever operate US stealth aircraft, such as the F-35. In a December 2021 Aviation Geek Club article, Zack Lu says that the US has zero expectation that Taiwan will hold out against a Chinese invasion. He notes any US military equipment sold to Taiwan will end up in China's hands if Taiwan capitulates.
He mentions that all US military items sold to Taiwan are either older or current-generation systems, which are of little value to China when reverse-engineered. He says the F-35 is considered too cutting-edge to be compromised.
In terms of sheer combat aircraft numbers, the US Department of Defense's 2024 China Military Power Report mentions that China's People's Liberation Army Air Force (PLAAF) and People's Liberation Army Navy (PLAN) Aviation are the largest aviation forces in the Indo-Pacific and third-largest in the world, with 3,150 total aircraft, of which 2,400 are combat aircraft, with 1,900 fighters. Additionally, Admiral John Aquilino mentioned in a March 2024 US Senate Committee on Armed Services hearing that China will soon have the world's largest air force, following its current status as having the world's largest army and navy.
Despite those disadvantages, Taiwan's new F-16V jets may offer the self-governing island a much-needed airpower boost. Shu Hsiao-Huang mentions in a Taipei Times article published last month that Taiwan's new F-16V jets are equipped with the General Electric F110 engine; these jets deliver 13,154.18 kilograms of thrust, surpassing the older F-16A/B models and enabling greater weapon-mounting capacity.
Shu notes other advanced features, including the APG-83 Scalable Agile Beam Radar, a helmet-mounted cueing system and an electronic warfare suite. He also says the jets boast a larger air intake and a US18E ejection seat.
Further, Taiwan's new F-16V jets may be compatible with newer US munitions, significantly enhancing their effectiveness in standoff strikes.
Last month, The War Zone reported that the US is integrating the AGM-158C Long-Range Anti-Ship Missile (LRASM) onto F-16V fighters, significantly enhancing their anti-ship capabilities. The report states that the LRASM's stealth and adaptability surpass those of the older AGM-84 Harpoon, which Taiwan currently has, offering a range of up to 965 kilometers.
However, Kitsch Liao mentions in a Newsweek article published ast month that an air-launched LRASM capability for Taiwan might not survive China's initial onslaught, rendering it useless to China's amphibious landing group.
In line with that, Sebastian Roblin points out in a March 2020 article for The National Interest (TNI) that for Taiwan's outnumbered fighters to make any impact, they must get off the ground – a task that may be impossible given the 1,300 ballistic missiles and hundreds of sea, air, and land-based cruise missiles China can array against the self-governing island.
While Roblin notes that Taiwan has hardened underground air bases, its fighters may be bottled up if the runways are destroyed. Though he says that Taiwan could use highways as makeshift runways, the tempo of such operations would be sporadic at best.
However, the biggest challenge for Taiwan's airpower may not be the self-governing island's resource constraints but rather the inefficient US arms sales processes. In a War on the Rocks article from last month, Kevin Ting-Chen Sun and Howard Shen mention that late deliveries of F-16 jets from US defense companies critically undermine Taiwan's defense capabilities amid escalating regional tensions.
Sun and Shen note that Taiwan's new F-16Vs faced delays due to pandemic-related supply chain disruptions, pushing the timeline to mid-2024. Compounding this issue, they point out that the F-16A/B upgrade program, which includes essential components such as electronic warfare pods and AGM-154C glide bombs, has been postponed from 2023 to 2026.
They stress that these delays hinder Taiwan's air defense modernization, leaving its forces reliant on outdated systems and eroding public confidence in defense spending. They emphasize that systematic inefficiencies in US arms sales execution exacerbate Taiwan's vulnerability.
In the end, Taiwan's F-16Vs may sharpen its defenses but without timely deliveries and an answer to China's overwhelming missile and airpower advantage, they risk becoming just another symbol of Taipei's shrinking military options.

