CM Himanta Biswa Sarma announces Shradhanjali scheme for Assam's migrant workers
In a significant policy push, the Assam Cabinet, led by Chief Minister Himanta Biswa Sarma, on Sunday approved a series of key decisions aimed at social welfare, environmental conservation, administrative reform, and economic development.
Addressing the media after the meeting, CM Sarma highlighted the cabinet's commitment to inclusive growth and dignified governance.
One of the most notable decisions was the approval of the 'Shradhanjali' scheme, aimed at facilitating the dignified and coordinated repatriation of deceased residents of Assam from other states.
Scheduled for implementation from October 1, 2025, the scheme will primarily support low-income workers and those who die in accidents or criminal incidents outside the state. Assam Police's Special Branch will act as the nodal agency, with a DIG-level officer overseeing its execution. A dedicated social media channel and helpline (112) will support timely communication by families of the deceased.
In a move to empower the Rabha community, the Cabinet greenlit the creation of the Rabha Development Council for Rabha people living outside the Rabha Hasong Autonomous Council (RHAC) area. The Council will be tasked with implementing welfare schemes focused on the socio-economic and cultural development of the community.
The Cabinet also approved a landmark decision to classify the transgender community as Socially and Educationally Backward Classes (SEBC), aligning with Supreme Court directives. Applicants seeking Transgender Identity Cards must furnish proof of being original inhabitants of Assam, with District Commissioners designated to verify and issue the cards. Environmental conservation featured prominently, with two major wetlands in Goalpara district—Urpad Beel (1256 hectares) and Hasila Beel (245 hectares)—being designated as Proposed Reserve Forests (PRFs) under the Assam Forest Regulation, 1891. The public will be given a month to raise any objections or suggestions regarding Hasila Beel's notification.
The Cabinet also focused on bolstering welfare measures, approving the enhancement of the honorarium for Cook-cum-Helpers under the PM POSHAN scheme from Rs 500 to Rs 1,000 per month, taking their total monthly honorarium to Rs 2,000 from October this year. In education, newly appointed teachers under the Special Recruitment Drive will receive their first annual increment in July 2025—advancing the timeline by a full year.
Furthering employment reforms, it was decided that 50 per cent of the Supervisor posts in the Women and Child Development Department will be reserved for experienced Anganwadi Workers, while the remainder will be filled through direct recruitment.
In a boost to housing and transport support, the government extended its flagship 'Apon Ghar' and 'Apon Bahan' schemes to regular and eligible contractual employees in five key PSUs and societies, including the National Health Mission and Samagra Shiksha Axom.
On the industrial front, the Cabinet approved the Assam State Mineral Exploration Trust Rules, 2025, to regulate and promote the sustainable exploration of minor minerals.
In a major energy infrastructure development, Hinduja Renewables was allotted land in West Karbi Anglong for a 900 MW pumped storage project with an investment of Rs 5,400 crore—pivotal in advancing Assam's renewable energy goals. Additionally, the Cabinet approved the transfer of 40 bighas of government land for establishing a Jawahar Navodaya Vidyalaya in Chandrapur, Kamrup (Metro), aimed at enhancing access to quality education.
Finally, the state will establish a Rs 3,000 crore Assam Industrial and Green Growth Fund, anchored with Rs 500 crore, to support renewable energy, agro-tech, tourism, and start-ups, positioning Assam as a key player in sustainable and green economic growth.

Assam CM Himanta Biswa Sarma announces commencement of Ambubachi Mahayog
New Delhi [India], June 22 (ANI): Assam Chief Minister Himanta Biswa Sarma on Sunday announced the beginning of 'Ambubachi Mahayog,' an annual celebration honouring the divine femininity of Maa Kamakhya. In a post on social media platform X, Chief Minister Sarma shared that spiritual leaders and devotees from across the country would gather at the sacred Nilachal Hills to offer prayers. He welcomed pilgrims to Assam for a divine experience and to seek the blessings of Maa Kamakhya. 'Today marks the beginning of the #Ambubachi Mahayog, an annual celebration of Maa Kamakhya's divine femininity. Spiritual Gurus and devotees from across the country will dawn upon the sacred Nilachal Hills to pray for Bharat. I welcome all pilgrims to Assam & wish everyone a divine experience and the choicest blessings of Maa Kamakhya,' the post read. Earlier on June 21, Sarma also dedicated two newly constructed district jails in Chirang and Baksa, further enhancing the region's infrastructure. It may be noted that Sarma first inaugurated the district jail at Kajolgoan in Chirang, which has been constructed involving the financial outlay of Rs 72.79 crore. The jail can accommodate 500 prisoners, 352 male and 138 female, separately. On the other hand, the district jail at Mushlapur, Baksa, was constructed for Rs 53.86 crore and has a capacity for 500 inmates, including standard administrative and inmate facilities. Speaking at the inaugural function held at Kajolgaon in Chirang, Chief Minister Sarma said that Chirang, though a full-fledged district, somehow lacks necessary infrastructural facilities.' However, as a result of joint initiatives by the state government and the BTC administration, the district is being empowered with much-needed infrastructure facilities. Within a very short time, construction work for the Chirang district stadium will get underway,' the CM said. He also said that the Upendra Nath Brahma garden being built in Chirang with a financial outlay of Rs 8 crore, once completed, will increase the beauty of Chirang. He said that the Gelephu Mindfulness City in Bhutan has created several possibilities in Chirang. Considering this development, the State government has undertaken several development works to empower the Chirang district socially and economically. The new road project