Karnataka minister HK Patil pulls up own government over illegal mining cases
Karnataka Law Minister HK Patil has written to Chief Minister Siddaramaiah urging him to punish those guilty of illegal mining in the state, alleging that the government has not been honest and committed to ensuring proper punishment for those guilty of "looting the state's wealth".In order to bring the culprits behind illegal mining to justice, Patil also suggested steps that the Siddaramaiah government should take, according to him.advertisementIn a seven-page letter to the Chief Minister, Patil claimed that only 7.6 per cent of all illegal mining cases have been investigated and that the government has not done enough to punish the culprits and recover the lost wealth.
"Between 2007 and 2011, massive treachery took place in Karnataka in the form of illegal mining. Politicians and bureaucrats systematically looted the state's wealth. The government lost Rs 1.5 lakh crore. But in spite of such a large-scale loot, the government has not demonstrated honesty and commitment in ensuring commensurate punishment for the loot and recovery of the state's wealth," Patil said in the letter.Patil said that there is public outrage over illegal mining in the state and the administration's inability to address most of such cases."There is outrage among people about this. A special investigation team (SIT), which is looking into a few cases, has not made progress. These cases are getting buried in government files and administrative delays," he lamented.advertisementPatil also suggested steps that can be taken to effectively address illegal mining and their investigation:Through the Criminal Law Amendment Ordinance of 1946, a Recovery Commissioner should be immediately appointed within the jurisdiction of the State Government to seize the property of criminals accused of recovery efforts. This Commissioner must be provided with the necessary support and strength. Steps must be taken with firm determination to make recovery effective.Compared to the number of illegal mining cases that have completed investigation and are now in the trial phase in court, there are at least ten times more cases that have not yet undergone investigation. Investigations into such cases are essential. For that purpose, a special investigation team with stronger enforcement authority should be formed, and the police system should be structured accordingly, enabling the punishment of criminals involved in such crimes.A special court must be immediately established to investigate the cases with criminal intent related to illegal mining.The Karnataka Law Minister further called for administrators to recognise the seriousness of the matter, saying, "The serious directives already given, and the documentary evidence submitted to the then-Cabinet subcommittee, must be preserved, and a final decision must be made before they disappear for any reason".advertisementThe state minister's scathing letter came more than a month after a CBI court convicted former Karnataka Minister Gali Janardhan Reddy and three others in the Obulapuram illegal mining case. The matter concerned the investigation into the case involving the Obulapuram Mining Company (OMC), owned by Reddy.The OMC case involved allegations of illegal iron ore mining and export in the Bellary region of Karnataka and the Anantapur district of Andhra Pradesh. Investigations revealed that OMC had obtained mining leases under the guise of captive mining but had engaged in unauthorised mining activities.Must Watch

CM says Joshi did not help State get grants recommended by Finance Commission
Chief Minister Siddaramaiah has said that Union Minister Pralhad Joshi, who is considered to be an influential Minister having good rapport with the Prime Minister, has not helped the State in getting ₹11,495 crore special grants from the Centre despite the Finance Commission's nod. Speaking to presspersons at the helipad in Yaragera village in Raichur district on Monday, the Chief Minister said that Mr. Joshi has no moral right to criticise the State government as he didn't extend a helping hand to the State. On his proposed visit to New Delhi, he said: 'We have sought appointment with the President to give clarification on the Bills pending from Karnataka that have been forwarded to her. We have requested for additional grants to the State under the 16th Finance Commission. We plan to meet the Prime Minister and the Finance Minister to discuss the issue.' Mr. Siddaramaiah said that while the State government is giving annual grant of ₹5,000 crore for the development of Kalyan Karnataka region, it has requested for similar grants from the Union government. On the demand for a secretariat for the region, he said that it will be verified. To a query on shortage of teachers being responsible for the drop in SSLC results in the region, he said that an order has already been issued for the appointment of teachers and the government will take all necessary steps to improve the results. On the letter of Law and Parliamentary Affairs Minister H.K. Patil on illegal mining, Mr. Siddaramaiah said: 'He has written the letter with the intention that a special court should be established to recover the pending dues after discussing the issue in the Cabinet. In fact, I took out a padayatra to Ballari after the then government failed to give a proper answer during the session on the report submitted by Santosh Hegde on illegal mining.' The Chief Minister clarified that he will discuss with MLA Raju Kage the issue of reported lack of development in his constituency and provide the requisite assistance. On MLA Belur Gopalkrishna's demand for resignation of Housing Minister, he said that he will get information on it. And, regarding the housing scam, he said that he will discuss the issue during a meeting with MLA B.R. Patil on Wednesday.

Congress govt. has fulfilled 242 promises out of 593 in two years, claims Siddaramaiah
Chief Minister Siddaramaiah on Monday said that the State government is delivering good governance. It has fulfilled 242 out of the 593 promises in the last two years, while the BJP government when it was in power didn't fulfil even 10% of the promises that it made, Mr. Siddaramaiah claimed. He was addressing a gathering after inaugurating the decennial ceremony of the implementation of Article 371(J), Budakattu Samskritika Utsav and naming of Raichur University after Maharshi Valmiki at Yaragera village in Raichur district on Monday. The Chief Minister also distributed benefits to beneficiaries of various schemes, laid foundation stone and inaugurated various development works worth ₹936 crore. Listing out the good work done by the Congress government, he expressed the confidence that people of the region will support the government and also the Congress by electing its candidates in all the seven Assembly seats of Raichur district in the next elections. Comparing the Congress rule with the BJP rule in the State, the Chief Minister said that the Congress government has initiated development works at a cost of ₹936 crore in Raichur district alone. 'It is clear and evident that the Opposition parties are lying about the State's financial condition, that the government has no money for development works. The BJP and the Janata Dal(S), that have a habit of misleading people, didn't put in any efforts to develop the State when they were in power. But they are unable to tolerate the development being taken up by the Congress government not only in Raichur district but also in the entire State,' he said. Taking a dig at BJP leaders, Mr. Siddaramaiah said that they have no moral rights to criticise the government and its commitment in developing the Kalyan Karnataka region. Mr. Siddaramaiah said that it was the BJP that opposed Article 371(J) for the backward Kalyan Karnataka region. However, senior leader Mallikarjun Kharge made it possible with the cooperation of the then Prime Minister Manmohan Singh and Congress leader Sonia Gandhi. 'Because of the special status, this region is getting a ₹5,000 crore annual grant, thousands are getting medical and engineering seats and the educated are getting government jobs under the provision,' he said. The Chief Minister explained how the State is being subjected to injustice by the Centre in releasing funds. 'Big injustice has been done to the State in the 15th Finance Commission, because of which the State has to face a deficit of ₹80,000 crore. No single BJP parliamentarian has questioned it. The State has already submitted memoranda and raised issues. Now, I will again meet the Prime Minister to make it correct in the 16th Finance Commission,' he said. Before concluding his speech, Mr. Siddaramaiah appealed to the people to elect MLA Basanagouda Daddal again, giving him another chance to serve the people.
