Revision of the Implementation Plan for the International Peace Cooperation Assignments in South Sudan
At cabinet meeting on June 13, 2025, the Government of Japan decided to revise the Implementation Plan for the International Peace Cooperation Assignments in South Sudan to extend its period, in light of the significance of continuing contribution toward the international peace and security.
Japan has dispatched JGSDF personnel as staff officers to the headquarters of the United Nations Mission in the Republic of South Sudan (UNMISS) since November 2011 and 4 staff officers are currently in charge of planning and coordination in areas of logistics, information, engineering, and air operations at UNMISS HQs in Juba.
Regarding Deputy Chief of Staff (jurisdiction over Personnel, Training, Evaluation) and his Personal Assistant who had been additionally dispatched since May 2024, they recently returned home after completion of their one-year mission tour, based on the United Nations Secretariat's policy to rotate the dispatching country every year through selection.
Also, regarding Information Officer who is originally tasked to data collection and database maintenance, we have decided to add information analysis as his duty responsibility based on the request from UNMISS.
On May 8, 2025, the United Nations Security Council adopted resolution 2779 (2025), which extended the mandate of UNMISS until April 30, 2026, following the adoption of resolution 2778(2025) on April 30 this year which had extended its mandate till May 9.
UNMISS is the only UN peacekeeping operation to which Japan currently deploys its personnel. And the dispatch of staff officers to UNMISS is intended to support the progress of the peace process in South Sudan together with the international community. From the perspective of maintaining and strengthening close engagement with the United Nations, cooperation with African countries in the vicinity of South Sudan and ensuring opportunities for human resource development, the dispatch is meaningful.

UN: Gaza children bear brunt of record violence in conflict zones
The United Nations has sounded the alarm over what it calls an 'unprecedented' rise in violence against children caught in conflict zones, with Gaza topping a grim global list. In its annual report, the UN confirmed more than 8,500 grave violations against Palestinian children in 2024, most carried out by Israeli forces. More than 4,800 of those violations were recorded in the Gaza Strip alone. The UN said it had verified the deaths of 1,259 Palestinian children in Gaza, while information on another 4,470 reported child fatalities is still under review. The devastating numbers stem largely from Israel's ongoing military assault on Gaza. Israeli forces remain on the UN's so-called 'list of shame' for grave violations, including killings, recruitment, and obstruction of aid. The occupied West Bank has also witnessed a surge in violence, with rights groups reporting increased military raids, home demolitions and settler attacks since the war on Gaza began.

Marcos open to discussing ICC return, UN expert's human rights recommendations under study
President Ferdinand Marcos Jr. is open to discussing the recommendations of a United Nations expert on improving the country's human rights situation, including the possible return of the Philippines to the International Criminal Court (ICC). Communications Undersecretary Claire Castro said in a press briefing that while there are no formal discussions yet, the president has previously indicated openness to rejoining the ICC. 'Open po siya. No'ng huli po kaming nag-usap… sinabi niya open naman po siya,' Castro said, emphasizing that this was based on past conversations with the president. [Translation: He's open. During our last talk—since this has come up before—he told me he's open to it.] Marcos earlier said the matter of rejoining the ICC remains under study. The Philippines withdrew from the Rome Statute, the treaty that established the ICC, in 2018 during the Duterte administration. The withdrawal took effect in 2019. Former President Rodrigo Duterte is currently detained by the ICC over alleged crimes against humanity tied to his administration's war on drugs. The potential return to the ICC is one of several recommendations made by UN Special Rapporteur Irene Khan, who visited the Philippines in 2024 to assess the state of freedom of opinion and expression. Khan's full report, released this week, acknowledged reforms taken under the Marcos administration but said these are not enough to fully move on from past abuses. 'The government must embark on more significant legal, policy, and institutional changes to demonstrate its commitment to freedom of expression,' Khan said. She also urged the Philippines to ratify key human rights treaties, including the International Convention for the Protection of All Persons from Enforced Disappearance. Among her more controversial proposals was the abolition of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), citing its role in red-tagging and other alleged violations. Khan recommended that the government adopt an executive order to formally denounce red-tagging and implement accountability measures for those who engage in the practice. Castro said the administration welcomes the international recognition of its current human rights efforts, and affirmed that the president would carefully study Khan's recommendations.
