Unified governance framework for tourism in Oman soon
Muscat – Oman will implement an integrated governance framework for its heritage and tourism sectors by the end of 2025 aiming to align the planning and development efforts of ministries and governorates under a single system.
The decision was announced following a four-day national workshop, titled 'Addressing the Challenges of Governance of Heritage and Tourism Development Management with Governorates', held from May 26 to 29. The event was organised by Ministry of Heritage and Tourism (MHT) in cooperation with Oman Vision 2040 Implementation Follow-up Unit.
The proposed framework will focus on institutional coordination, clarifying roles and responsibilities, and preparing development plans at the governorate level. It also seeks to build consensus on land allocation for heritage and tourism projects while encouraging private sector and civil society involvement.
Speaking at the conclusion of the workshop, H E Salim bin Mohammed al Mahrouqi, Minister of Heritage and Tourism, said the ministry is halfway towards meeting its targets, but the growing role of governorates demands enhanced coordination.
'The governorates have become integrated tourist destinations in their own right due to their heritage and tourism assets,' he stated. He called for a unified environment that supports joint efforts between government entities, particularly at the municipal level.
H E Mahrouqi identified key challenges hindering sectoral development, including limited funding, inadequate infrastructure, centralised administrative processes and restricted local authority. He stressed the need to reduce bureaucracy and promote decentralisation.
'The ministry is committed to maintaining open channels of communication with governorates and municipal councils,' he added. 'Successes in the sector must be seen as collective achievements, not those of a single institution.'
Participants discussed practical strategies to overcome governance obstacles and to support the goals of Oman Vision 2040. These include raising tourism's share of GDP to 5.3%, attracting RO12bn in investments, improving Oman's ranking to within top 40 in the World Economic Forum's Travel and Tourism Development Index, and achieving 80% satisfaction rate among tourists.

ASMED urges stronger centre-governorate coordination for tourism growth
Muscat – Halima bint Rashid al Zaria, Chairperson of Authority for Small and Medium Enterprises Development (ASMED), has called for closer coordination between central authorities and governorates to support tourism and heritage development across the sultanate.
Speaking at a workshop organised by Ministry of Heritage and Tourism titled 'Addressing the Challenges of Governance of Heritage and Tourism Development Management with Governorates', Halima stressed the need for joint planning and a unified vision.
'Our work must be based on coordinated plans, not on emergency reactions,' she said, underlining the importance of strategic alignment between the central government and regional administrations.
Halima noted that the effectiveness of ASMED's support depends on the clarity of development plans at the governorate level. 'The more governorates have a clear plan for initiatives and events, the more effective and prepared we can be as an institution.'
She said a key challenge is the lack of shared annual planning among government entities. 'We submit our annual plan to the Council of Ministers early, and so do the governors, but these plans are rarely shared between us. Exchanging and harmonising plans at the beginning of each year will significantly accelerate achievement and improve responsiveness to local needs.'

The programme organizers also held exhibitions and local activities that consolidated the media presence and institutional outreach of the initiatives. The Ministry has prepared a guide and an integrated electronic system for evaluating and developing the initiatives, within the framework of supporting youth initiatives, regulating their objectives and improving their quality in cooperation with government and private establishments. This reflects a strategic approach to upgrade these initiatives from mere voluntary experiences into active community institutions.

Oman growing as an international hub for higher education" British report
Muscat: British institution Quacquarelli Symonds (QS) unveiled on Monday in Muscat the contents of its new global report, Advanced Capabilities of Higher Education in the Sultanate of Oman, highlighting Oman's growing role as an international hub for higher education. The launch was held under the patronage of Dr. Khamis Saif Al Jabri, Chairman of the Oman Vision 2040 Implementation Follow-up Unit. The report underscored the significant growth in Oman's research output, which increased by 36.9% in 2024 compared to 2023. Dr. Maryam Bil'arab Al Nabhani, Director General of Private Universities and Colleges, stated that Oman Vision 2040 has placed education, learning, research, and national competencies at the heart of national priorities, forming the foundation for building a competitive and sustainable knowledge-based economy. She added that the Vision has set an ambitious goal of having four Omani universities ranked among the top 500 globally in the QS rankings by 2040. Notably, Oman achieved positive results in the 2026 QS World University Rankings, with five Omani universities included, compared to only two in the 2025 rankings—reflecting the sector's rapid progress. Dr. Al Nabhani explained that three private universities made their debut in the global rankings, namely Nizwa University (ranked 770-761), Dhofar University (ranked 900-851) and the German University of Technology in Oman 'GUtech' (ranked 1200-1001). Additionally, Sultan Qaboos University (SQU) made remarkable progress, climbing to 334th place globally, up from 362nd in 2025. Meanwhile, Sohar University achieved a qualitative leap, advancing to the 1000-951 bracket after being ranked 1200-1001 the previous year. She attributed these positive outcomes to a strategic national approach, starting with enhancing education quality, supporting research, improving innovation ecosystems, and establishing institutional infrastructure that meets international evaluation standards—including QS criteria such as academic reputation, research quality, employability, international collaboration, and the ratio of international students. The QS report serves as a strategic reference document, promoting Oman's higher education institutions globally, supporting efforts to develop higher education, and reinforcing Oman's position as a leading regional and global hub for education and research in line with Oman Vision 2040. For his part, Dr. Moosa Abdullah Al Kindi, Dean of the Modern College of Business and Science, stated that the release of the QS Higher Education Report on Oman marks a pivotal milestone in documenting and advancing higher education. He noted that the college's participation in this initiative aligns with its mission to actively contribute to national development through academic excellence, research and innovation. He added that Oman's continued progress toward achieving Oman Vision 2040's goals makes such partnerships a vital tool for enhancing the global presence of its higher education sector. This event reflects the nation's commitment to improving education quality and achieving institutional excellence at regional and international levels.
