VANCOUVER: As members of the Le family headed out the door to enjoy music, food and camaraderie at a Filipino heritage festival in Vancouver, British Columbia, their 16-year-old son decided to instead stay home to finish homework. Then news began arriving of a car plowing through the crowd. The teen's father, Richard Le, his stepmother Linh Hoang and his 5-year-old sister Katie Le, were among 11 people killed, said Richard Le's brother, Toan Le, in the world's latest vehicle ramming attack. The teenage boy is in a state of shock, Le said. His sister Katie Le was nearing graduation from kindergarten and was described as a vibrant and joyful child in a GoFundMe page posted by Toan Le.The black Audi SUV sped down a closed, food-truck-lined street Saturday evening and struck people attending the Lapu Lapu Day festival, which celebrates Datu Lapu-Lapu, an Indigenous chieftain who stood up to Spanish explorers in the 16th century.Thirty-two people were hurt. Seven were in critical condition and three were in serious condition at hospitals Monday, Vancouver police spokesperson Steve Addison said. Those killed include nine females and two males ranging in age from 5 to 65, according to Addison. All of them lived in the Vancouver metropolitan area, he said.Mourners including Canadian Prime Minister Mark Carney remembered the dead at vigils before Monday's national election. The crash came just two days before another vehicle smashed through a building in a town outside of Springfield, Illinois, during an after-school program, killing four children and injuring several others, police said.A 'significant history' of interactions with policeKai-Ji Adam Lo, 30, was charged with eight counts of second-degree murder in a video appearance before a judge Sunday, said Damienne Darby, spokeswoman for British Columbia prosecutors. Lo has not yet entered a plea.A woman who answered the phone Monday at the home of Lo's mother, Lisa Lo, said that the mother was too distraught to speak to a reporter.Investigators said more charges were possible. They said Lo had a history of mental health issues. Interim Police Chief Steve Rai said there was no indication of a motive but that the suspect has 'a significant history of interactions with police and health care professionals related to mental health.'Lo had contact with police the day before the vehicle attack in a neighboring jurisdiction, Addison said Monday.'That contact was not criminal in nature and it did not rise to the level where a mental health intervention was required,' Addison said. The Associated Press could not immediately reach an attorney representing Lo. Online records showed that Vancouver Provincial Court issued a publication ban barring the release of details about the legal case against Lo. Such bans are common in Canada to protect the rights of the accused to a fair trial as well as the privacy of crime victims.Lo's brother, 31-year-old Alexander Lo, was the victim of a homicide at his home last year. Kai-ji Lo started an online fundraising effort, since deleted, seeking donations to bury his brother. He said he was 'burdened with remorse for not spending more time with him,' according to an archived version of the webpage. Their mother had taken out significant loans to build Alexander a home, leaving her financially strained.Screaming and bodies hitting a vehicleNoel Johansen was searching for dessert at the festival with his wife Jenifer Darbellay, an artist, and their two children, ages 7 and 15, when the attack happened. They lived only about a block and a half away and were visiting for the third time.'It hit us before we knew. I was falling in slow motion trying to save my head from smashing in the pavement,' Johansen said. 'It's like a giant tidal wave.'Darbellay, 50, was killed, while the rest of the family survived. Johansen described her as selfless, creative and empathetic.Johansen said the day before she was killed, the couple was talking about politics and the many situations in which people seek revenge toward the person who hurt them.He said she told him: 'That's the whole problem. We need to forgive the perpetrators of the crimes that are committed against us.'Johansen said that he's trying to honor that philosophy.Hours before the attack, Makayla Bailey saw her friend Kira Salim, a teacher and school counselor, for the first time in a while and Salim had apologized for not being out and about more.'I told them, 'It's OK it's been crappy out, the weather sucks, summer's coming so I'm sure we'll see each other a lot more,'' Bailey said, recalling in an interview Salim's drag king performances that audiences loved.'I didn't think it would be the last conversation we would ever have,' said Bailey.Salim was among those killed in the attack, according to the New Westminster School District, where Salim worked.Investigators were collecting evidence at the scene Monday and had executed a search warrant at a Vancouver property, Addison said. Investigators were also going through bystander video from the scene.Officials will review the situation, and it may change how they approach such events, Addison said.'This was intended to be a safe, fun, family-friendly community block party for people to celebrate their community and culture,' Addison said. 'The actions of one person stole that away from them.'

