Civil Servants (Amendment) Bill passed: Senior officials obliged to disclose all assets
ISLAMABAD: A parliamentary body on Wednesday passed the Civil Servants (Amendment) Bill, 2025, which makes it mandatory for senior government officials, ranging from BPS-17 to BPS-22, to disclose their assets as well as those held by their family members.
The National Assembly Standing Committee on Law and Justice, chaired by MNA Chaudhry Mahmood Bashir Virk, passed the bill after thorough deliberation. The committee, by majority vote, recommended that the bill be approved by the National Assembly without changes.
However, a group of committee members, including Changaze Ahmad Khan, Ali Muhammad Khan, Umair Khan Niazi, Aliya Kamran, Sohail Sultan, and Sardar Latif Khosa, recorded their dissent and proposed amendments to the bill.
According to the statements of objects and reasons of the bill, the proposed legislation aims at strengthening the Government Servants (Conduct) Rules, 1964—specifically Rules 12, 13, and 13-A—and align with the Right of Access to Information Act, 2017. Under the bill, civil servants in higher grades will be required to digitally file asset declarations, including domestic and foreign assets beneficially owned by themselves or their immediate family members, it says.
It says that these declarations would be publicly accessible, with safeguards to protect sensitive personal data such as ID numbers, residential addresses, and bank or bond account details. The bill proposes that the Federal Board of Revenue (FBR) to manage the asset disclosure system, while the Establishment Division would be empowered to conduct risk-based verification using dedicated resources and tools, it says.
The parliamentary body also consider the bill, 'The Qanun-e-Shahadat (Amendment) Bill, 2025' moved by MNA Shazia Marri. After detailed deliberations on the contents and implications of the proposed amendments, the committee decided to defer further consideration of the Bill to the next meeting.
The committee decided to allow the Ministry of Law and Justice sufficient time to furnish a comprehensive comparative analysis of relevant legal provisions across selected commonwealth countries, with a focus on best practices and alignment with international standards.
Additionally, during the discussion, the Ministry of Law and Justice highlighted that the proposed amendments, if enacted, would be uniformly applicable to all provinces. In light of this, the committee emphasised the importance of obtaining input from all provincial governments to ensure inclusivity and to account for regional perspectives. The committee recommended that the ministry law formally seek and compile the views and comments, of all four provinces before the next meeting.

Aurangzeb unveils new tax measures, targets poultry, mutual funds & govt securities
Finance Minister Muhammad Aurangzeb unveiled new taxation measures, including levies on income generated from mutual funds and government securities, at the National Assembly on Monday. Addressing the lower house, the finance minister presented three more budget proposals. 'The first of these is to increase the tax rate on income derived from the debt portion of mutual funds issued to companies from 25% to 29%. Secondly, it is proposed to impose a 20% tax on profits made by corporations and companies on investments in government securities,' he said. The government has also proposed to tax the poultry sector, said Aurangzeb. 'It is proposed that a Federal Excise Duty (FED) of Rs10 per day-old chick should be imposed on hatchery chicks, so that this sector can also contribute to the national exchequer,' he said. The finance minister maintained that the government has presented a balanced budget for the fiscal year 2025-26. 'On one hand, we have kept government expenditure under control, while on the other, much emphasis has been laid towards increasing tax base and its compliance,' said Aurangzeb. He said that the government will soon announce an industrial policy, whereas consultation on EV policy has already been initiated. Moreover, the government, in collaboration with British Asian Trust, would soon launch Pakistan's first Skill Impact Bond (SIB). The SIB links funding to the achievement of outcomes, he said. Affordable Housing The government, in its bid to promote affordable housing, would launch a 20-year loan scheme for the low-income segment, informed Auranzgeb. He clarified: 'Only those dams will be pursued that are already approved.' On Saturday, Aurangzeb, in his address to the Senate, announced key relief measures in the federal budget for FY2025-26, including a significant income tax cut for the salaried class and a reduction in General Sales Tax (GST) on imported solar panels. The finance minister, on Monday, reiterated that individuals earning between Rs600,000 and Rs1.2 million annually will now be taxed at just 1%, down from 2.5% proposed in the budget for FY2025-26. He said that tax has been imposed on individuals receiving an annual pension of over Rs10 million, while, on the special instructions of the Prime Minister of Pakistan, pensioners over the age of 75 are exempt from all types of taxes. Aurangzeb added that the proposed 18% GST on solar panel imports has been lowered to 10%. Powers of FBR Aurangzeb informed the lower house that on the special instructions of the Prime Minister, the existing powers of the FBR regarding tax fraud and the amendments made through the Finance Bill were reviewed once again, under which tax fraud has been categorised into cognizable and non-cognizable offences. 'In cases involving up to Rs50 million, the FBR will not be able to arrest without a court warrant,' he said. In addition, any one of the following conditions must be fulfilled for arrest: 1) the accused deliberately did not become a part of the inquiry despite three notices; 2) the accused tries to escape; and 3) tampers with the record. 'Despite this, the approval for arrest will be given by a high-level three-member committee of the FBR, instead of an officer, and it will be necessary to present the arrested persons before the court of a special judge within 24 hours,' he said. In addition, it will be ensured that no citizen is abused in this process, he added. Real estate sector In the real estate sector, Aurangzeb noted that in the past, people used to buy large properties beyond their declared financial means. Under Section 114C of the Income Tax Ordinance, the Finance Bill proposed to prohibit such people from engaging in large financial activities. 'On the instructions of the prime minister, this new law will not apply to the purchase of residential plots or houses worth up to Rs50 million, commercial plots or properties worth up to Rs100 million and vehicles worth up to Rs7 million,' said the finance minister. Aurangzeb said that the ongoing tensions between Iran Israel are expected to disturb the region's economic situation. However, the government is prepared to deal with any situation, he assured the lower house.

