Long-delayed Vikhroli ROB to open today sans fanfare

Mumbai: The much-delayed Vikhroli road over-bridge (ROB), a key east-west connector over the railway tracks, will finally be opened for vehicular traffic on Saturday, following a directive from chief minister

The Vikhroli ROB, built at an estimated cost of Rs 105 crore, will help motorists save 30 minutes of travel time, said BMC officials.
Fadanavis on Friday announced that to avoid inconvenience to Mumbaikars during monsoon, the 615m-long bridge, which connects Lal Bahadur Shastri Marg in Vikhroli West to Eastern Express Highway, will be made operational on Saturday 4pm without a formal inauguration.
The work order for the Vikhroli ROB was issued in April 2018.
BMC had drawn flak from the Comptroller and Auditor General (CAG), which had cited improper planning, non-preparation of estimates as per site conditions, and non-removal of encroachment for the delay. BMC officials had then attributed the delay in the completion of the project to the acquisition of land, removal of structures and trees, and shifting of utilities.
Ganesh Shetty, an activist from Vikhroli who has been pursuing the bridge construction since 2002, said: "The ROB will benefit vehicle users in Ghatkopar, Vikhroli, and Hiranandani Powai, but traffic issues will persist in Vikhroli West, LBS Marg, Tagore Nagar, and Kannamwar Nagar as the internal roads have not been widened."

The approach roads on both sides of Vikhroli ROB, besides work on sound barriers, anti-crash barriers, painting, and road markings, have all been completed. BMC has also created a traffic bay on the western side.
"We have completed all works, including the load tests and issuing of stability certificates for Vikhroli bridge. Besides, signals, cat eyes, and speedbreakers have also been installed. The joint commissioner of police (traffic), who inspected the bridge on Wednesday, issued instructions for the installation of direction boards and gave the go-ahead to open the bridge for vehicles," said a BMC official.

He says he's less confident riding on white-topped roads, especially during the monsoon, as they tend to be more slippery. Dileep Kumar, 26, an employee at Medi Assist, says once while riding on a white-topped road during rain, his bike skidded badly, but he managed to take control of the bike. 'The joints between concrete slabs were uneven, which caused a sudden jerk,' he says, adding that these roads put a lot of strain on his bike's suspension and tyres. That, indeed, is another problem. Concrete roads – because of higher friction and rigid nature – tend to be harder on tyres than asphalt roads, potentially leading to more wear and tear and an increased risk of overheating, especially at high speeds. Autorickshaw experience Autorickshaw drivers face similar, and even additional issues. Krishna A M, a 49-year-old auto driver, says that these roads can be quite bumpy, which can be quite discomforting for elderly passengers who request him to drive slowly. Salman Khan, 26, who drives through the Thanisandra Road often, says that bumpy roads mean driving slowly, which leads to more traffic congestion. Digging up concrete roads The expensive concrete roads are expected to last at least 15 years. If city authorities remain adamant about white-topping most roads, two-wheelers and autorickshaws will be condemned to unpleasant drives for a very long time. BBMP had also argued that they would never have to dig up these concrete roads, and hence there would be no potholes. But even that's turning out to be an illusion. The white-topped Thanisandra Road has been dug up in multiple locations, and those locations have either not been filled up, or been filled up shoddily. Manoj Shetty, who resides at Chandapura near Electronics City, says a concrete road laid out near his home had to be dug up just after a month for a waterline installation. Looks like TenderSure design principles have not been followed in the case of several concrete roads. Verma says if properly laid, asphalt roads can last for at least five years. 'We require a proper design for its capacity to slip water on the side to avoid breaking. With proper workmanship and design, asphalt can provide a smoother, durable and a comfortable ride for all,' he says. (AI image) India is readying a plan to reduce its acute dependence on China for rare earth minerals. The move comes at a time when China has imposed export curbs on rare earths and Indian industry has raised alarm bells on shortage of magnets and other components. India is looking at a Rs 3,500-Rs 5,000 crore scheme to promote the production of rare earth minerals and derived magnets domestically, with approval expected within two weeks, according to a senior government official. "The priority is to start domestic-critical mineral production in the shortest time period," the official told ET. China dominates global supply of rare earth magnets and has implemented export restrictions. These essential minerals, vital for manufacturing automobiles, electric vehicles (EVs) and renewable energy infrastructure, face supply constraints. The incentives in India's proposed programme will be distributed through a reverse bidding mechanism. This initiative follows an internal ministerial assessment that highlighted the necessity to diversify supply sources, given the substantial reliance on imports from China. India's Rare Earth Requirements The automotive sector has highlighted concerns about Chinese restrictions and requested governmental assistance. In April, Beijing introduced mandatory special export licences for seven rare earth elements and associated magnets. In India, manufacturers of EVs and wind turbines represent the primary consumers of rare earth elements, accounting for more than 50% of the projected domestic demand of 4010 metric tonnes in 2025. The overall requirement is anticipated to reach 8220 metric tonnes by 2030.
