The US Marine Corps is trying to figure out how to sort out friendly and enemy drones in battle

The Marine Corps is developing drone policies to distinguish between friendly and enemy drones.

The Marine Corps is learning to fight with uncrewed aerial systems, and there's a lot to figure out. One Marine Corps leader said the potential for confusion on cluttered future battlefields "haunts" his dreams.
"Knowing what's good guys versus bad guys, knowing what to kill and not to kill," that sort of thing "haunts my dreams," Col. Sean Hoewing, the director of the Marine Corps' Capabilities Development Directorate's Aviation Combat Element, said last week at the big annual Modern Day Marine expo in Washington, DC.
The push to develop counter-UAS capabilities coincides with the service's efforts to develop its offensive capabilities.
The service has established a new Attack Drone Team and aims to replicate it across the Corps, using competition to mimic the stressors of combat. It's also set up UAS advisory councils to accelerate feedback from troops on the ground to senior leaders in the Pentagon who can field requests to industry partners.
Drones are quickly becoming a top priority, especially as the world watches what how drone warfare unfolds in Ukraine.
In future fights, Marines will need to be able to identify not only friendly or enemy UAS systems with lethal payloads but also systems like logistics resupply drones and maybe even casualty evacuation drones, which could create new concerns around the identification of medical UAS systems for wounded enemy combatants, which are protected by the Geneva Conventions.

Friendly and enemy identification of drones has become increasingly important in Ukraine, where one Ukrainian drone operator previously told Business Insider that it is not uncommon for troops to end up jamming everything nearby in a "cluttered battlespace."
Combat footage from the front lines in Ukraine has highlighted the confusion that can quickly arise from drones. In the chaos of battle, it can be difficult to figure out which quadcopter is friendly and which may soon be dropping grenades overhead.
Col. Scott Cuomo, the commander of the service's Weapons Training Battalion and the new Attack Drone Team, envisions a not-so-distant future for Marines in which UAS identification demands will force troops to drill down on strict airspace deconfliction procedures.
"Someone's going to do the fires coordination, just like we've always done," Cuomo said, referring to the practices of ensuring strikes from aircraft, artillery, or other weapons can occur without harming friendly forces. "So there's a lot of just building on what we've done in the past," he said.
What might that approach include in practice? When a Marine sends out a UAS with a payload on it, "you're going to tell someone that you're going to do that," Cuomo said, referring to detailed fires coordination between infantry units and their command centers.
Friend-or-foe identification is far from the only challenge of battlefield drone operations. Both Ukraine and Russia have been forced to grapple with tremendous drone losses, not only to one-way attacks but also to electronic warfare.
A reluctance to squander too many UAS systems may add more complexity to UAS identification concerns. "We can't necessarily take the approach that it's okay if we lose 40% of our stuff," Hoewing added. "That's not going to work for the Marine Corps."
Loss of equipment is anathema to Marines, who treat equipment accountability as an immovable tenet. That may contradict the lessons from Ukraine though, where cheap drones are considered expendable and used as individual rounds of ammunition.
There is a lot to sort out, but the only way Marines will be able to iron out the pains of such complicated UAS oversight will be more sets and reps, Cuomo said. "Just give it to the Marines, and then figure out the training."

