SCASD moves one step closer to approving 2025-26 budget, includes tax increase

STATE COLLEGE, Pa. (WTAJ) – State College Area School District (SCASD) is seeking a 4% tax increase, citing inflation and other costs as the reason.
The district's board voted to approve the 2025-26 Proposed Final Budget, which includes a tax increase. This would make the real estate tax rate 52.9597 mills according to a press release sent out by the district. The 4% increase is equal to the district's Act 1 Index, meaning it is the maximum rate it could raise taxes by this year.

According to Randy Brown, the finance and operations officer for SCASD, the rise in cost for personnel contracts, utility bills and security services are all contributors to the suggestion of a tax increase. This comes after the district already raised taxes last year, a move which he says did not do enough to offset the growing costs, due to 'the inflationary pressures, as well as lack of increase in real estate revenue.'
The board also discussed the uncertainty of the national economy and how that would impact the budget.
'We have increased some budget areas to, hopefully, offset some increased expenses from the uncertainty in the markets,' Brown said. 'The other thing that we will do is we will try to anticipate areas where goods are going to have faster increases in costs. And so we will buy ahead as much as we can.'
According to the press release, the proposed final budget includes $207,523,588 in revenue – 79% of which will come from property taxes. Before anything is set in stone, there may be additional items presented to the board that could help the district bring the increase down.
'There still could be some impacts that, some items that are impacted that the final budget proposal – it may not be the exact document that they see on June 2 that they were presented with last night,' Brown said.
However, the possibility of a decrease happening for this budget is unlikely.
'This year, because of the economic uncertainty, because of the $20 million building project that we have at Mount Nittany Elementary School going on right now, and the upcoming Park Forest Middle School project, as well as the district-wide facility master plan planning that we are working on, I would not expect that tax rate to decrease too much,' Brown said.
Now that the district's board has approved the proposed final budget, they are required to give the community at least a 15-day notice that the final budget will be approved on June 2. Between now and then, the board will host a public hearing for people to come and learn more about the budget and weigh in.

An India-based criminal organization is drawing increasing political scrutiny in Canada, with some saying it needs to be declared a terrorist organization. This week, Brampton Mayor Patrick Brown called on Ottawa to declare the Lawrence Bishnoi gang a terrorist organization, joining a chorus of other voices. 'We must take transnational crime seriously and that means giving law enforcement the investigative tools to combat these sophisticated criminal networks,' Brown said on X. Brown was joined by deputy mayor Harkirat Singh and regional councillors Gurpartap Singh Toor and Navjit Kaur Brar in the request to have the Lawrence Bishnoi gang declared a criminal organization by Ottawa. 'The Bishnoi gang, a transnational criminal network, led from India, has been linked to a growing wave of violence, extortion and intimidation targeting South Asian communities in Brampton and across the Region of Peel,' Brown said in a prepared statement. The statement did not give examples of specific violent incidents. The Lawrence Bishnoi group was also named in the murder of Brampton-based rapper Sidhu Moose Wala, when Wala was in India in 2022. Bishnoi, who is in his early 30s, is the son of a police officer and was educated in a convent school. Now in custody in India on more than two dozen charges, including murder and extortion, he awaits trial. He has been accused of using intimidation tactics to extort business owners in Punjabi diaspora communities in North America, Europe and the Gulf states. The gang is reportedly run by Bishnoi through encrypted cell messages, even though he is behind bars in India. Brown's comments follow similar ones earlier this week, when B.C. Premier David Eby urged the federal government to label the gang a terrorist organization because of extortion and other crimes against the South Asian community on the West Coast. Eby said Tuesday that he was going to write to Prime Minister Mark Carney, asking that the Lawrence Bishnoi group be labelled a terrorist group 'to enable police to be able to use the necessary tools to investigate.' Last fall, the RCMP stated the gang was targeting members of the pro-Khalistan movement who were on Canadian soil, allegedly acting for the Indian government. On the West Coast, the Lawrence Bishnoi group was accused this week of firing bullets into the home of a Punjabi music producer. Last year, shots were reportedly fired at the home of Punjabi music star A.P. Dhillon on Vancouver Island and in 2023, shots were fired outside the West Vancouver home of Bollywood singer and actor Gippy Grewal. Indian media said the Lawrence Bishnoi group claimed responsibility for both attacks. Moves to label the Lawrence Bishnoi gang a terrorist group throw complications into Carney's attempts to rebuild the Canada-India relationship. Eby's announcement on Tuesday was praised by the World Sikh Organization of Canada. 'Canadian law enforcement and intelligence agencies have linked the Bishnoi gang to assassinations, extortions, and intimidation carried out at the direction of Indian government agents including the 2023 murder of Canadian Sikh leader Hardeep Singh Nijjar and other violent crimes,' the organization said. OTTAWA - Brampton Mayor Patrick Brown said he's 'cautiously optimistic' about the chances of India's Lawrence Bishnoi gang being named as a terrorist group after meeting with Public Safety Minister Gary Anandasangaree. Brown said he and representatives of Peel police met with the federal minister Wednesday after he asked police whether adding the Bishnoi gang to Ottawa's list of terrorist organizations would help with enforcement. British Columbia Premier David Eby sent a letter to Prime Minister Mark Carney earlier this week asking him to designate the Bishnoi gang as a terrorist organization — something the government did with seven other transnational criminal organizations earlier this year. Brown said Peel police told him a terrorist designation 'would be helpful' and that the gang is involved in 'serious criminal activity.' 'We're talking about extortions and murders in our region. I think (Anandasangaree) took it seriously. I'm cautiously optimistic that he's going to make this designation,' Brown said. Asked about Eby's request Wednesday, Anandasangaree said national security officials 'continuously' review whether criminal organizations meet the legal threshold to be named as terrorist groups. RCMP have alleged Indian diplomats shared information about Sikh separatists in Canada with the Indian government and that top Indian officials then passed the information to the Bishnoi gang. Brown said the gang has become more brazen in Brampton and local police have spotted vehicles with Bishnoi-affiliated decals in the Ontario city. 'They have over 700 shooters worldwide. They meet every threshold that is required to be designated as a terrorist organization,' he said. 'And if we can give police this tool to allow them to better combat this threat in Canada, I think that, you know, is a no-brainer.' The Criminal Code defines terrorist activity as a violent act that is, in whole or in part, committed for political, ideological or religious purposes and is meant to intimidate a segment of the public. Lawrence Bishnoi has been in an Indian prison since 2015 and has more than two dozen criminal cases pending against him. He has been accused of orchestrating violent acts of extortion while incarcerated, using a cellphone. The National Investigation Agency, India's counterterrorism agency, said in 2023 that Bishnoi ran his 'terror group from jails in different states' in India and through an associate in Canada. Once a group is listed as a terrorist entity in Canada, any property owned by the group can be frozen by the government and law enforcement can deploy additional tools to probe crimes associated with financing, travel and recruitment. 'If there was someone who came by with a decal on their car or on their jacket that was of Lawrence Bishnoi, and we have seen that, it would give the police tools to embark on an immediate investigation,' Brown said.
