
Northbrook OKs cannabis infuser facility that makes THC gummies
A company that makes THC-laced gummies and vape pens has received approval to manufacture in Northbrook, though no products will be sold onsite.
Village trustees gave a Skokie company a special use permit earlier this month to operate a cannabis infuser facility in an industrial district in the northwest corner of the village.
Cheetah Illinois, LLC, plans to manufacture and distribute resin vape pens and cannabis-infused gummy products, Northbrook senior planner Swati Pandey said in a report to the Village Board.
The board voted unanimously to approve the proposal as part of its consent agenda on April 8.
Cheetah's Big Cat gummy contains 50mg of live resin, is gluten free and comes in four flavors, including blood orange, mango, watermelon and grape limeade, company officials said.
'Product development lead was (a) former Michelin star chef who brings experience in creating and commercializing high quality and shelf stable retail products,' they said in a 34-page report provided to the Village Board.
Cheetah plans to lease 14,549 square feet at 306-310 Era Drive, located in an I-1 restricted industrial district, Pandey said. The property is one of two spaces leased at the site and is currently vacant, she said.
'The subject property would be purchased by 306 Era Drive LLC, and the current and future owner have consented to this use,' Pandey said. 'The applicant has stated that they will not grow any cannabis on the subject property.'
All operations will take place inside Cheetah's building, including delivery of supplies and pick-up of products in an existing loading bay accessed through a garage door on the north side of the building, she said.
'There will be no on-site retail sales or cannabis dispensary options at this facility,' Pandey said.
Cheetah officials are in the process of obtaining an Illinois infuser license from another company, they said. Production cannot begin until the license is transferred and approved by the Illinois Department of Agriculture.
Cheetah plans to operate on the site from 8 a.m. to 6 p.m. Monday through Saturday and remain closed on Sundays, the report said. The company plans to hire 15-25 employees, it said.
The report outlined high security measures for receiving, handling, storing and processing THC oil. It said day-to-day operations will include:
A licensed transporter will deliver THC oil through docks inside the building.
Cheetah will document all oil received at the site.
The company will store all THC oil in a secured vault.
Cheetah will remove the oil from the vault only when it will be infused into its vape pens or gummy products.
After infusion, the THC oil will be returned to the secured vault.
'At no point shall Cheetah LLC handle or store any THC oil or other materials outside the building, and Cheetah LLC shall conduct all of its operations within the interior of the building on the property,' the report said.
The company will not produce cannabis concentrate to convert into resin, oil or other forms, said Anthony Ochs, an attorney for Cheetah.
'Cheetah will not be processing, growing or manufacturing hard materials,' Ochs said. 'Instead, Cheetah's operations will be to take finished THC oil and put them in products they design like parts of their vape pens or gummies.'
The company plans to install security cameras inside and outside the building, Pandey said. The security plan was reviewed and approved by the Northbrook Police Department, she said.
The proposal requires 70 parking spaces, including parking for an existing tenant, Pandey said. The property currently contains 77 spaces, she said.

A strong post-COVID showing for the 'city within a city' is highlighted by return-to-work amenities and luxe offerings Amid a resurgence of the Century City office market, new retail spaces are attracting tenants with grand visions to attract the corporate card-wielding crowds from talent agencies, law firms, financial services, private equity firms and other professionals, along with the residents of nearby luxury residential towers. The area's growth has drawn interest from around the country, with tenants such as Milos, Kyu, 2-Star Michelin restaurant Sushi Noz and Wally's Wine & Spirits at the Century Plaza. Plus, life and business strategist Tony Robbins partnered with Sam Nazarian to develop The Estate, a private wellness club set to open later this year in Century City with memberships that cost $35,000 per year. The duo plans to open 25 longevity-focused resorts and residential projects worldwide by 2030. More new restaurants and shops have signaled interest in Century City outposts. Famed Chicago eatery Gene & Georgetti, a third-generation Tuscan steakhouse founded in 1941 with the claim of the city's oldest steakhouse, has expansion plans beyond its original (and single) location. Owner Michelle Durpetti, who assumed control following her father's death last year, stated that she is looking to add multiple locations, including California. 'We have looked at several locations in the L.A. area,' said Durpetti, who noted that the restaurant has not yet signed a lease. That's the kind of interest that has been generated as office tenants flock to the area from West Los Angeles, Downtown Los Angeles and beyond. And while there's still prime space for three or four more restaurants, CBRE senior vice president Houman Mahboubi, who represents Century Plaza's nearly 100,000 square feet of dining, shopping and wellness space, indicated that there is strong interest from across the country as well. 