Budget FY26: Sindh CM takes step aimed at finalising proposals, allocations
KARACHI: Sindh Chief Minister Syed Murad Ali Shah has begun budget meetings to finalise the development proposals and their allocations for the next financial year and has also made significant decisions by launching an austerity drive to conserve funds for development initiatives.
In this regard, two separate meetings of the Finance and Planning & Development departments were held at CM House. These meetings were attended by Minister P&D Nasir Shah, Chief Secretary Asif Hyder Shah, PSCM Agha Wasif, Chairman P&D Najam Shah, Secretary Finance Fayaz Jatoi, Special Secretary Finance Asghar Memon, and Member P&D Fatah Tunio.
The chief minister presiding over a meeting directed the Planning & Development Department to finalise the ADP, stressing that rehabilitation of flood-damaged infrastructure must be prioritised in the upcoming budget. He further instructed that canal and watercourse lining projects should also be included in the new development schemes.
Highlighting the importance of agricultural growth, Murad Ali Shah called for schemes that focus on improving agricultural output and productivity. 'It is time to pay special attention to the agricultural sector,' he said.
Shah reiterated the government's ongoing commitment to the health sector, emphasising the need to enhance healthcare facilities across the province. On education, he stressed the urgency of upgrading primary schools to the elementary level and giving focused attention to both formal and non-formal education systems.
The CM also directed that multiple schemes be introduced for technical and higher education and called for projects that promote sports and healthy activities for youth.
The meeting marked a major step in shaping the Sindh government's priorities for the next fiscal year, focusing on rebuilding infrastructure, boosting agriculture, improving healthcare and education, and supporting youth development.
However, presiding over anther meeting he highlighted the government's efforts to enhance financial resources and expressed optimism that provincial tax collection agencies would meet their targets.
Main projects identified for accelerated funding in the new fiscal year include the K-IV water supply project, the Shahrah-e-Bhutto expressway, and ongoing transport schemes in Karachi. The Shahrah-e-Bhutto project, a 38.75-kilometre expressway, is seen as a transformative initiative aimed at improving urban connectivity and reducing congestion.
Murad Shah also called for the introduction of new schemes to expand the Annual Development Programme (ADP) and stressed the importance of fiscal prudence. He advocated for cost-saving measures to ensure that savings are redirected towards development activities.

Sterling at five-week low against dollar as markets mull Middle East risk
LONDON: The pound fell against the dollar on Monday with the greenback benefiting from safe-haven demand as investors assessed the risk of an Iranian response to U.S. attacks on its nuclear sites. By 1054 GMT the pound was down 0.5% versus the dollar at $1.33795, its lowest level since May 20. British Prime Minister Keir Starmer spoke to U.S. President Donald Trump on Sunday, his office said. Starmer also urged Iran to return to the negotiating table. Market focus is firmly on the price of oil, which earlier spiked as much as 5.7% and was last up 0.5%. 'Ultimately the pound is exposed…Pro-cyclical currencies have a negative sensitivity to oil prices,' said Francesco Pesole, FX strategist at ING. Elsewhere, UK flash PMIs hit screens showing business activity expanded modestly in June, but the data barely moved the needle on the pound. The S&P Global UK Composite Purchasing Managers' Index rose to 50.7 from 50.3 in May - edging further above the 50.0 growth threshold. Sterling gain slightly against dollar 'Overall, the PMIs suggest that the biggest hit to the economy was in April and things are now starting to recover. That said, the subdued level of the PMIs is still pointing to near stagnation,' Thomas Pugh, chief economist at RSM UK, wrote in a note. The Bank of England held interest rates at 4.25% last Thursday as expected but flagged a weaker labour market and the risk of higher energy prices as conflict in the Middle East escalated. Despite the hold, market watchers took a doveish hint from the 6-3 vote split in favour of keeping rates on hold, with three MPC members in favour of a cut, a factor that is still playing a role according to ING's Pesole. 'Markets are still tending towards the doveish side for the pound curve,' he said. As of Monday, 58% of traders were betting on a 25-bps rate cut at the BoE's next session in August, with 42% betting on no change.

Banks, miners drag Aussie stocks lower; Mideast tensions loom
Australian shares slipped on Monday, pressured by banks and miners, as cautious investors braced for possible Iranian retaliation against the US attacks on nuclear sites, fuelling concerns over global growth and inflation. The S&P/ASX 200 index fell 0.7% to 8,446.0 points by 0057 GMT. The benchmark had ended 0.2% lower on Friday. Iran vowed to defend itself after the US dropped 30,000-pound bunker-buster bombs onto the mountain above Iran's Fordow nuclear site, while its parliament approved a move to close the Strait of Hormuz, which handles nearly a quarter of global oil shipments. 'The first moves will be reactive, possibly knee-jerk and out of fear: a typical 'shoot first and ask questions later' approach,' Kyle Rodda, a senior financial market analyst with said. He wondered if Iran would retaliate by choking off oil tankers in the Strait of Hormuz. Meanwhile, Australia's Foreign Minister Penny Wong said Canberra supported the US strike on Iran and called for de-escalation and a return to diplomacy. Energy stocks gained 0.5%, tracking oil prices, which jumped to a five-month high as Washington's weekend move to join Israel in attacking Iran stoked supply worries. Woodside and its smaller peer Santos rose 0.6% and 1.3%, respectively. Banks dropped 0.6% to drag the benchmark lower. Australian shares rise on the back of banks, energy stocks The 'Big Four' banks slipped between 0.7% and 1.6%. Miners fell 0.9% on weaker iron ore prices as demand continued to battle a persistent slump in China's property market. BHP and Rio Tinto lost 1.2% and 0.1%, respectively. In company news, Metcash rose as much as 5.4% to its highest in more than a year after the wholesale distributor's full-year net profit attributable jumped 10%. The stock was the top gainer on ASX 200. Markets now await local consumer price index data later this week for further cues into the Reserve Bank of Australia's interest rate trajectory. New Zealand's benchmark S&P/NZX 50 index slipped 0.2% to 12,544.73 points.