A European defense firm's ground robots are being used by Ukrainian soldiers. The experiences there have led to key changes in its products, the Milrem Robotics' CEO told BI. He said Europe's militaries should be learning from Ukraine's fight in case Russia attacks. A military robotics company based in a NATO country bordering Russia says battlefield use of its machines in Ukraine provided valuable insight that led it to rethink its technology and how it could better meet wartime demands. Estonia 's Milrem Robotics makes autonomous ground robots that can be used to gather intelligence, evacuate wounded troops, dispose of explosive devices, and carry weaponry like machine guns. Its THeMIS model, which can carry a payload of up to 2,645.5 pounds and travel at up to 12 miles per hour, is in Ukraine, clearing mines, carrying cargo, and moving out injured soldiers. Kuldar Väärsi, the founder and CEO of Milrem Robotics, told Business Insider that Western weapons makers and militaries need to be learning from what's happening in Ukraine and that the company's experiences there have led to some changes in its products. Väärsi said that developments in Ukraine are "totally different" from peacetime, when weapons are used in training and exercises. The company has been closely watching for ways to make its robots better, both to help Ukraine and to help Europe if needed. One key area has been the simplicity of use. He said the THeMIS was "already quite simple and very easy system to control," but the needs on the battlefield meant it had to be even simpler. He said that in peacetime, equipment might only be used by experienced troops with training. "In Ukraine, in real war, you can't follow that," Väärsi said. "Basically, anybody who needs that equipment will use it, and the more intuitive and simple you make the user interface and you make the usability, the more certain you can be that actually it'll be properly used and efficiently used and it'll be useful for the troops." The electronic warfare battle in Ukraine, in which both sides are jamming and spoofing everything — drones, comms, GPS, and more— has also sparked big changes in uncrewed systems technology. "What we have learned and changed and implemented in our systems is everything related to EW, communication, and cyber," the Milrem CEO said. Evolutions in countermeasures like electronic warfare have led to developments like fiber-optic drones and AI-enabled drones that are resistant to enemy jamming. "What we can see as a trend in Ukraine is that technologies around communication change basically weekly," Väärsi said, referring to the combat systems that rely heavily on stable signals. The feedback from Ukraine means "we have changed quite significantly our design and our products," he said. Väärsi said the company was "very eager" to provide its systems to Ukraine it is based in Estonia, a country once part of the Soviet Union like Ukraine and a current Russian neighbor worried about the possibility of an attack on its sovereignty. Estonia is among the biggest defense spenders in NATO as a proportion of GDP and one of the countries sounding the alarm the loudest about Russia. "It's our mission to support Ukraine as much as we can, to help them win this war. And even if it's as little as sending our vehicles, then we should certainly do it," Väärsi said. He said it's a good business move, too. "If you look at it from the validation perspective, the equipment which doesn't justify itself in Ukraine, why should that be even necessary?" Milrem was founded in 2013, and Väärsi said that before this war, "quite a lot of people were talking about unmanned ground vehicles in defense," but there were also "lots of doubts around it." This war "has demonstrated that unmanned ground vehicles have a really important place on the battlefield," he said. Learning from Ukraine Many Western governments want their countries' battlefield technology in Ukraine so companies can learn how best to be ready for any potential conflict with Russia — something many European countries warn could happen. It's something many Western defense companies want too. Their products can be battle-tested and updated, proving their worth and increasing sales. Luke Pollard, the UK's armed forces minister, said last month:"If you are a drone company and you do not have your kit on the front line in Ukraine, you might as well give up." Väärsi said that Milrem Robotics has a team that regularly visits Ukraine, meets military units, and works directly with the operators who use the company's equipment. It will also soon have a team based in Ukraine to "be closer to Ukrainian forces and to support them even better," he shared. Many companies work closely with soldiers to aid development. A Ukrainian drone operator previously told BI that he texts and FaceTimes with drone makers about their products to encourage a better iterative design and development process. Robots of the future Ground robots are particularly useful on the battlefield because they can be used to move a lot more weight than the flying drones and often more than humans can, fire from positions that are not safe for soldiers to fight from, and travel closer to Russian positions than any human fighter can safely. Väärsi said he sees the robots' role "as a first line of defense or offense," keeping troops safer. That benefits Ukraine, which doesn't have manpower to spare. "You don't move your troops in front, but you move your unmanned systems," he said. Väärsi noted Ukraine, which has a rapidly growing defense industry, has also developed a "very capable" ground robots industry. It's a technology the West and others as well are looking at more and more. Germany's ARX Robotics opened Europe's largest production facility for ground military robots this year, and companies across the continent are making new models. Milrem is playing a leading role, heading a consortium developing unmanned ground systems that received $56 million in funding from the European Defense Fund. Its robots are capable platforms that Russian researchers actually put a bounty on, encouraging soldiers to try to steal one to advance Russia's work in this space. The company's other products include larger combat vehicles, like HAVOC, which has a payload capacity of 5 tons. It also has an AI-enabled intelligent functions kit, which lets the vehicles move autonomously. It says that its products are part of robotics programs or in service in 19 countries, including the US, UK, and Germany. Ground robots are one of many things Ukraine's international partners are watching closely as they look into what sort of tactics, weaponry, and so on they should adopt. Milrem collaborates with companies that are in Ukraine, and Väärsi encouraged other foreign defense companies to do the same. "What I consider very important is that in Europe we need to learn and very seriously learn what is ongoing in Ukraine: what works, what doesn't work, what mindsets need to be shifted to be better equipped if — hopefully that never happens — but if Russia decides to expand their activities in the warfare."

