EU investigates four major porn sites under bloc's digital rules on child protection
European Union regulators said Tuesday they're investigating four major porn websites over suspicions that they've breached the bloc's online content rules that include provisions for protecting children from pornographic material.
The European Commission, the EU's executive branch, said it has opened formal proceedings against Pornhub, Stripchat, XNXX and XVideos under the 27-nation bloc's Digital Safety Act. The sweeping rulebook, also known as the DSA, requires internet companies and online platforms to do more to protect users under threat of hefty fines worth up to 6% of annual global revenue.
The commission said protecting young users online is one of the DSA's priorities and it will now carry out an in-depth investigation into the companies 'as a matter of priority.' The investigation will focus on the risks to protection of minors, including dangers associated with the lack of effective age verification measures.
It said the porn sites have failed to put in place 'appropriate and proportionate measures' to a high level safety and security for minors, especially when it comes to age verification tools designed to prevent minors from getting to adult content. The sites also lack 'risk assessment and mitigation measures' of any negative effects, including on users mental and physical well-being, the commission said.
Pornhub, XNXX, Stripchat and XVideos were classed as 'very large online platforms' that face the highest level of scrutiny under the DSA. However the commission said it granted Stripchat's request to be removed from the list because it didn't have enough users. Pornhub's parent company Aylo said it's aware of the investigation and is 'fully committed' to ensuring online safety of minors.
'We will always comply with the law, but we hope that governments around the world will implement laws that protect the safety and security of users,' the company said in a statement. Aylo said that 'the real solution for protecting minors and adults alike' is to verify users' ages with individual devices rather than having websites do it.
XNXX, Stripchat and XVideos didn't respond to requests for comment.
'The online space should be a safe environment for children to learn and connect. Our priority is to protect minors and allow them to navigate safely online,' Henna Virkkunen, the Commission's executive vice president for tech sovereignty, security and democracy, said in a statement.
Officials said the EU is also working on its own age-verification app that online platforms can use to verify if a user is over the age of 18, without revealing any other personal information. It will be available by the summer.
The investigation comes after the commission held a public consultation on draft online children protection measures that included proposals for age verification and 'age estimation' methods to block young people from inappropriate content.
Along with the bloc-wide scrutiny of big sites, smaller porn platforms will also face supervision from individual EU member countries's digital regulators, the Commission said.

Big-name porn sites back online in France after age check row
Major adult websites Pornhub, YouPorn and RedTube were back online in France Friday after a court suspended a decision requiring pornographic platforms based in the EU to verify users' ages. France has gradually introduced requirements this year for all adult websites to have users confirm their age with details such as a credit card or ID document. The aim is to prevent minors from accessing pornography. But the Paris administrative tribunal on Monday suspended a government decree while investigating whether it was compatible with EU legislation. The French government has shared its intention to appeal to the Council of State, the country's highest administrative court. The three platforms' owner, Aylo, said the decree's suspension was an "opportunity to reconsider more efficient approaches" to age verification. Aylo, based in Cyprus, had made its websites unavailable in France in early June as a protest against the French decree. Failure to comply could have lead to sanctions including fines or the blocking of the websites. Aylo argued that this was an ineffective mechanism that exposed people's data to bad actors, hacks or leaks. "Requiring you to repeatedly provide sensitive personal information creates an unacceptable security risk that we refuse to impose on our users," the company said in a message displayed on the sites' homepages earlier this month. About 40% of children in France access to porn sites every month, according to a 2024 study by France's Arcom audiovisual watchdog. In a bid to preserve privacy, the government decree also required operators to offer a third-party "double-blind" option that would prevent the platforms from seeing users' identifying information. Aylo, which reports seven million visitors in France daily across its various platforms, has called instead for governments to require makers of operating systems such as Apple, Microsoft and Google to verify users' ages at the level of individual devices. The platform also argues that the French law "diverts users to thousands of sites that deliberately circumvent regulations" and fails to moderate videos for issues such as the age and consent of performers. Other countries such as the United Kingdom and Germany also enforce age-related access restrictions to adult websites.

Pornhub, RedTube and other major porn websites back online in France: Why were they banned and what has changed
Leading adult websites Pornhub , YouPorn and RedTube are once again accessible in France as a French court temporarily suspended a government decree that would have required EU-based pornographic platforms to implement stringent age verification measures. France had been rolling out new regulations this year, mandating that all adult websites verify users' ages through methods like credit card details or ID documents. The primary goal of these measures was to prevent minors from accessing explicit content. However, the Paris administrative tribunal on Monday put the government decree on hold, pending an investigation into its compatibility with broader European Union legislation, news agency AFP reported. It is to be noted that the French government has already signaled its intent to appeal this decision to the Council of State, the country's highest administrative court. Aylo, owner of these websites, wants government to rethink on age verification methods Aylo , the Cyprus-based owner of the three platforms, welcomed the decree's suspension as an "opportunity to reconsider more efficient approaches" to age verification. Earlier in June, Aylo had made its websites unavailable in France as a form of protest against the decree. Non-compliance could have led to significant penalties, including fines or website blocking. Aylo has consistently argued that the mandated age verification mechanism is not only ineffective but also poses an unacceptable security risk by exposing users' sensitive data to potential hacks or leaks. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like 5 Books Warren Buffett Wants You to Read In 2025 Blinkist: Warren Buffett's Reading List Undo The company had previously displayed a message on its homepages stating, "Requiring you to repeatedly provide sensitive personal information creates an unacceptable security risk that we refuse to impose on our users."
