Mandya MFI official abducts 2 minors to recover EMI

Mandya: There have been several incidents in the recent past when a section of microfinance institutions (MFIs) operating in Karnataka have been found guilty of adopting unethical loan-recovery methods, prompting the state govt to introduce stringent legal measures to regulate such firms and ensure protection of consumer rights.
However, despite the legal safeguards, the menace reared its ugly head yet again as this latest incident in Mandya district reveals, where an executive from a microfinance firm allegedly abducted two minors on Monday over a loan instalment that was reportedly overdue by only a few days.
Police said the accused kidnapped two cousins, a minor girl, 7, and a boy, 13, from their home in Chilkunda village while their parents were away, apparently to show him the way to the girl's mother's workplace, where he confronted her over the unpaid EMI.
Though the children were later dropped back home by the accused, the minor girl's father filed an FIR on Friday, accusing the finance company and its executive of kidnapping the two children and insulting his wife.
The complaint attracts provisions of a new law governing microfinance institutions in the state under the Karnataka Micro Loan and Small Loan (Prevention of Coercive Actions) Act, 2025.
Speaking in Bengaluru, home minister G Parameshwara assured that if there was any wrongdoing, strict action would be initiated against the offenders.

M Ravichandra, the chairman of the child welfare committee, Mysuru, said some social activists had produced the children and the executive before them on Thursday, accusing the official of kidnapping the minors.
"When we asked the children, they said they were not abused, or threatened by the accused, who was warned and let off," Ravichandra added.
Sources claimed the finance company official had taken the two children on his bike to the workplace of the girl's mother, who is employed in an incense stick rolling unit.

The girl's father, a domestic worker living in servant quarters with his three children, said his daughter finally disclosed the abuse last week after suffering from persistent fever. 'Around a week ago, my daughter, who was suffering from continuous fever, told me these men—all of whom worked nearby and frequented our home—assaulted her more than five times while I was at work and her eight-year-old sister was playing outside,' the distraught father said. 'They tied her hands, taped her mouth, and threatened her into silence,' the father added. The single father, separated from his wife for five years, said he was shattered. 'I never imagined my own friends could do this. People say gated societies are safe, but where does that leave poor families like ours?' Noida deputy commissioner of police Yamuna Prasad confirmed that police have recorded statements from all family members, including the victim's younger sister. No evidence so far suggests the eight-year-old was targeted. 'So far, nothing suspicious involving the younger child has come to fore. We're investigating the matter and will act stringently if any additional offences surface,' Prasad said. The three accused—a 35-year-old from Sector 123 who irons clothes, a 50-year-old security guard who lives in Sector 48, and a 55-year-old from Harola who is a driver—were arrested Wednesday after doctors at Sector 30 hospital alerted police that the girl's medical examination revealed evidence of sexual assault. Later, police recorded the statements of the minor before the magistrate and registered a case under Bharatiya Nyaya Sanhita (BNS) sections 137(2) for kidnapping, 74 for assault or criminal force to a woman with intent to outrage her modesty, and 65 for rape, along with relevant sections of the Protection of Children from Sexual Offences (Pocso) Act. .

Kolkata: Aimed at enhancing transparency and security in the passport verification process, Bidhannagar City Police has made it mandatory for all passport verifications to be conducted under camera surveillance — either through body cams during home visits or CCTV systems in police stations — from this month. The move comes at a time when Kolkata Police is investigating a fake passport racket and have arrested a retired sub-inspector for allegedly clearing applications without proper enquiry and adequate verification. Officers said the move will also help them reduce complaints from residents about officers, civic volunteers and middlemen demanding money or harassing applicants in the name of additional documentation. "Now, all passport verifications are being conducted under body camera surveillance. In the case of home verification, only representatives from the Special Branch are visiting the houses of applicants, and the entire process is being recorded. The footage is being stored until the passport is issued. In several instances, we initiated departmental enquiries and took disciplinary action against the officers concerned." The officer added that since May, during passport verification at home, police station, or office, an OTP-based Aadhaar verification system has been introduced through an internal app. "This has made the process more accurate and transparent. The passport verification now undergoes four-five layers of scrutiny — from the verifying officer to the local IC to the police commissioner — ensuring greater accountability," he said. The initiative gains significance in light of a racket that allegedly used forged identity documents to secure genuine Indian passports.
