Anglo American has appointed Tom McCulley as technical director, with immediate effect.
Anglo American has appointed Tom McCulley would become its new technical director
McCulley's appointment follows Matt Daley's decision to take up a senior executive role outside Anglo American, having served as technical & operations director since 2023, after joining Anglo American as group head of mining in 2017.
McCulley will continue as a member of Anglo American's executive leadership team.
Duncan Wanblad, chief executive of Anglo American, says, "I am delighted that Tom brings his decades-long experience across the extractives industry to take up the role of technical director, leading our global technical disciplines from discovery through to processing as well as our critical safety, health and environment work.
Tom's outstanding technical and leadership capabilities position him well to support our operations in sustaining their much-improved performance and identifying opportunities for further value enhancement.
"We congratulate Matt on his new role and we wish him every success. In his eight years at Anglo American, Matt has brought his considerable energy and passion for mining to his teams and the company as a whole.
We thank him for his significant contribution, most recently his leadership in driving operational excellence, and nowhere more so than in the extensive safety improvement work that he has championed."
McCulley and Daley will work together over the coming months to ensure a smooth transition before Daley leaves Anglo American later in 2025.
McCulley will also retain his responsibility for Anglo American's Crop Nutrients business.

The UK's unclear regulatory stance on digital assets is drawing sharp criticism from market participants, with some citing 'policy procrastination' as a key reason the country is falling behind both the European Union and the US in the race to define digital finance. In a Friday blog post, John Orchard, chairman, and Lewis McLellan, editor of the Digital Monetary Institute at the Official Monetary and Financial Institutions Forum (OMFIF), an independent think tank, argued that the UK has wasted its early-mover advantage in distributed ledger finance. The post, titled 'The UK keeps missing the boat on DLT finance,' said that the UK, once expected to set a post-Brexit gold standard for crypto regulation, continues to 'talk un-specifically about regulation in the future.' 'As it stands, there is a date conspicuously missing for the 'Regime go-live' portion of the Financial Conduct Authority's 'Crypto Roadmap,' though it suggests some time after 2026,' Orchard and McLellan wrote. EU and US introduce crypto regulations The European Union's Markets in Crypto-Assets (MiCA) framework is already in effect, while the US Senate recently passed the Guiding and Establishing National Innovation for US Stablecoins, or GENIUS Act, a landmark bill establishing federal guardrails for stablecoins. However, the UK's Financial Conduct Authority still lacks a confirmed go-live date for its crypto regime. 'This absence of a workable framework retards the UK's ability to adapt to the possibility that… all of finance is going onchain,' the authors wrote. The criticism also focuses on the UK's approach to stablecoins. Unlike the US, which treats them as distinct payment tools under the Genius Act, UK regulators have lumped them in with crypto investment assets, a move that has 'mystified' the market. The Bank of England's initial stance only deepened concerns. Its draft framework required systemic stablecoins to be backed entirely by central bank money — a condition industry players argued would make issuance commercially unviable. While the Bank has since begun to ease this position, it hasn't yet offered a workable model. Jurisdictions move forward with crypto regulations Meanwhile, other jurisdictions are making strides. In May, Hong Kong passed a stablecoin bill and is rapidly developing a tokenization ecosystem through its Project Ensemble initiative. The authors also praised the United Arab Emirates' Virtual Assets Regulatory Authority (VARA) for being a dedicated digital asset regulator, unlike the UK's attempt to adapt legacy institutions to new financial models. The blog concluded that while the UK led fintech innovation in the 2010s and still benefits from advantages like its time zone, language, and legal system, its position is far from secure. The delegation, which included 16 representatives from both public and private sectors, focused on attracting foreign investment and showcasing Jordan's growing capabilities in the ICT and outsourcing industries. Led by MoDEE officials, the business delegation featured representatives from the Ministry of Industry, Trade and Supply (MoITS) and Jordan Export. The government officials were accompanied by leaders from prominent Jordanian tech companies, which included CEOs and founders Alaa Muqattash of Advanced Business Solutions (ABS); Ahmad Bourini of Denamica; Yazan Tadros of EduHax; Zaidoun Karadsheh of Media Plus and BeeLabs; Omar Asa'd of SmartEye; and Faris Aloul of Vamu. Each of these companies corresponded to Jordan Source's strategic focus areas, including cybersecurity, gaming, information technology outsourcing (ITO), business processing outsourcing (BPO), education technology, and creative industries. The delegation kicked off their activities in Berlin (3–7 May) with a visit to the Startup Unit of the Federal Ministry for Economic Affairs and Climate Action (BMWK) to explore Germany's startup support models and exchange insights on digital innovation. The delegation then continued to engage with the German Startups Association in an open discussion on ecosystem building, data-driven policymaking, and startup advocacy, gaining deeper insights into how the association supports over 1,200 members across all levels and regions. Furthermore, the trip to Berlin explored joint investments between Jordan and Germany in future-ready skills and workforce developments. The delegation shared its vision and innovations in digital learning with the Digital Education Lab (DEL) by the Berlin Chamber of Commerce and Industry (IHK), as well as Christiani Competence Centres, opening the doors for collaboration in digital and vocational education. Wrapping up the first part of the official visit, Jordan Source met with RESPOND Accelerator by BMW Foundation for an exchange on impact-driven startups and leaders shaping the future of sustainable innovation. This dialogue laid the foundation for fostering purpose-led tech and building global partnerships that drive positive change. Upon landing in Saarbrücken (7–9 May), the Jordan Source delegation strategically aimed to establish high-level connections and showcase Jordan's tech sector. A key briefing with the Saarland Economic Promotion Corporation introduced Jordan's leading technology companies to the European stage, laying the groundwork for future collaborations and highlighting mutual economic opportunities. The delegation also dedicated significant time to exploring the forefront of German research and innovation. Visits to leading institutions such as DFKI, specializing in advanced AI, and the dynamic innovation hub at Universität des Saarlandes provided invaluable insights into cutting-edge technologies and the synergy between academia and entrepreneurship. These engagements aimed to foster potential avenues for joint research, knowledge exchange, and the adoption of best practices. Furthermore, the delegation immersed itself in Saarbrücken's vibrant innovation ecosystem to identify concrete collaboration opportunities and strategic alliances. Interactions with collaborative spaces like East Side Fab and Halle 4 facilitated direct engagement with startups and ecosystem builders.
