Union Minister Kiren Rijiju lays foundation stone for e-vidhan project in Delhi Assembly

New Delhi [India], June 14 (ANI): Union Minister of Parliamentary Affairs Kiren Rijiju on Saturday laid the foundation stone for e-Vidhan (Paperless Assembly) project at the Delhi Assembly in the presence of the Delhi Assembly speaker, Vijender Gupta, marking a significant milestone in the digitisation of legislative governance.
Chief Minister of Delhi, Rekha Gupta also graced the occasion as the Chief Guest, while the Deputy Speaker of the Delhi Legislative Assembly, Mohan Singh Bisht, Minister of Industries, Food & Supplies and Environment, Forest and Wild Life Manjinder Singh Sirsa and Chief whip Abhay Verma were present as the Guests of Honour, according to a release.
Speaking on the occasion, Kiren Rijiju said, 'The laying of the foundation stone for the e-Vidhan Project at the Delhi Legislative Assembly is a commendable step towards adopting technology for legislative efficiency and transparency. While several states have already implemented the e-Vidhan system successfully, it is encouraging to see Delhi joining this important national initiative. I am pleased to be part of this progressive development. I want to see the Delhi Assembly as a model assembly, and this initiative will certainly help in achieving that goal.'
Rijiju further noted that, given Delhi's unique and complex administrative structure, this digital transformation carries special relevance. He emphasized that the e-Vidhan initiative is not merely about going paperless, but about enhancing transparency, public participation, efficiency, and digital security in legislative processes, according to the release.
Speaker Vijender Gupta described the initiative as a historic milestone aimed at making Assembly functioning more efficient, transparent, and environmentally conscious. The project, being implemented under the National e-Vidhan Application (NeVA), is expected to digitize legislative operations, reduce paper usage, and provide lawmakers with real-time digital access to legislative business.
The Speaker also informed that the tripartite MoU to implement NeVA was signed on March 22 between the Ministry of Parliamentary Affairs, GNCTD, and the Delhi Legislative Assembly Secretariat in the presence of Union Minister Kiren Rijiju.
Gupta further said that the Delhi Assembly has received grants of over Rs 9 crore from the Ministry of Parliamentary Affairs (MoPA), out which more than Rs 1 crore has granted in first instalment. He also said that the Delhi Assembly is on track to become the first in the country to run entirely on renewable energy, with a 500-kW solar power project being installed. Additionally, efforts are underway to transform the Assembly's traditional library into a modern e-library and to complete the renovation of the House before the upcoming Monsoon Session, according to the release.
Gupta further highlighted plans to develop the Delhi Assembly premises--where India's first Parliament once convened--into a heritage and cultural site. A legislative museum, interactive exhibits, and guided tours are proposed, with support from institutions like IGNCA and the National Archives. The project aims to celebrate India's democratic legacy while integrating cultural, environmental, and technological innovation in governance.
CM Rekha Gupta said the e-Vidhan project marks a significant leap towards strengthening transparency, efficiency, and environmental responsibility in legislative functioning. She emphasized that transitioning to a paperless system would not only modernize the legislative process but also set a benchmark for digital governance in the capital.
Reacting to this, Deputy Speaker Mohan Singh Bisht called the project a decisive step towards transforming the Delhi Legislative Assembly into a technologically empowered and transparent institution.
The e-Vidhan Project aims to make the Delhi Legislative Assembly fully paperless and digitally integrated. It includes provisions for electronic documentation of legislative proceedings, online access to bills and reports, digital mechanisms for questions and answers, and real-time updates of Assembly business. There are some legal settlements and other matters, which will require some payments and the withdrawal of certain cases." Pahalgam attack: NIA arrests two men for harbouring LeT terrorists