China's J-35A courting buyers barred from US F-35s
China's stealthy new J-35 fighter isn't just a plane. It is a signal to US allies and others that China is prepared to arm those frustrated by US delays and conditions attached to its military aircraft deliveries. This month, the South China Morning Post (SCMP) reported that China unveiled a scale model of its latest fifth-generation fighter, the J-35A, at the 55th Paris Air Show. The exhibition, organized by China National Aero-Technology Import & Export Corporation (CATIC), marked the Shenyang Aircraft Corporation-developed fighter's first overseas appearance and comes amid a strategic Chinese push for more overseas arms sales. First flown in September 2023 and initially designed for carrier operations, the J-35A is positioned as China's second fifth-generation jet after the export-restricted J-20. CATIC has reportedly offered 40 units to Pakistan, which, if concluded, would potentially be the platform's first foreign sale. Alongside the J-35A, CATIC promoted the 4.5-generation J-10CE, which is already operational in Pakistan and was reportedly employed in May during India's Operation Sindoor, where it downed at least two Indian-flown Rafale fighters. China's JF-17, jointly developed with Pakistan and used by Azerbaijan, Myanmar and Nigeria, was also on display at the Paris Air Show. The air power showcase highlights China's intention to capitalize on geopolitical rifts and defense partnerships to expand its fighter exports, particularly in South Asia and the Middle East, amid growing demand for advanced, cost-competitive combat platforms outside NATO-aligned spheres. Saudi Arabia is a case in point. Unable to acquire the US-made F-35 and wary of American conditions attached to aircraft sales, Riyadh may view China's J-35 as an appealing hedge amid growing doubts about the US's long-term commitment to Gulf security. The US has refused to sell its top-of-the-line F-35 fighter to Saudi Arabia, given Washington's legal obligation to maintain Israel's qualitative military edge (QME) in the region. Guy McCardle reports in a December 2024 SOFREP article that the US refuses to sell F-35s to Saudi Arabia due to deep concerns over technology security and geopolitical alignment. At stake, he writes, is the F-35's proprietary software, which includes the source code that remains US-controlled, leaving Saudi Arabia dependent on the US for upgrades and operational sovereignty. He also warns that integrating the F-35 with Chinese-made Saudi air defenses could compromise the jet's stealth and intelligence-sharing capabilities. While Saudi Arabia has sought participation in the UK-Italy-Japan Global Combat Air Program (GCAP), slated to enter service in 2035, development delays in the program could raise questions of why Saudi Arabia should wait that long when the J-35 already exists. Saudi Arabia may thus consider the J-35 as part of a broader hedge between the US and China. According to data from the Stockholm International Peace Research Institute (SIPRI), Saudi Arabia was the largest buyer of US weapons, accounting for 12% of US arms sales in 2024. Ghulam Ali, writing in China-US Focus, observes that 70–80% of Saudi Arabia's arms come from the US, a dependency that aligns with both countries' interests, albeit at a cost. He explains that US weapons are expensive, technology-sharing is limited and terms are subject to political shifts every four years. Crucially, he notes that these arms often come with political strings attached, which restrict their use in certain theaters. Elizabeth Dent and Grant Rumley, writing in a September 2024 article for Defense One, recount how the US suspended offensive weapons sales to Saudi Arabia in 2021 with the condition that their resumption would be contingent upon the latter's compliance with international humanitarian norms and progress in ending the war in Yemen. They note that Saudi Arabia responded by halting its air campaign, participating in UN-led peace negotiations and committing to training aimed at reducing civilian harm. Dent and Rumley argue that the US leveraged Saudi Arabia's dependence on F-15s and Patriot missile systems to exert political pressure, demonstrating that US arms sales are not unconditional but tools of policy influence. That US move may have impressed upon Saudi military planners the need for alternative suppliers whose arms come without political conditions. Fuad Shahbazov writes in the Gulf International Forum that China quickly moved to capitalize on Saudi Arabia's dissatisfaction with the US, offering advanced drones and ballistic missile systems — weapons that the US is either unable or unwilling to provide, while also partnering with Saudi Arabia's emerging arms industry. Still, he cautions, China cannot replace the US as Saudi Arabia's primary security guarantor. He notes that although Saudi Arabia has looked to China to influence Iran to stop Houthi attacks in the Red Sea, China is reluctant to get entangled in a larger Middle East conflict and is careful not to damage its close relations with Iran. However, US arms exports to Saudi Arabia may not assuage Riyadh's fear of abandonment when faced with internal unrest or an Iran determined to retaliate with proxies, drones, missiles or even potential nuclear weapons, should its regime survive the ongoing conflict with Israel. Oliver John, writing in a June 2025 report for the Gulf International Forum, argues that the memory of the US abandoning Egypt's Hosni Mubarak during the 2011 Arab Spring protests gives a sense of insecurity to the Saudi regime. He observes that Gulf leaders increasingly interpret the US 'Pivot to Asia' as a strategic retreat from the Middle East, a view reinforced by the US drive for energy independence. John adds that although the Trump administration courted Saudi Arabia in 2019, its failure to respond to Iranian attacks on Saudi Arabia's oil infrastructure that same year deepened doubts across the Gulf about the credibility of US security guarantees. Ultimately, the importance of Saudi Arabia's defense choices lies not in whether it purchases from the US or China but in how it utilizes those tools to influence its regional diplomacy with Iran, Israel and other regional players.