'People want all of the amenities. It's the hottest market after Beverly Hills,' said Mahboubi. Office DevelopmentA crucial piece of new development is Century City Center, a 37-story tower developed by JMB Realty Corp. and designed by Johnson Fain, at 1950 Avenue of the Stars. Plans are on track to open the building in the second quarter of next year, anchored by CAA's 400,000-square-foot headquarters along with offices for law firm Sidley Austin and investment firm Clearlake Capital. General contractor Clark Construction celebrated a topping-out ceremony last December, and most of the building has been pre-leased. It has four full floors available, although there has been strong activity, according to the landlord representatives Eric Olofson, Pete Collins and Scott Menkus of Cushman & Wakefield. 'We expect the building to deliver fully leased,' said Eric Olofson, Cushman & Wakefield executive vice chairman. He stated that tenants are attracted to the amenities offered such as a tenant lounge, outdoor park and private gym, along with other features such as wellness amenities. For example, each floor of the building can control its HVAC and refresh air on a nightly basis, should they choose to do so. The building is targeting LEED Platinum certification, which represents the highest level of sustainable design for energy efficiency, minimal water usage, reduced greenhouse gas emissions, and a commitment to improving occupant health and well-being. In addition, the building will utilize technology called Cohesion that allows tenants to enter with the convenience and security of digital access with Apple or Google Wallet on their smartphones. They will also have one-tap access to space reservations, onsite events and instant building alerts. The new building has commanded lease rates in excess of $10 per square foot. It represents the high-water mark for the city and much of the West Coast. Those rates have directly led to increases in nearby buildings, where deals have transacted above $9 per square foot. According to data from brokerage firm Savills, contract and effective rents are at an all-time high in Century City, and the top six buildings are above $8 per square foot per month. Savills is among the companies that left Downtown for Century City. The commercial real estate firm plans to expand into a 24,000-square-foot office there later this year. 'You won't find better owners that are well-funded and are tenant service first' said Josh Gorin, president of Savills Los Angeles. He noted that statistics can be skewed by the availability rate at roughly 20% for the 13 million-square-foot area because trophy buildings have availability at half of that figure, and there are very few blocks that can accommodate tenants greater than 50,000 square feet. However, there are price points that work for many companies, with buildings ranging from $4.50 a square foot per month and up. Companies tend to sign long-term leases in Century City to mitigate the cost of construction. Moreover, they are focused on providing amenities that make the workspace collaborative. Savills' new office is hospitality focused, according to Goring, and the space has been reimagined to be a gathering place for employees and clients. Among its many features is a golf simulator. That sentiment was echoed by Andrew Ratner, executive managing director of CBRE's Century City office. The firm relocated to 2000 Avenue of the Stars at the beginning of 2024 that includes a hidden speakeasy-type space within its confines. About 110 employees regularly work at the office, which has 14 different types of workspaces available and connectivity at every desk for both individual and group work. 'Wellness and sustainability were a big part of our planning,' said Ratner. 'Attendance and the energy level in the office are both up. Century City is such a vibrant market.'

Texas hemp businesses brace for ban as governor weighs THC bill
Businesses selling hemp-derived THC products in Texas are in limbo as Gov. Greg Abbott faces a Sunday deadline to sign Senate Bill 3, which would ban most THC-infused consumables statewide. The bill, passed by the Legislature in May, would outlaw products containing Delta-8, Delta-9, and other hemp-derived cannabinoids, with exceptions only for CBD and CBG isolates 1. $8 billion industry at risk Over the past few years, the hemp industry has grown into an $8 billion market in Texas, supporting more than 53,000 jobs and generating over $267 million in tax revenue, according to the Texas Hemp Business Council 1. Candice Stinnett, owner of Emerald Organics in Fort Worth and a board member of the Texas Hemp Coalition, said the bill threatens the survival of thousands of small businesses like hers. Business owners push for regulation "We worked tirelessly since February, going down to the Capitol, having meetings with dozens of lawmakers and the speaker's office to come up with a regulation to just tighten up this industry," Stinnett said. She emphasized that the coalition supports regulation-not prohibition. "We do agree it needs to be an adult-use market. We do agree there should be milligram caps on products and no synthetic or converted cannabinoids-just pure, plant-derived cannabinoids," she said. SB 3 passes despite opposition Despite those efforts, SB 3 passed both chambers of the Legislature. Stinnett said the outcome was a major disappointment. Roughly 90% of the products sold at Emerald Organics would be banned under the bill. In response, Stinnett set up an information booth in her store where customers can sign a petition and write letters to the governor. Thousands of businesses affected According to the Texas Department of State Health Services, more than 8,600 businesses in Texas sell hemp products. The Texas Hemp Business Council estimates SB 3 could eliminate $4.3 billion in annual revenue and more than 50,000 jobs 1. Stinnett said she's unsure whether her business can survive if the bill becomes law. "Myself and the coalition, we're really hoping that Governor Abbott looks at those regulations and comes to, I guess, an agreement," she said.
