BJD, BJP clash over backward class reservation in Odisha

Bhubaneswar: The battle over the backward class quota intensified in Odisha on Wednesday as the opposition BJD demanded a 27% reservation, matching the central govt's OBC quota.
The BJD's demonstration near Raj Bhawan drew immediate criticism from the BJP, which accused the regional party of political posturing after remaining inactive on the issue during its long tenure in power.
The face-off comes in the wake of the state govt's recent implementation of an 11.25% quota for socially and educationally backward classes (SEBCs) in general undergraduate and postgraduate courses from this academic year.
This development occurred a day after state BJP president Manmohan Samal announced that a similar quota would soon be extended to medical and technical courses.
In a memorandum addressed to Governor Hari Babu Kambhampati, the BJD demanded the implementation of a minimum of 27% reservation for SEBC/other backward class (OBC) students across all educational institutions in Odisha, including higher education, technical education (engineering and medical colleges), and vocational institutions.
The BJD also sought to increase the existing reservation percentages for ST and SC communities in technical and professional courses to 38.75% to align with their actual demographic representation, as is already followed in general higher education. The quota for SCs and STs in medical and technical education currently totals 20%, including 12% for STs and 8% for SCs, while it is 38.75% in general courses.
BJD MLA Arun Sahoo said the recent govt decision regarding the 11.25% reservation for SEBC students in higher educational institutions is inadequate and lacks comprehensive implementation.
"While the Central govt and several other states have already implemented a 27% reservation for OBCs across educational institutions, Odisha must follow suit to uphold the principles of equity, social justice, and constitutional responsibility," he said.
Countering the BJD, higher education minister Suraj Suryabanshi said the BJD remained anti-backward classes and anti-SCs and STs throughout its long 24 years of being in power.
"It did nothing. However, when the BJP govt has made a good start, the BJD has started preaching. The regional party has no such moral rights," he said.
Suraj pointed out that when the Orissa high court in Dec 2021 ruled that there couldn't be a quota for backward classes in panchayat elections in the absence of empirical data of their population, the BJD govt happily ended the quota instead of taking steps to collect their data and implement the reservation. In a similar situation, the BJP govt in Madhya Pradesh, then led by Shivraj Singh Chouhan, met the pre-requisites of collecting population data by postponing the panchayat elections, he said.

'Each year, a large number of students, particularly those from rural and underprivileged backgrounds, are denied admission solely due to the non-availability of the current year's OBC certificate at the time of document submission/verification,' the letter said. The signatories, including Ashok Kumar (former DUTA executive member) and Ram Kishore Yadav (member, academic council), wrote that nearly 10% of eligible OBC students lose admission opportunities annually due to this issue. 'Such a provision will ensure fair and equitable access to education for OBC students and minimise dropout or rejection rates due to procedural delays,' the letter added. When contacted, UGC officials did not respond to a request for comment.

Tripura government gives jobs to 18 next of kin of victims murdered in political violence
The Tripura Government has started the process of distributing job offers to families whose members were killed in incidents of political violence before the incumbent alliance government came to power in 2018. Jobs were handed to 18 next of kin of the victims, which an official on Sunday (June 22, 2025) described as the first phase of such recruitment. 'A committee was constituted to provide government jobs to persons whose family members were victims of political murders. So far, the panel has received 39 applications, and out of these, 18 persons have been given jobs,' Tripura Parliamentary Affairs Minister Ratan Lal Nath said at a press conference. 'Several families couldn't even file FIRs with police, and many case records are missing,' he claimed. The BJP-led government in December 2020 announced a scheme to provide jobs to next of kin of those killed in political violence over a period of 46 years with 2018 as the cutoff year. Thereafter, some jobs were disbursed to the affected families, but not blockwise like now. A State Government official said 18 aspirants who were selected from the list recommended by a committee which was earlier set up to identify the victim families. 'The primary consideration for recruitment is based on the financial condition of the families, but all those lost kin would also be considered in the next phases,' the official stated. The apparent policy of the State Government is to support only non-left families who fell prey to violence during previous CPI(M)-led governments. The victims, according to the official assessment, had been connected with the Congress party, as it was the main Opposition party in the state before 2018. CPI(M), now in opposition, alleged that the policy of providing government jobs only to non-left families is 'inhumane', as scores of left supporters were killed in political violence. A party leader pointed to targeted killings of left leaders, workers and supporters during the 'repressive' five-year rule of the Congress-TUJS alliance government from 1988 to 1993. Central Zonal Council meet: Shah to arrive in Kashi today
1 2 Varanasi: Union home minister Amit Shah will arrive here on Monday evening to chair the 25th Central Zonal Council, which will be attended by chief ministers of four BJP-ruled states, including Uttar Pradesh, Uttarakhand, Madhya Pradesh and Chhattisgarh.