New heights for China's arms diplomacy in South Asia
China is arming Pakistan and Azerbaijan with high-tech fighter jets, missile shields and surveillance aircraft — a bold play to redraw the balance of power in South Asia and the Caucasus. This month, Breaking Defense reported that Pakistan confirmed China's offer of 40 fifth-generation Shenyang J-35 stealth fighters, KJ-500 AEW&C aircraft and HQ-19 air defense systems. The deal was first leaked in December 2024 and now publicly credited by Islamabad to Prime Minister Shehbaz Sharif's diplomacy. Also known as the FC-31, the J-35 is developed for both China's air force and navy and made its debut at Airshow China 2024. It features stealth shaping similar to that of the US F-35 Lightning II. Deliveries to Pakistan are expected within the next few months. The announcement follows a separate US$4.6 billion agreement between Pakistan and Azerbaijan, in which Baku will procure 40 JF-17 fighter jets co-manufactured by Pakistan Aeronautical Complex (PAC) and China's Chengdu Aircraft Corporation (CAC). China's defense exports to Islamabad signal deeper strategic alignment amid growing regional competition. As Pakistan pursues advanced capabilities, the deal highlights China's growing presence in global arms sales, particularly among states seeking alternatives to Western defense suppliers. Defense Security Asia notes in an article this month that the J-35, HQ-19 and KJ-500 represent a considerable leap in Pakistan's air defense capabilities. According to the report, the J-35 fifth-generation fighter armed with PL-17 missiles boasting a range of over 400 kilometers enables Pakistan to target high-value Indian aerial assets from beyond visual range. It also states that the HQ-19 system, dubbed the 'Chinese THAAD,' is designed for the high-altitude interception of intermediate-range ballistic missiles (IRBMs) and hypersonic threats up to 150 kilometers above the ground, utilizing hit-to-kill technology and promising exoatmospheric defense with tracking radars that reach 1,000 kilometers. Meanwhile, Defense Security Asia mentions that the KJ-500 provides 360-degree radar coverage with its active electronically scanned array (AESA) radar, tracking up to 100 targets over a 470-kilometer range while coordinating air operations through advanced electronic intelligence. China's transfer of interoperable systems reflects its approach to systems warfare, as explained by Michael Dahm in a May 2025 article for Air & Space Forces Magazine. According to Dahm, one of the most essential takeaways from the April 2025 Kashmir clash is how Pakistan integrated its Chinese-origin weapons and air defenses against India, forming an effective kill chain. Dahm says that Pakistan's J-10 downing of a prized Indian Rafale jet says more about the quality of intangible factors between the opposing sides, such as system-of-systems integration, training and tactics, rather than the capabilities of either aircraft. Azerbaijan's decision to purchase JF-17 jets co-produced by China and Pakistan marks a significant departure from its traditional arms purchases from Russia. Paul Iddon notes in an April 2024 Business Insider article that while Russia has previously marketed the Su-30SM, Su-35 and MiG-25 fighters to Azerbaijan, the former's arms exports to the latter ceased in 2019, creating a vacuum for other arms exporters, such as Turkey, Pakistan, and China, to fill. In the same article, Federico Borsari notes that, as a result of Russia's invasion of Ukraine and subsequent sanctions, Russia's arms exports have dropped as much as 64%, according to 2024 data from the Stockholm International Peace Research Institute (SIPRI). Borsari also notes that the poor performance of Russian aircraft in the Russia-Ukraine war may have prompted Azerbaijan to reconsider its arms purchases from Russia. Highlighting the political aspect of Azerbaijan's decision to purchase JF-17 jets, Sebastien Roblin notes in the same article that Russia's unreliability as a supplier, along with Western concerns over Azerbaijan's human rights record and potential future conflicts with Armenia, has made Turkey, Pakistan and China ideal partners. In terms of capability, Roblin says the JF-17 is a substantial upgrade over Azerbaijan's Soviet-era MiG-29 jets, with its newer electronics and the PL-15 missile possibly giving it an edge over Armenia's Russian-made Su-30SM fighters. China's arms sales to Pakistan and Azerbaijan tie into its larger military-economic interests. Jake Rinaldi mentions in a November 2024 article for the US Army War College that China's arms exports are driven by the need to protect its economic interests, gain influence in conflict zones, enhance the capabilities of its partners, build diplomatic relationships and offset research and development costs. Importantly, Pakistan and Azerbaijan are part of China's Belt and Road Initiative (BRI), a global land-and-sea infrastructure project that aims to offset the latter's 'Malacca Dilemma,' a strategic weakness wherein most of its trade and fuel imports passes through the narrow waterway, leaving it vulnerable to a US blockade in the event of a conflict. In line with that, Mohit Choudhary mentions in a February 2023 article for the Journal of Indo-Pacific Affairs that as China's sea lanes of communication (SLOCs) straddle the Indian Ocean, China leverages economic, diplomatic and security influence in a region fraught with fragile states such as Pakistan, Sri Lanka and Bangladesh. Choudhary notes that India views the Indian Ocean as its sphere of influence, and China's increasing presence in the region through dual-use port infrastructure and arms exports heightens India's sense of insecurity. Likewise, Emil Avdaliani mentions in an April 2025 South China Morning Post (SCMP) article that China's ambitions in West Asia and the Black Sea region have grown in the past years, with the strategic goal of developing the Middle Corridor, a trade route that connects Europe and China via Kazakhstan, Azerbaijan, Georgia and Turkey, requiring significant economic and security investment. Avdaliani states that while Russia remains a significant source of military technology for Central Asia and, by extension, the Caucasus, the space for Russian arms exports is narrowing while China opens its defense industry, thereby eroding Russia's regional sphere of influence. China isn't just selling weapons. It is building alliances, projecting power and rewriting the rules of the global arms game. It is transforming arms sales into strategic tools of influence — building alliances, displacing rivals and reshaping the rules of power projection from the Indian Ocean to the Black Sea.