will facilitate smooth movement from Chirang to Gelephu, and the rail line from Gelephu to Kokrajhar will touch Chirang, which will definitely expedite the economic development of the district,' he said. Chandigarh: The Punjab cabinet on Saturday decided to appoint the chief secretary as the chairman of all local development boards in the state, effectively transferring this responsibility from the chief minister, who traditionally held this role. The cabinet, which met under the chairmanship of chief minister Bhagwant Mann, amended Section 29(3) of the Punjab Regional and Town Planning and Development (PRTPD) Act. The amendment empowers the chief secretary to lead the state's development authorities, a move modelled after urban planning bodies such as Ahmedabad Urban Development Authority (AUDA), NOIDA, Meerut, Kanpur, and Lucknow. This decision follows the cabinet's approval two weeks ago for the acquisition or 'land-pooling' of 24,311 acres in Ludhiana and 6,285 acres around Mohali to facilitate new urban estates. The reallocation of power marks a significant departure from Punjab's norm, where political figures — including chief ministers and ministers — have traditionally chaired key development bodies such as GMADA (Greater Mohali Area Development Authority), GLADA (Greater Ludhiana Development Authority), and PUDA (Punjab Urban Development Authority). Finance minister Harpal Singh Cheema explained that the move was aimed at improving the functioning of the development authorities. 'The chief minister is the chairman of the authority, but due to his busy schedule, the work sometimes gets delayed. This change will help streamline proceedings and ensure timely decision-making,' Cheema said during a media briefing. Additionally, the cabinet has decided to include the departments of revenue, industry, water supply and sanitation, and others in the decision-making process of the development authorities, a step intended to enhance interdepartmental coordination. The Shiromani Akali Dal (SAD) has strongly criticised the move. SAD spokesman Daljit Singh Cheema took to X (formerly Twitter), calling the decision 'illegal, unconstitutional, and arbitrary.' He pointed out that according to the 1995 Act, the chief minister and housing minister are ex-officio chairman and vice-chairman of the boards, respectively. He questioned the legality of replacing the CM with the chief secretary, suggesting that this undermines the authority of Cabinet ministers. 'Why is the office of CM being downgraded? Who is pressuring the Cabinet to act against constitutional norms?' Cheema wrote. Nod to fill 500 posts in jail dept In order to enhance the security in jails, the cabinet gave approval for filling 500 posts of various cadres in the jail staff. This recruitment will include 29 assistant superintendents, 451 warders and 20 matrons, which will be done by Punjab Subordinate Services Selection Board, thereby helping to beef up the security in the jails, said an official spokesperson. Policy for industrial plot sub-division approved The cabinet also approved a comprehensive policy for the fragmentation and sub-division of industrial plots in PSIEC-managed industrial estates to enhance land use efficiency, the spokesperson said. This policy caters to the demands of industrialists and plot owners as well as of prominent industry associations, including the Confederation of Indian Industry (CII), Mohali Chamber of Industry & IT, and Mohali Industrial Association. It addresses the need for smaller industrial plots, particularly for the IT and service sectors, to promote efficient land use, attract investments and establish a structured, transparent mechanism for plot fragmentation and sub-division, said the spokesperson. The policy facilitates the optimisation of land usage, boosts operational efficiency, and supports project expansion by addressing long-standing demands from industrial stakeholders. It applies to freehold plots of 1,000 square yards or larger, with subdivided plots maintaining a minimum size of 400 square yards. A fee of 5% of the current reserve price of the original plot will be charged, reduced to 50% for family members or legal heirs of a deceased allottee, the spokesperson added. This policy includes a standard operating procedure (SOP) to streamline its implementation. The cabinet gave ex-post facto approval for the constitution of the high-powered cabinet sub-committee to intensify the 'war on drugs' programme of the state. This move will further help in day-to-day scrutiny of the ongoing war against drugs thereby making Punjab free from the menace of drugs and wean away the youth of state from this scourge, according to the spokesperson. Nod to frame Punjab fire and emergency services rules The cabinet gave nod for framing of Punjab Fire and Emergency Services (Validity of Fire Safety Certificate) Rules, 2025. This will enable the state government to prescribe the period of fire safety certificate in the case of buildings or premises, including those of specified risk categories through a notification, the spokesperson said. Factory rules amended The cabinet gave approval to amend Rule 2A, Rule 3A, Rule 4 and Rule 102 of Punjab Factory Rules, 1952, for facilitating ease of doing business. This will enable self-certification plans of the factories by any civil/ structural/ mechanical engineer with 5 years of experience or masters degree with two years experience subject to verification by the department. Structural stability certificate by any civil/structural engineer with five years of experience or masters degree with two years experience will also be allowed subject to verification by the department. Likewise, women workers will be allowed to work in the manufacturing of pottery and ceramics, and the process of extracting vegetable oil which is banned presently, according to the spokesperson. Consent to amend Punjab Labour Welfare Fund Act The cabinet also gave consent to amend the Punjab Labour Welfare Fund Act 1965. Several provisions of the Act are no longer in line with present-day needs. So, various provisions of the Act have been amended to secure the interests of the Labour by making the Fund more realistic and progressive, according to the spokesperson.
