Erin's Angels re-introduces a bill to help protect children
PHOENIX, N.Y. (WSYR-TV) — April is Child Abuse Awareness Month, and the Phoenix non-profit Erin's Angels is re-introducing a bill in remembrance of Erin Maxwell. The 11-year-old was murdered by her step-brother in their Palermo home in 2008.
Erin's Angels advisory committee is urging lawmakers to pass the Children's Bill of Rights this time around. NY State Senate Bill 2009-S1510, also known as Erin's Law, was first introduced by Senator DeFrancisco in 2009. The bill never passed and has since been renamed to the Children's Bill of Rights.
'Right now, the minimum standards for care for children in New York State is abysmally low,' said Sheila Dion, founder and director of Erin's Angels.
The bill aims to raise those standards — ensuring that children have access to clean water, sufficient food, proper bedding, hygiene, and other basic necessities.
'If you look at the statistics in Oswego County, our abuse, neglect, and maltreatment rate is three times the state rate. I don't see that changing without the introduction or the passage of this bill,' said Jackie Flint, president of the board of directors for Erin's Angels.
The bill would also strengthen penalties for crimes against children under 14, including heavier sentences for people like Erin Maxwell's step-brother, Alan Jones. Jones served nearly nine years in prison for killing Erin. He was released in 2018 and now walks free.
'Meanwhile she's not here anymore, and that's atrocious. Shame on us as a community,' said Dion.
If passed, the bill would make the aggravated murder of a child a Class A-1 felony, carrying a sentence of life imprisonment without parole.
'Our advisory committee doesn't want life to go on anymore. We want to stop it right here and say, 'No, these minimum standards of care need to be increased. They need to be raised. We need to protect these kids with this law.' And so we're asking for support from the community to sign our Change.org petition,' said Dion.
Dion said about 1,500 people have signed the petition so far. She's hoping to get 10,000 signatures by September.
There are also many concerns if the bill doesn't pass.
'I think we're going to see a lot of the same outcomes. As you look, just since Erin Maxwell's death, we've had three more tragedies just in Oswego County alone,' said Flint.

Recently, rumors of a serial killer in Austin, Texas started gaining traction (again) when a teenage boy's body was pulled from the area's Lady Bird Lake on June 3. Although authorities claim the boy's death was not "suspicious," it was enough to make people in the area (and the internet) bring up the "Rainey Street Ripper" — a moniker that's been given by locals to a suspected killer in Austin. Here's the story: Over the past three years, 19 corpses have been found in Lady Bird Lake (which is actually a reservoir) in Austin, Texas. And you should know that swimming has actually been banned in Lady Bird Lake since 1964. However, kayaking and paddleboarding are allowed. According to KVUE, the reservoir contains a lot of construction debris from old bridges, concrete, and rebar, as well as junk like shopping carts and even needles. Also, untreated water runoff from the city can pollute the reservoir with things like oil and gasoline. According to My San Antonio, bodies have actually been found in Lady Bird Lake for a long, long time, dating back to when it was called "Town Lake" back in the '60s. But, what really shook locals, was that in 2022, a "cluster" of six bodies were found. The victims were Rocael Lopez, Ricky Parks, Amos Olatayo, Christopher Gutierrez, Kyle Thornton, and Josue Moreno. Interestingly, they reportedly all had similar features. Then, in 2023, five more bodies were found, again, all men. It was reported that each had gone missing after having a night out on the nearby Rainey Street, which is a popular nightlife area with many bars, music venues, and food trucks. The moniker "Rainey Street Ripper" was given by locals to this believed serial killer because of Lady Bird Lake's proximity to Rainey Street. However, according to My San Antonio, the Austin Police Department has said, "There is no evidence to support that these deaths are suspicious in any way. The vast majority of the cases either involve someone suffering from mental illness, substance abuse, or a medical issue." But locals have not been satisfied with the APD's statements, with many apparently "suspicious" of police. In fact, there is a Facebook group, The Lady Bird Lake Serial Killer, which was created in February 2023 and has over 92,000 members. And former Austin resident (and YouTuber) Colin Browen believes the APD is "a very strange organization," and even started a petition in 2024, asking the APD to "acknowledge that the Austin drownings may not be accidents." The petition has over 6,000 signatures. In the petition, it states they are asking for:1.) Install proper lighting, trail cameras, and safety barricades along Lady Bird Lake.2.) Reopen cases that have been categorized as "accidents" and investigate them as "criminal incidents." According to Browen's petition, none of the deaths that have been deemed "accidents" by police have been "thoroughly investigated as more than that — an 'accident.'" Browen further says, "I have spoken to multiple family members of victims who believe that their loved ones were targeted and or murdered by a person or persons that is currently operating in the Austin city area. There is a belief amongst family members of victims that their loved ones were drugged before their deaths (another possibility that the APD refuses to acknowledge)." The petition also highlights what Browen alleges are "inconsistent autopsy reports, misleading toxicology reports, unexplained injuries, unexplained routes of victim travel, and leads that were never properly investigated." Adding more fuel to the suspicion fire, in the last few years, several young men have been found either beaten to near death or actually killed on a trail surrounding Lady Bird Lake that is poorly lit