Jamming could be key to dodging China's PL-15 missiles
A month ago, I wrote about India's loss of three Rafale fighter jets. I pointed out that the information was very preliminary until more was learned. At the time I wrote, we did not have information on Pakistani losses. We are still missing reliable accounts from either side. However, the most important question, assuming the initial report's validity, is the performance of China's relatively new air-to-air missile, known as the PL-15. PL-15 is a beyond visual range missile that is somewhat similar to US BVR missiles such as the AIM-120. It appears as a fast and powerful missile, flying to its target at Mach 5, which is the low end of hypersonic speed. The missile has a dual-pulse engine. The first pulse, initiated at launch, drives the missile toward its target. As the missile runs out of energy near the target, a second engine pulse helps to re-accelerate the missile. This significantly contributes to the PL-15's lethality, as speed makes evasion difficult for the target. The Russians and the Chinese have emphasized maneuverability as US warplanes, especially the F-35, mostly have not. The exception is the F-22, which is a stealth aircraft. One reason for this is that the aerodynamic design of a stealth aircraft is primarily intended to evade radar (typically X-band). Additionally, Russia's fighters feature thrust-vectoring engines, enabling the aircraft to make rapid maneuvers. The AL-41F1 in the Su-57 features thrust vectoring nozzles and integrated flight and propulsion-control systems, a technology not employed in the F-35. According to various trade press reports, the Indian Air Force (IAF), which flies both Rafale jets and Russian Su-30s, appears to have avoided the PL-15s as many as eight times. Parts of nearly complete PL-15 missiles have been recovered in India. Several countries are eager to get involved in the exploitation of the failed missiles, at least one of which never exploded. Meanwhile, questions have arisen as to why the missiles missed their targets and landed without exploding. The PL-15 is guided either by the launch aircraft's radar or by some sort of AWACS aircraft. It only uses its internal AESA radar (with a restricted field of view) for the final segment of its flight path. Alleged remains of a PL-15E AAM found on Indian soil. If the export model is equipped with a Ku-band AESA seeker, then even though the range may be reduced, there should be no loss in guidance or anti-ECM capabilities. Production date: July 2015. India has good radar-jamming equipment. The Rafale comes with its own electronic warfare system called SPECTRA. The Indian Su-30MKI features a Russian Tarang radar warning receiver and an Israel jammer pod, EL/M 8222. This jammer, made by ELTA, a division of Israel Aviation Industries, uses active phased array technology to detect threats and precisely jam them. Some history of jamming technology can be found here. No one can say how effective the jammers were during this brief clash between India and Pakistan, but it may be that Chinese air-to-air missiles, even extreme-range BVR missiles, are vulnerable to jamming. It is likely that the AESA radars and other guidance components of China's BVR air-to-air weapons, even newer ones like the PL-15, use almost identical technology. More will be learned as the grounded PL-15s are exploited and even more as the IAF back-briefs the French and the Russians. Obviously, the Russians won't tell, but France may be willing to share with the US and other NATO partners. If BVR threats can be compromised, then the future for these weapons is uncertain. For example, the Pentagon has placed its bets on BVR technology for the F-35 and other conventional fourth-plus generation jets in the US inventory. Are the same vulnerabilities possibly found in the PL-15 likely to occur in US BVR weapons? One presumes that the Pentagon should want to know this as soon as possible.