As per NIA investigation, both Parvaiz and Bashir had knowingly harboured the three armed terrorists at a seasonal dhok (hut) at Hill Park before the attack. 'The two men had provided food, shelter and logistical support to the terrorists, who had, on April 22 afternoon, selectively killed the tourists based on their religious identity, making it one of the most gruesome terrorist attacks ever. Both Parvaiz and Bashir have been arrested under Section 19 of the Unlawful Activities (Prevention) Act, 1967. Further investigation in the case is going on," the NIA spokesperson added. On April 22, militants attacked tourists at Pahalgam's Baisaran meadows, which is also known as mini Switzerland. 25 tourists belonging to different states and a local pony wala Syed Adil Shah, who attempted to save tourists by snatching the rifle of one of the attackers, were killed in the terror attack. 16 people were also injured in the attack. The security forces suspect involvement of four militants, including three Pakistanis Hashim Musa alias Suleiman, Ali Bhai alias Talha Bhai, Asif Fauji and a local militant, Abid Hussain Thoker, a resident of Anantnag in the April 22 Pahalgam attack. Police has announced a bounty of Rs 20 lakh on the head of militants. The NIA has taken over the investigation of the case and NIA officials are camping in Pahalgam for investigations. The NIA chief Sadanand Vasant Date has also visited the attack site to review the pace of investigations. On May 7, the Indian military launched Operation Sindoor to target and destroy terror infrastructure in Pakistan and PoK to avenge the Pahalgam attack.

Bhubaneswar (Odisha) [India] June 22 (ANI): Biju Janata Dal (BJD) leader Bhrugu Baxipatra has criticised the Bharatiya Janata Party (BJP)- led government for its performance in Odisha during its first year, claiming that the state has not received any substantial benefits. Speaking to the ANI, Baxipatra highlighted that the grant allocated to Odisha has decreased compared to the previous year. He also claimed that several major schemes, including the PM Awas Yojana and Jal Jeevan Mission, have been allocated zero funds. 'One year has been completed, but Odisha received no benefits... The grant that Odisha had to get decreased since last year... Multiple schemes have zero money like PM Awas Yojna, Jal Jeevan Mission...', Baxipatra said on Saturday. The BJD leader also expressed concern over the rising incidents of crimes against women and children in the state, with 15 rapes reported daily and over 26,000 FIRs filed in the past year. 'In the last year, Odisha has topped in atrocities on women and children. 15 rapes are happening each day and 26 to 28 thousand FIRs have been filed,' he added. Further, the BJD leader also expressed concern over the state's health crisis, citing the deaths of over 100 people from cholera and diarrhoea. He claimed that investment in the state has come to a standstill, with a significant drop from Rs 37,000 crores last year to just Rs 40 crores this year. Baxipatra also criticised the BJP government's vision for the state. 'Over 100 people have died from Cholera and Diarrhoea in the state... Investment has stopped - investment of Rs 37,000 crores came in last year, while not even Rs 40 crore was received this year, and Jharkhand has surpassed us in this... We worry that the truth of the state is not somehow reaching the Prime Minister.', Baxipatra stated. The BJD leader slammed the BJP government, saying it lacks vision. 'Odisha has witnessed 16% growth under Naveen Patnaik and according to the present vision document, there will be only 9% growth in 2036 when the state completes 100 years. The government has no vision, it does not know how to function, has no experience in administration and it is not ready to learn... They should take a tutorial class to run this government,' he said. Earlier, it was announced that in the absence of former Odisha Chief Minister and Biju Janata Dal (BJD) president Naveen Patnaik, the duties of the party office will be managed by its Political Affairs Committee. Additionally, Debi Prasad Mishra, Senior Vice President, Headquarters, will oversee the coordination of activities and programmes. The former CM has announced that he will undergo a medical procedure for cervical arthritis in Mumbai. In an office order issued on Wednesday, Patnaik stated that during his absence, the day-to-day affairs of the BJD will be managed by the party's Political Affairs Committee. Additionally, Debi Prasad Mishra, Senior Vice President, Headquarters, has been entrusted with coordinating activities and programmes between the various wings of the party. (ANI)
