In a significant counter-terrorism operation, the Indian Army neutralised three Lashkar-e-Taiba (LeT) terrorists in the Keller area of Shopian district, Jammu and Kashmir. This operation, codenamed Operation Keller, was launched on May 13, 2025.
A top Lashkar-e-Taiba (LeT) commander was among three terrorists killed in an encounter with security forces in Shopian district of Jammu and Kashmir on Tuesday, officials said. Based on a specific input about the presence of terrorists in Shukroo Keller area of the south Kashmir district, security forces launched a cordon and search operation there.

What is Operation Keller?
Operation Keller was announced at around 12:50 pm on Tuesday. The operation was launched based on the specific intelligence of a Rashtriya Rifles Unit about the presence of terrorists in the general area of Shoekal Keller and is currently underway, the Indian Army said.

Who are the terrorists killed in Operation Keller?
A senior police official said the terrorists belonged to LeT. He identified the two as LeT commander Shahid Kuttay and Adnan Shafi. The identity of the third terrorist is being ascertained. Kuttay, a resident of Chotipora Heerpora area of Shopian, joined the terror ranks in March 2023. He was a category 'A' terrorist and a top commander of the outfit, the official said.
He said Kuttay was involved in several terror incidents and anti-national activities, including the killing of a BJP sarpanch at Heerpora on May 18, 2024. On April 26, days after the Pahalgam attack, authorities razed the house belonging to Kuttay. Shafi, a resident of Wanduna Melhora area of Shopian, joined the terror ranks in October 2024 and was a category 'C' terrorist. He was involved in the killing of a non-local labourer at Wachi, Shopian on October 18, 2024, the official said.
Operation Keller follows 'Sindoor'
The encounter took place amid rising cross-border tensions, following India's bold cross-border counterterrorism offensive, 'Operation Sindoor' on May 7, during which nine terror infrastructure sites in Pakistan and Pakistan-occupied Kashmir (PoK) were targeted. That operation was a retaliatory measure for the brutal killing of 26 civilians, including tourists, in the Baisaran meadow near Pahalgam on April 22.

The security forces suspect involvement of four militants, including three Pakistanis Hashim Musa alias Suleiman, Ali Bhai alias Talha Bhai, Asif Fauji and a local militant, Abid Hussain Thoker, a resident of Anantnag in the April 22 Pahalgam attack. Police has announced a bounty of Rs 20 lakh on the head of militants. The NIA has taken over the investigation of the case and NIA officials are camping in Pahalgam for investigations. The NIA chief Sadanand Vasant Date has also visited the attack site to review the pace of investigations. On May 7, the Indian military launched Operation Sindoor to target and destroy terror infrastructure in Pakistan and PoK to avenge the Pahalgam attack.

Announcing a big breakthrough in its probe into the heinous attack, the anti-terror agency has said it has arrested two men for harbouring the terrorists who carried out the attack at Pahalgam's Baisaran Valley, also known as 'Mini Switzerland'. "The two men - Parvaiz Ahmad Jothar from Batkote, Pahalgam and Bashir Ahmad Jothar of Hill Park, Pahalgam - have disclosed the identities of the three armed terrorists involved in the attack, and have also confirmed that they were Pakistani nationals affiliated to the proscribed terrorist outfit Lashkar-e-Taiba (LeT)," the NIA said in a statement. "Parvaiz and Bashir had knowingly harboured the three armed terrorists at a seasonal dhok (hut) at Hill Park before the attack, as per NIA investigations. The two men have been identified as Parvaiz Ahmad Jothar from Batkote, Pahalgam and Bashir Ahmad Jothar of Hill Park, Pahalgam, said the NIA on Sunday in a press release. The two men have disclosed the identities of the three armed terrorists involved in the attack, and have also confirmed that they were Pakistani nationals affiliated with the proscribed terrorist outfit Lashkar-e-Taiba (LeT). Parvaiz and Bashir had knowingly harboured the three armed terrorists at a seasonal dhok (hut) at Hill Park before the attack, as per NIA investigations. Further investigations in the case are continuing, said the NIA. It must be mentioned that on April 22, Pakistan backed LeT terrorists killed 26 civilians, including 25 tourists and a local pony owner, who had tried to stop the terrorists from spilling innocent blood. Among the 25 tourists was a Nepalese national. The attack outraged the entire country, after which Prime Minister Narendra Modi gave a free hand to the armed forces to avenge it. India carried out target-specific strikes against terror infrastructure in nine places in Pakistan and Pakistan occupied Kashmir, including Muridke near Lahore, Bahawalpur, Kotli, and Muzaffarabad. Pakistan retaliated by targeting civilian facilities in Poonch, Rajouri, Kupwara, Bandipora and Baramulla districts of J&K and sending a barrage of drones on the western border. Following this, Indian forces carried out precision attacks on 11 airbases in Pakistan.