and has no surveillance cameras. The lack of lighting and security cameras is actually an issue that victims' friends and families have brought up to lawmakers many times. For example, in 2018, 25-year-old Martin Gutierrez disappeared from that trail and was found a week later, dead, in Lady Bird Lake. According to his brother, Martin had "decided to go out with some friends on Rainey Street, and he never came back." In 2019, 21-year-old Christian Pugh was found "barely alive" at Lady Bird Lake after having a night out with friends on Rainey Street days before. Although he was found on the opposite side of the lake (from Rainey Street) and his injuries were bad enough to put him in a coma, the APD said that he "fell from the bridge in a 'tragic accident.'" However, Pugh's family believes he was thrown into the lake from a nearby bridge. In 2022, 29-year-old Joshua Crow had been riding his bike on that trail when he reportedly died from "blunt force trauma to the head and chest." According to his family, he'd been on his way to work at a bar on Rainey Street. In February 2023, 30-year-old Jason John went missing after a night out with friends and was found dead in Lady Bird Lake eight days later. According to the autopsy reports, he was found "fully dressed with all his personal property, including his wallet and phone, in his pockets." His death, like the other ones, was ruled an accident by the police. And then, in April 2023, 33-year-old Jonathan Honey was pulled from Lady Bird Lake. Joney had been in town for a bachelor party when he initially went missing on March 31. The medical examiner's office ruled that Honey died from drowning and that the death was accidental. Boy Who Accidentally Drowned in Pool Was Weeks Shy of Turning 4, Family Says
Police in Australia said a 3-year-old boy, later identified as Dion Robbins, was found unresponsive in a backyard pool and later pronounced dead at the scene on June 14 In a GoFundMe, Sue Longstaff, Dion's aunt, said her nephew was trying to collect some toys when he fell into the pool "He had the most infectious laugh and loved his baby brother endlessly,' Lizzie Robbins, Dion's other aunt, saidA family in Australia is grieving after their 3-year-old boy drowned in a pool — just weeks before his birthday. The incident occurred on Saturday, June 14, in the city of Palmerston in Australia's Northern Territory, said the Northern Territory Police Force in a news release. Emergency responders received reports around 3:30 p.m. local time of a 3-year-old boy, later identified as Dion Robbins, found unresponsive in a backyard pool. Authorities said the child was administered CPR after being taken out of the water. 'Police and St John Ambulance attended and continued CPR; however, he was pronounced deceased at the scene,' authorities said. Officials have characterized the incident as an accidental drowning. Sue Longstaff, who was identified by as the victim's aunt, created a GoFundMe on behalf of the child's family. 'Yesterday a family's worst nightmare became their reality, 3 year old Dion, a happy go lucky adventurous little boy used a stool to reach the pool latch and let himself in to collect some toys and unfortunately fell into the pool,' Longstaff wrote in the fundraiser description. 'There are no words to describe the pain of his loss, he was weeks away from celebrating fourth birthday,' Longstaff added. As of Tuesday, June 17, the GoFundMe has raised over $10,000 in Australian dollars (more than $6,500 in U.S. dollars). Lizzie Robbins, Dion's other aunt, remembered her nephew as a 'caring and loving little boy.' 'He had the most infectious laugh and loved his baby brother endlessly. They were the two amigos — always getting into mischief together," Robbins told NT News, as shared by The Northern Territory Police Force said its Crime Command is investigating the incident. ‘The country's more important than my reputation': Rep. Mannion explains tirade on House floor
SYRACUSE, N.Y. (WSYR-TV) — Congressman John Mannion admits he didn't want his vulgar comments toward a fellow New York congressman 'broadcast to the world,' but he thinks it might turn out to be a 'good thing.' Rep. Mannion sat down with NewsChannel 9 on Friday, after returning back in Syracuse from Washington, DC, where on Thursday, he unleashed a tirade on Republican Congressman Mike Lawler. Audio of the heated exchange was caught on the official camera feed broadcast from the House floor. 'F**king stop it, Lawler,' Mannion shouted. 'F**king get over there and get some f***ing balls!' In his interview with NewsChannel 9, Mannion said Lawler then asked something to the effect of 'who do you think you are?' 'You know who I am,' Mannion is heard responding twice. 'I'm a New Yorker just like you.' On Friday, Mannion characterized his outburst at frustration over Republican's lack of challenges to President Donald Trump. Mannion said, 'He's not standing up to the president. He is seeding his authority along with the other Republicans to the president, as is the Speaker of the House.' Mannion lists a series of concerns about actions by President Trump, like deploying the military to stop protests in the United States, refusal to follow court orders, the firing of inspectors general, the gutting of federal employees and more. Immediately after, Lawler called Mannion's comments 'unhinged' and 'unprofessional' in an also-vulgar post on social media. Responding to Lawler's response, Mannion said, 'I think that I spoke for the vast majority of the members of NY-22 and I wish it had not come to that. I have watched, over and over again, the lack of action by my Republican colleges. I am harshly criticized for not being active enough in pushing back against these authoritarian acts.' Mannion said, 'I spent 30 years in a classroom and I never used profanity in those 30 years. This is a time for action. And you know what? If it got attention turned towards me to call out these illegal, authoritarian and dangerous acts, if it hurts my reputation a little bit, the country's more important than my reputation.'