Because for drone technology, there is no harder place to survive than the frontlines of the war against Russia's invasion, where both sides are using unmanned aerial machines of all shapes and sizes to kill and to observe, reshaping modern warfare. And because the battlefields also bristle with electronic countermeasures and weapons to confuse, jam and shoot down drones, Ukraine has also become an extreme real-life proving ground for advances in drone technology, some of which has started to spill over into non-military sectors. For manufacturers, being able to say that their drones and related equipment have been battle-tried and tested by Ukrainian forces is becoming a sales pitch as they market their wares not just to national defense departments, but also to police forces, border authorities, rescue services and civilian users. 'When we say, 'This is a good machine, it works,' people can believe us or not. But when it's guys in Ukraine and others saying they're happy, it has greater value," says Bastien Mancini, president and co-founder of French drone manufacturer Delair, which has teamed up with European defense contractor KNDS to supply Ukrainian forces with 100 exploding drones. KNDS' sales literature notes that they are 'combat-proven." Mancini says civilian users of Delair's other non-military drones 'see things that work in Ukraine and say to themselves, 'It resists jamming, it resists the loss of a radio connection and whatnot and so it's going to be fine for civilian use, like inspecting electric cables or whatever." 'It really has helped us win markets. It gives people confidence," he told The Associated Press at the Paris Air Show, a major shop-window for the aviation and defense industries. He's been making regular trips since the start of Russia's full-scale invasion in February 2022 to meet Ukrainian drone manufacturers, drone software developers and the military authorities. 'Every quarter, the situation changes completely,' he said in an interview. 'Every company, let's say, that makes military equipment or every army is very interested by drones. But the ones that really use them and understand how to use them is the Ukrainians." For Ukraine, trying to defend against swarms of Russian drones that target cities and waves of drone-supported Russian troops is a matter of survival. So, too, is finding workarounds to counter electronic warfare systems that Russia deploys to jam and disable Ukrainian drones, igniting what has become a drone-technology arms race between the two sides and for manufacturers outside of Ukraine, too. Small drones that drop bombs and explode against targets — mass-produced at a fraction of the cost of other more complex weapons systems that its allies have supplied — have become increasingly vital for Ukraine's resistance. Its Defense Ministry has said that it plans to buy 4.5 million drones this year, all Ukrainian-made, that allow their operators to see what the machines see, so they can guide the flights in real time — exploding in a Russian trench, for example, or even against a single enemy soldier. That's three times more drones than the ministry bought last year, it says. 'Drones saved Ukraine,' said Alex Vorobei, the Ukrainian sales representative for Ailand Systems, a Ukrainian start-up developing a drone that detects land mines. Vorobei and others in the drone business say that manufacturers not involved in Ukraine risk being left behind. 'If you're in the defense field and still not in Ukraine, it means you are nowhere," Vorobei said at the Paris show. A micro surveillance drone unveiled by Parrot at the Paris show has a nod to Ukraine in its name — the Anafi UKR — and also has been field-tested in what Seydoux describes as the 'very harsh environment' on the frontline. It's equipped with artificial intelligence technology to enable it to find its way when radio and navigational signals are jammed. Parrot says the drone's ready-for-war resilience and features also make it a good fit for law enforcement operations, such as monitoring crowds, tracking suspects or keeping watch over borders, and for rescue services in remote areas or during fires and accidents when navigational signals might go down. Ukraine has been 'a real laboratory or test for us, to see if our products worked,' said Delair's Mancini. Its Oskar exploding drone, which has polystyrene wings, carries a half-kilogram (one pound) warhead to detonate against troops and lightly armored vehicles. Delair developed it in under a year, repurposing one of its civilian drones that was already used in France for mapping and inspecting power cables, and hardening it for Ukraine with technology to resist Russian jamming. "Five or 10 years ago, lots of people were asking themselves, 'Are drones really useful for something?' No one is asking that question today," he said.
