Nine-province, US$95mil sanitation infrastructure project breaks ground
PHNOM PENH: The Ministry of Rural Development has officially launched a major construction and rehabilitation project which focuses on clean water supply and rural sanitation. The initiative, which targets nine provinces, has a total budget of more than US$95 million.
The June 10 inauguration ceremony was presided over by rural development minister Chhay Rithisen, at Veal Den Secondary School in Veal Den village, Anlong Chrey commune, in Stung Treng province's Thala Barivat district.
Ministry spokesman Pit Karuna noted on June 11 that the groundbreaking in Stung Treng was held simultaneously with eight other provinces. The project is scheduled for completion in 2026, as part of the Rural Water Supply, Sanitation and Hygiene Improvement Sector Development Programme.
Tith Sophea, programme director, explained that the total budget is US$95.14 million. The Cambodian government is contributing US$2.14 million, while the remaining US$93 million is being financed through concessional loans and grants from the Asian Development Bank.
As part of the US$93 million, a US$3 million grant comes from the Japan Fund for Prosperous and Resilient Asia and the Pacific.
The overall programme is being implemented over five years, from 2024 to 2029, in nine target provinces: Battambang, Pailin, Banteay Meanchey, Oddar Meanchey, Preah Vihear, Stung Treng, Kratie, Kampong Speu and Kampot. It will benefit approximately 88,000 households in 400 villages across 50 communes.
During the Stung Treng ceremony, Rithisen reiterated that the Ministry will continue to implement the National Action Plan on rural water supply, sanitation, and hygiene (WASH).
Currently, the coverage rate for clean water and sanitation across the country stands at 92 per cent. Specifically, 89 per cent of rural areas have access to basic clean water, and 95 per cent have access to basic sanitation services.
He also noted that 21 provinces and capital have achieved Open Defecation Free status — both standard and enhanced levels — including Stung Treng.
The Minister highlighted broad progress across all sectors, including security, public order, economy, social affairs and culture.
He emphasised improvements in people's living conditions, especially through enhanced access to clean water and sanitation services. These services have improved public health, encouraged people to consume clean water, and helped establish civilised hygiene habits, such as proper toilet use.
The groundbreaking event was attended by almost 900 participants.
They included Phay Bunchhoeun, Minister Delegate attached to the Prime Minister and Head of the Government's Task Force for Stung Treng, senior officials from the Ministry of Rural Development, Cheang Lak, chairman of the Provincial Council and Stung Treng provincial governor Sor Soputra.
Also present were members of the provincial council, representatives from provincial programme implementers, development partners, and representatives of both national and international organisations.
The Rural Water Supply, Sanitation, and Hygiene Improvement Sector Development Programme supports government efforts to provide universal access to safely managed water supply services and basic hygiene facilities in rural areas and improve access to safely managed sanitation facilities, while also addressing affordability.
It helps finance the expansion of WASH facilities in the provinces where poor rural residents face the greatest challenges in accessing safe water, sanitation and hygiene facilities. - The Phnom Penh Post/ANN

High Court stays freeze order on Na'imah's assets
KUALA LUMPUR: The High Court here has granted a stay on an ex-parte forfeiture order obtained by the Malaysian Anti-Corruption Commission (MACC) earlier this month in its bid to freeze £132mil (RM758.2mil) worth of assets in London belonging to Toh Puan Na'imah Khalid and her family. Justice Azhar Abdul Hamid said the order was stayed pending an application by Na'imah, who is seeking to intervene in the MACC's notice of motion. ALSO READ: Daim's widow to challenge London asset freeze order "This application (to be an intervener) should be heard inter parte. "The application should be filed and served within 14 days. At the same time, the order dated June 3 is stayed," Justice Azhar said on Monday (June 23). The court fixed July 9 to hear the application to intervene. On June 3, the same court had granted the MACC an order to freeze the assets in London belonging to Na'imah, who is the wife of the late former finance minister Tun Daim Zainuddin. The assets include two commercial buildings, five luxury residences and one bank account. ALSO READ: Dismissal of Na'imah's application a miscarriage of justice, court told According to the MACC, investigations indicated that the assets were linked to suspected offences under Section 4(1) of the Anti-Money Laundering, Anti-Terrorism Financing and Proceeds of Unlawful Activities Act (AMLATFPUAA) 2001. It said the freeze was part of ongoing efforts to trace and recover assets believed to be connected to unlawful activity. At a separate High Court, Justice K. Muniandy fixed Aug 1 to hear Na'imah's application to intervene in another ex-parte notice of motion filed by the MACC. The MACC had sought to obtain an ex-parte court order under Section 53 of the AMLATFPUAA to forfeit more than RM544mil in US dollars and pound sterling. "An investigation has been carried out by the Inland Revenue Board (LHDN). Based on preliminary investigation, we believe the assets owned by Na'imah and her associates had never been declared (to the LHDN). "We say that the assets must be frozen before (they are) disposed of," she said in her oral application. Meanwhile, Na'imah's lawyer Datuk Dr Gurdial Singh Nijar said he was "perplexed and disappointed" over the application as the MACC had never mention any respondent's name in its filing. "The order isn't just against the property but also against the person. This application cannot proceed as an ex parte. It has to proceed as an inter parte. I seek that this court make no order (on the freeze) until an inter parte application is heard," he said. Justice Muniandy then ruled that the application to intervene would be heard inter parte and fixed Aug 1 for hearing.

16 hurt, building hit in Israel after Iranian missile strikes

Israel's Magen David Adom rescue service said in a statement that it had 'evacuated 16 people to hospital, including a 30-year-old man in moderate condition after being wounded in the upper body by shrapnel'. Public broadcaster KAN 11 showed images of a devastated building surrounded by mounds of rubble that it said was in central Israel, following the two waves of missiles launched at Israel from around 7.30am. Sirens rang around the country after the Israeli army reported the incoming missiles, with air defences activated shortly afterwards, causing loud explosions heard in Tel Aviv and Jerusalem. Israeli police reported 'the fall of weapon fragments' in a northern area encompassing the port of Haifa, where local authorities said emergency services were heading to an 'accident site'. Reporting on missile strikes is subject to strict military censorship rules in Israel, but at least 50 impacts have been officially acknowledged nationwide and 25 people have been killed since the war began with Iran on June 13, according to official figures. Coastal hub Tel Aviv, the southern city of Beersheba and the northern port Haifa have been the three areas most frequently targeted by Iran. Philippine VP Duterte criticises Marcos for leaning towards US
MANILA: Philippine Vice President Sara Duterte slammed President Ferdinand Marcos Jr. for leaning towards the US, while signaling openness to friendlier ties with China. Duterte particularly criticised Marcos' move to allow an American missile system on Philippine soil that has angered Beijing, saying Manila has nothing to do with tensions between the US and China. "There is no reason for you to lean towards the US,' she said in a livestreamed speech on Sunday (June 22) before supporters in Melbourne, Australia. The vice president also said the tensions between Manila and Beijing in the South China Sea don't make up the entirety of the relations between the two countries. "You have to always stay in the middle because you are not part of the bigger conflict,' Duterte said. "You are friends with US, yes. You are friends with China, yes. And why not?' Duterte's statements mark her sharpest criticisms yet of Marcos' US-friendly foreign policy stance, at a time when the administration's allies are pushing for her ouster through impeachment proceedings. Her position also echoes that of her father, Rodrigo, who pivoted towards China during his 2016-2022 presidency. Marcos' office has yet to respond to the vice president's remarks. Under Marcos, the Philippines has bolstered longstanding defence ties with the US, expanding access to military bases and allowing the deployment of American weapons.
