Claims of forest rights face challenges as Dec deadline looms

Time of India08-06-2025

Margao:
Sixty-five-year-old Mahadev Velip clutches weathered papers outside his mud house at Morpirla, in Quepem taluka — documents that could secure his family's future under the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act.
Like thousands of others, he waits as chief minister Pramod Sawant's Dec 19 deadline to clear all pending claims faces mounting challenges.
With 10,500 claims filed across the state, only 871 families have been cleared to be issued sanads (title deeds) so far. Another 949 claims have been rejected, leaving 8,680 families in limbo — including Velip's.
Sanads will be issued to 150 families at a function to be held on Monday at Ponda.
Also, a special camp will be held on June 14 across six talukas to fast-track pending cases.
'This land has been our home for generations,' said Velip, his eyes scanning the foliage around his dwelling. 'Without official recognition, we have always lived in fear.'
Sources in the tribal welfare department reveal three critical obstacles threatening the Dec 19 timeline. The most pressing is a severe shortage of skilled personnel for spot verification and demarcation of claimed land — the crucial step in the validation of each claim.

Survey teams currently manage only three to four verifications per day, a pace that appears insufficient given the massive backlog.
The monsoon compounds these difficulties. Heavy rain triggers extensive vegetation growth and waterlogging, making forest sites virtually inaccessible and bringing verification work to 'almost a standstill', officials said.
A forest department official said, 'We are racing against time and nature.
The monsoon window severely limits our working months.'
A third challenge involves ensuring adequate gram sabha attendance to validate claims — the requirement of 50% quorum at gram sabhas, with a third of them women, has turned out to be a major impediment in the speedy processing of the claims.
Further, processing claims that are not supported by adequate documentation is fraught with delays.
With the Dec 19 deadline only six months away, sources said the fulfilment of the promise depends on navigating these formidable challenges.

Edu dept seeks report on CU hostel beam fall

1 2 3 Kolkata: The state higher education department has requested a report from Calcutta University after a wooden slab from the ceiling fell on an empty bed at the CU ladies' hostel in Beadon Row early on Friday morning. Higher education department sources said a letter would be sent to the university next week. A wooden beam in room number 17 on the first floor of the PG Lady Students' Hall at Beadon Row collapsed onto an empty bed belonging to a final-year PG student who was fortunately not present at that moment. Two other boarders in that room were affected when dust from concrete and wood fell on them. After the incident, university engineers visited the site, and renovation work will be undertaken soon by a govt agency. A higher education department official told TOI, "This is a very serious matter about which we will ask for a report from the university next week." On Saturday, several boarders were seen leaving the hostel with their luggage. Krishna Roy, a Bengali final-year PG student and All India Democratic Students' Organisation's president of the College Street campus unit, who was in the adjacent room, said, "I heard something heavy fall from the ceiling and immediately came out of my room, which is next to it. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Treatment That Might Help You Against Knee Pain Knee pain | search ads Find Now Undo The building is 170 years old and has not been maintained properly. " Calcutta University's interim vice-chancellor Santa Datta Dey said, "Arrangements have been made in some rooms at the PG hostel at Viharilal College and the guest house at Ballygunge to shift the students from the hostel. However, some of the girls do not want to shift as they have exams from June 24 and prefer to stay in the same neighbourhood as it is closer to the university." Boarders have been relocated to six other CU hostels. A university source said the hostel operates in a rented building, and the authorities will seek legal advice before initiating repair work.

ECI launches 23 new reforms to strengthen electoral process

Vijayawada: In a move to bolster the electoral process, the Election Commission of India (ECI) has rolled out 23 new initiatives spanning six key areas — electors, political parties, election staff, legal stakeholders, procedural reforms, and internal enhancements within the commission. During an informal briefing in Velagapudi on Friday, P Pawan, deputy director (media division), said the ECI introduced a first-of-its-kind mobile deposit facility at polling booths. This service, aimed at easing the voting experience, was piloted during the recently held bye-elections for five assembly seats across four states. Among other initiatives, the ECI has increased the number of polling stations and capped the maximum number of voters per station at 1,200. To improve accessibility, additional booths are now being established in high-rise buildings and residential colonies to encourage greater voter participation. Elaborating more about the initiatives for political parties, Pawan mentioned that the ECI successfully conducted capacity-building programmes for booth level agents of political parties of Bihar, Tamil Nadu, and Puducherry states at the India International Institute of Democracy and Election Management (IIIDEM). by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Trading CFD dengan Teknologi dan Kecepatan Lebih Baik IC Markets Pelajari Undo Subsequently, the canvassing norms in terms of distance were reduced to 100 metres from the entrance of polling stations. Moreover, the ECI held Pan India all-party meetings at the CEO/DEO/ERO levels. "A total of 4,719 meetings, including 40 meetings at the CEO level, 800 at DEO, and 3,879 at ERO levels, were held with over 28,000 representatives from various political parties participating in the meetings," the ECI deputy director added. Drawing attention to the procedural reforms, the ECI official said to resolve the bogus voters issue, the ECI introduced a new mechanism for unique EPIC numbers. Also, the full-fledged digitisation and upgradation of the voter turnout rate (VTR), index card, and statistical reports publishing process for faster dissemination of VTR trends and other electoral data was taken up by the ECI. Furthermore, over one lakh booth level officers (BLOs) and supervisors would be trained in the next few years, with training for 3,000 booth level supervisors completed at IIIDEM, New Delhi. In addition, the BLOs will be given a standard photo ID card, the ECI official added.

Training prog for civil defence volunteers kicks off in UT

1 2 3 Chandigarh: Punjab Governor and Union Territory Administrator Gulab Chand Kataria formally inaugurated the Civil Defence Volunteer Training Programme at the Mahatma Gandhi State Institute of Public Administration (MGSIPA) on Saturday. The inauguration also marked the beginning of the programme's first batch of volunteers. Deputy commissioner Nishant Kumar Yadav welcomed the volunteers with a heartfelt address, assuring full support from the Chandigarh administration. He reflected on the overwhelming public response to the initiative launched post Operation Sindoor, where a modest registration camp at Tagore Theatre on May 10 drew an unexpected crowd of over 5,000 citizens, far surpassing the anticipated 800. This surge of civic enthusiasm led to the selection of 1,600 volunteers from a pool of 7,300 registrants for the first phase of training. These volunteers will be trained in four batches of 400, undergoing a six-day intensive programme that includes sessions at MGSIPA, the fire department, Western Command Army, and the National Disaster Response Force (NDRF). Looking ahead, a valedictory ceremony in mid-July will celebrate the volunteers' commitment, where they will receive certificates, uniforms, and ID cards. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like [Click Here] - 2025 Top Trending Search - Local network access Esseps Learn More Undo The city's civil defence structure will be organized into a pyramid command system, ensuring efficient localised disaster management. At the top will be the chief controller, followed by chief wardens, deputy chief wardens, post wardens, sector wardens, and finally the wardens, who will directly oversee the volunteers. Home secretary Mandip Brar emphasized the importance of proactive preparedness, saying, "What truly defines a city is not just how it responds to a disaster, but how prepared it is before the disaster strikes." Kataria urged citizens to embrace the spirit of responsibility, resilience, and readiness, encouraging enthusiastic participation and execution of duties when needed. Volunteers took a solemn pledge, echoing the civil defence motto: "Working for the benefit of all." Among the many inspired citizens is Monika Thakur, a resident of Sector 20, who discovered the programme through Instagram. Driven by a sense of duty, she stepped forward to contribute to the safety and security of her city.