Moharram-ul-Haram: Minister orders uninterrupted power supply
ISLAMABAD: The Minister for Power Sardar Awais Ahmad Khan Leghari has directed power Distribution Companies (Discos) to ensure uninterrupted electricity supply during Moharram-ul-Haram to facilitate these religious gatherings and avoid any inconvenience to the public. In a letter to all Chairmen and CEOs of Discos, the Minister stated that the sacred month of Moharram-ul-Haram is approaching, during which millions of devotees/mourners across Pakistan will participate in Majalis and processions to commemorate the martyrdom of Imam Hussain (RA). ' Since the Holy Month of Moharram is falling in the month of July and heat waves are expected, it is very much imperative that all necessary measures are taken to ensure uninterrupted electricity supply to facilitate these religious gatherings and avoid any inconvenience to the public,' he added. Reliable power supply to Karachi directed In this regard, Chairmen and CEOs of Discos have been directed to take the following actions on an urgent basis: (i) pre-emptive Maintenance & Load Management: Conduct thorough inspections of all transmission and distribution networks, particularly in areas where Majalis and processions are expected. Ensure that all faulty equipment is promptly repaired or replaced to prevent outages ;(ii) deploy dedicated emergency response teams on high alert throughout Moharram, especially on the 9th and 10th of Moharram, to address any power disruptions immediately ;(iii) coordinate with district administrations, law enforcement agencies, and religious organizers to identify critical locations requiring priority power supply and backup arrangements ;(iv) communicate proactively with consumers, especially Imambargahs and mosques, regarding any scheduled maintenance or potential load management measures to minimize inconvenience ;(v) ensure that standby generators and UPS systems are available at sensitive locations to provide backup power in case of any unforeseen grid issues ;(vi) provision of additional Transformers and material Ensure that sufficient number of transformers and other materials are available in each sub-division and inventory in this regard should be updated ;(vii) assign duty rosters to ensure 24/7 availability of technical and operational staff during Moharram to respond swiftly to any power-related issues; and (viii) dedicated controls Centres at all level should be established with proper coordination and propagation of its contact numbers to ensure smooth operation during the month. The Minister further stated that the sanctity of Moharram demands our utmost commitment to serving the public with diligence and respect. Any negligence in this regard will be viewed seriously. PTI denounces US strikes on Iran
ISLAMABAD: Pakistan Tehreek-e-Insaf (PTI) vehemently denounced the US strikes on Iran's key nuclear facilities and urged the government to immediately convene an All Parties Conference (APC) to thoroughly deliberate on the rapidly deteriorating regional situation and formulate a consensus-based and clear-cut policy on belligerent Israel, pushing the entire region to the brink of a devastating war. PTI Central Information Secretary Sheikh Waqas Akram, in a statement on Sunday, expressed alarm that the regional situation was fast changing and the government's ostrich-like approach could prove disastrous. He emphasised that the current policy of burying heads in the sand and hoping the storm will pass is futile, as the flames of war have already reached Pakistan's doorstep. He underlined that Pakistan can undoubtedly weather the storm, just as it did against India, but the power elites must take the nation into confidence and forge a consensus-driven approach because Pakistan is currently caught between a rock and a hard place. He criticised the government for its 'habit of flattery', which he said now had crossed our national boundaries and it is now visible internationally. He pleaded that Israel could not have invaded Iran without the strong backing and support of the US. He said that the US has not only violated Iran's sovereignty but also breached the UN Charter. He maintained that the excuse for the Israeli attack on Iran was even more absurd than India's recent strike on Pakistan under the pretext of the Pahalgam attack. He said that the US and the International Atomic Energy Agency (IAEA) adopted a blatantly contradictory and biased approach towards the Muslim world in its pursuit of nuclear capability, while remaining conspicuously silent about Israel's widely acknowledged nuclear arsenal. He demanded that the UN and OIC urge the IAEA to inspect Israel's nuclear sites and work toward a nuclear-free Middle East, rather than targeting Iran under false pretexts—just as was done with Iraq—despite the IAEA's repeated and clear stance that Tehran is nowhere near acquiring a nuclear weapon. Waqas added that Iran has consistently maintained that its nuclear programme is intended solely for peaceful purposes. He called for the immediate release of PTI Patron-in-Chief Imran Khan and his inclusion in strategic decision-making regarding the situation arising from Israel's unprovoked attack on Iran and the subsequent US strikes on the country.