Syrian Government, Kurds Exchange Prisoners in Aleppo

Syrian government exchanged over 400 prisoners on Monday with the Kurdish-led authority as part of their deal signed at the beginning of this year, according to Associated Press. The exchange represents a significant move toward building trust between the Syrian government in Damascus and the Kurdish-led Syrian Democratic Forces in northern Aleppo. Mulham Al-Akidi, the Deputy Governor of Aleppo province, said that 470 prisoners were released by both sides. Al-Akidi noted that the exchange seeks to 'reduce tensions on the ground.' In March, Syria's President Ahmad Al-Sharaa and SDF Chief Mazloum Abdi signed an agreement to integrate the civil and military institutions of Kurds into the Syrian government. This remarkable step represents a significant gain for the new government that seeks to unify the country. Consequently, the clashes between both sides almost ended in northern Syria after months of fighting. Syrian Foreign Minister Asaad Al-Shaibani has recently urged Kurdish-led forces to swiftly integrate into the Syrian state warning that postponing this step would 'prolong the chaos' in the country. The minister's remarks came as the Kurdistan Workers' Party, or PKK, announced that it was disbanding, a move described by Al-Shaibani as 'a pivotal moment' for regional stability. He also added that Syria is currently incorporating all areas under central state control and 'implementing the national accord with the Syrian Democratic Forces.' Jonathan Joss, ‘King of the Hill' and ‘Parks & Recreation' actor, dead at 59 after shooting

AUSTIN — Jonathan Joss, an actor who voiced the character of John Redcorn on 'King of the Hill' and appeared as Ken Hotate on 'Parks and Recreation,' has died following a shooting incident, according to police in San Antonio, Texas. He was 59. According to a spokesperson for the San Antonio Police Department, officers were dispatched Sunday to a location on Dorsey Drive in San Antonio, Texas, for a reported shooting in progress. Officers found Joss 'near the roadway of the location,' where they 'attempted life saving measures' until paramedics arrived. The actor was pronounced dead by emergency service responders. A suspect has been arrested on suspicion of murder and an investigation is ongoing, police said. Joss' husband Tristan Kern de Gonzales confirmed his death in a text message to the Associated Press. In a statement to AP, de Gonzales said he and Joss were approached and threatened by a man with a gun while checking the mail at Joss' home, which in January was damaged by a fire that also killed their three dogs. 'Jonathan and I had no weapons. We were not threatening anyone. We were grieving. We were standing side by side. When the man fired Jonathan pushed me out of the way. He saved my life,' de Gonzales said. On Monday evening, SAPD said in a statement posted to social media that 'currently the investigation has found no evidence to indicate Joss's murder was related to his sexual orientation.' On 'Parks and Recreation,' Joss portrayed Chief Ken Hotate, tribal elder of the Wamapoke Native American tribe and owner of the Wamapoke Casino. He took on his 'King of the Hill' role in the show's second season after the original voice actor, Victor Aaron, died as the result of an automobile accident in 1996. Joss voiced the role until the show ended. The popular animated series has been rebooted and is set to premiere August 4 on Hulu. Joss reportedly participated in the new series. A video recorded days before his death shows Joss at a 'King of the Hill' panel and sneak peek at The Paramount Theatre in Austin, Texas. — CNN

Controversial ex-Ukrainian official shot dead in Madrid

KYIV — The fatal shooting of Andriy Portnov, a former top Ukrainian official, in a Madrid suburb has triggered a wave of speculation and little public sympathy in his home country, where he is widely viewed as a symbol of systemic corruption and Russian influence. Portnov, 51, was gunned down in a parking lot after dropping off his children at the American School of Madrid. Spanish police found him lying face down in gym clothes. While shocking, the killing has not sparked mourning in Ukraine, where media outlets and commentators have focused on his controversial legacy rather than the circumstances of his death. Often referred to as the architect of a judicial system that critics say protected corruption and undermined reform, Portnov held powerful roles during the presidency of Viktor Yanukovych, who was ousted during Ukraine's 2014 Maidan Revolution. Ukrainian President Volodymyr Zelenskyy's administration has made no comment on the killing, while some security sources are reportedly distancing Kyiv from involvement. Although Ukraine has carried out targeted killings in Russian-occupied territories and inside Russia, a politically motivated assassination in Spain would mark a significant media have also speculated that the motive may have been personal or financial, rather than critics describe him as a manipulative power broker with deep ties to pro-Kremlin serving as legal adviser to former Prime Minister Yulia Tymoshenko, he switched sides in 2010 to join Yanukovych's administration, rising to become deputy head of the presidential was instrumental in shaping Ukraine's legal framework during a time when Western governments, including the U.S., accused his office of manipulating court decisions and planting loyal rights monitors and journalists accuse him of using the courts to silence dissent. 'When people exposed his corruption, he accused them of fake news,' said Oksana Romaniuk, director of the Institute of Mass reporters say he used threats and defamation lawsuits to target media outlets and individual the fall of Yanukovych, Portnov moved to Moscow and was later found to have ties to Kremlin-backed media and intelligence-linked operations. In 2019, he briefly returned to Ukraine before fleeing again in being sanctioned by the U.S. for judicial interference and alleged corrupt activities, Portnov lived openly in Europe in recent years, even enrolling his children in one of Spain's most prestigious private presence in Spain and his death have raised questions about how he continued to move freely despite his theories swirl over whether Russian intelligence, criminal networks, or private enemies were behind the killing, legal expert Mykhailo Zhernakov says Portnov's death should not be mistaken for justice.'Just because he's gone doesn't mean his influence has,' he said, warning that many of the officials Portnov once empowered remain entrenched in Ukraine's legal system.
