Election Commission of India on Wednesday (April 23, 2025) began a two-day training and capacity building programme for Booth Level Officers (BLOs) from Bihar, where Assembly elections are scheduled to be held later this year.
This is the third such batch of BLOs to be trained from Bihar. The group includes 229 BLOs, 12 Electoral Registration Officers (ERO) and 2 District Electoral Officers (DEO) from the State.
A specialized one-day training programme for the State Police Nodal Officer (SPNO) and Police Officers from Bihar was also held alongside, an official statement said.
The training programme was inaugurated by Chief Election Commissioner of India Gyanesh Kumar in the presence of Election Commissioner Dr. Vivek Joshi at the India International Institute of Democracy and Election Management (IIIDEM) in the national capital and was followed by an interaction with the participants.
The training is planned to familiarise the BLOs with their roles and responsibilities as per statutory framework so as to ensure error-free electoral rolls. They will also be trained in the IT applications designed to support their roles, the statement said.
This is the latest in the first phase of the ongoing physical training programmes at IIIDEM in which 555 BLOs from poll-bound States of Bihar, West Bengal and Assam and 279 Booth Level Agents (BLA-1s) of 10 recognised National and State political parties from Bihar have already been trained. These well-trained BLOs will form a corps of Assembly Level Master Trainers (ALMTs) to strengthen the entire network of BLOs nationwide.
The training of SPNOs and Police Officers from Bihar aims at improving coordination between election authorities and the police for enhanced electoral management, especially in the areas of law and order, vulnerability assessment, paramilitary forces (CAPF) deployment, and model code of conduct (MCC) enforcement, the ECI statement said.

Moreover, the ECI held Pan India all-party meetings at the CEO/DEO/ERO levels. The unique initiative aims to instil democratic values among students, while promoting gender sensitivity. Inspired by the Election Commission of India's Pink Booth concept, where polling stations are entirely managed by women to encourage female voter participation, the school adopted the model for its campus elections. The idea was brought to life by Venkappa B, the school's social science teacher, with support from staff and students. And a fixed election is poison for democracy," the senior Congress MP, who is also the Leader of Opposition in Lok Sabha, posted in Hindi. Rahul Gandhi has been demanding voter lists, election data and video footage from the poll panel, alleging irregularities in the Maharashtra assembly election. Rahul Gandhi's reaction comes after the Election Commission instructed its state poll officers to destroy CCTV camera, webcasting and video footage of the election process after 45 days if the verdict is not challenged in courts within that period, saying it feared the use of its electronic data to create 'malicious narratives'. Election Commission's letter to state chief electoral officers In a letter to state chief electoral officers on May 30, the poll body said it has issued instructions for recording various stages of the election process through multiple recording devices – photography, videography, CCTV camera, and webcasting during the election process. While electoral laws do not mandate such recordings, the commission uses them as an internal management tool during various stages of the electoral process. "However, the recent misuse of this content by non-contestants for spreading misinformation and malicious narratives on social media by selective and out-of-context use of such content, which will not lead to any legal outcome, has prompted a review," it said. It has now told its state poll chiefs that the CCTV data, webcasting data and photography of election processes at various stages will be preserved for 45 days. "If no election petition is filed in respect of a particular constituency, then the said data may be destroyed," it instructed. Any person can file an "election petition" challenging the poll verdict in the concerned high court within 45 days.
