The marketplace, inaugurated on Tuesday, will facilitate the buying and selling of TDR and manage financial transactions via a nodal bank, which is the SBI. All Development Rights Certificates (DRC) will be dematerialised and maintained in an electronic format. The initiative aims to boost transaction volume, thereby increasing demand for TDR. Common citizens will also be able to buy Transferable Development Rights (TDR) as an investment.

The creation of the marketplace is expected to help bring transparency to the sale of TDR. Additionally, individual societies or flat owners will now be able to purchase small amounts of DRC for regularisation or extension purposes without relying on brokers. Special Planning Authorities or civic bodies such as the BMC grant DRC as compensation when they acquire land from landowners as part of reservation or for infrastructure projects.
The holder of the DRC has the option to sell or otherwise transfer the TDR, either fully or partially, to another party. TDR allows developers to build above the permissible floor space index (FSI), subject to restrictions of a particular location or area.

Maharashtra plans to open up plots reserved for abattoirs
MUMBAI: The Maharashtra government has decided to open up plots reserved for slaughter houses in all municipal corporations of the state and the Mumbai Metropolitan Region (MMR), except in Mumbai. It has offered private owners the option to use the land for a purpose of their choice if they build a slaughter house on part of the land. The owner will get to use the permissible floor space index (FSI) and transferable development rights (TDR) on the plot. Slaughter houses to be developed shall be used only for small animals (Ashok Dutta/Hindustan Times) These changes have been proposed by the state urban development department in the Unified Development Control and Promotion Regulations (UDCPR). The department has issued a notice seeking suggestions and objections from the public in the next 30 days. If the plan goes through, it would impact all major cities including those in the Mumbai Metropolitan Region (MMR). According to the proposed new provision, the planning authority or the appropriate authority may acquire and develop the reserved site for the same purpose, or it may allow the owner to develop the reservation, subject to certain conditions. 'It (the owner) has to develop a slaughter house on 60% of the plot along with the necessary amenities and hand it over to the municipal corporation or the planning authority,' said a senior official from the state urban development department. 'Slaughter houses to be developed shall be used only for small animals. Considering public health and safety, and also existing use of the surrounding area, the planning authority shall take a decision regarding the development of the slaughter house through accommodation reservation,' states the notice issued by the urban development department on June 6. 'Sufficient segregating distance shall be kept between the slaughter house and the residential or commercial use, and a no-objection certificate (NoC) from the Maharashtra Pollution Control Board MPCB) shall be obtained before allowing the development,' it adds. According to the notice, owners will be entitled to develop the remaining portion of the plot for the uses permissible in adjoining zones with full permissible FSI of the entire plot and permissible TDR potential of the entire plot. 'The authority, if required, shall allow the TDR for the unutilised FSI, if any (after deducting in-situ FSI), to be utilised as per TDR regulations,' it further stated. Aseem Gupta, additional chief secretary, urban development department, said the principle of 'accommodation reservation' is being made applicable to this provision. 'It allows development of a reserved plot without the need for acquisition, while the municipal corporation concerned gets a developed amenity free of cost. It also helps in expeditious development. The principle of accommodation reservation has already been applicable to many other reservations,' Gupta told HT. He added that the new provision would be implemented where the UDCPR is applicable in the state. The UDCPR was established to standardise construction rules and development regulations for various planning authorities and regional plan areas across the state. It, however, is not applicable in some areas such as the Brihanmumbai Municipal Corporation (BMC), Maharashtra Industrial Development Corporation (MIDC), Navi Mumbai Airport Influence Notified Area (NAINA), Jawaharlal Nehru Port Authority (JNPA), among others.

Plan to allot houses on priority to urban poor lodged in transit houses
1 2 3 Bhubaneswar: To ensure timely allotment of units to urban poor in affordable housing projects, the Bhubaneswar Development Authority (BDA) and Bhubaneswar Municipal Corporation (BMC) have decided to collaborate with a focus on people staying in different transit houses in the city. A high-level meeting of the housing and urban development department was convened recently, where the decision was taken to ensure allotment of houses on a priority basis for beneficiaries staying in transit houses. BMC personnel shifted several people to the transit houses while BDA constructed affordable housing for them. Following the meeting, the department issued a notification mentioning the steps to be taken by the BMC and BDA to shift the beneficiaries to pucca houses, beginning with the transit house at Niladri Vihar, where 639 families are staying. BMC has been asked to shift these families to the affordable housing project in Chandrasekharpur. "A detailed enumeration is to be conducted by the joint enumeration team to be constituted from both the BMC and BDA to ascertain the exact number of families residing in the transit houses. "Some families who have deposited part of the beneficiary contribution and are unable to pay the balance amount will be facilitated to avail bank loans. Based on the eligibility for allotment of dwelling units, a demand notice will be issued in their favour," the notification added. Officials also discussed the construction of the second phase of Shantipalli housing project at Satya Nagar. BDA has been asked to take immediate steps for the eviction of encroachments for the construction of the second phase of the project. The first phase of the project has been completed and houses were handed over to the beneficiaries, sources said.

State Launches Maha-AASTHA to Digitise Employee Records
Nagpur: The Maharashtra government has launched a time-bound drive to bring every service record of state employees online through its new e-HRMS platform, Maharashtra Advanced Administrative System for Transparent Human Resource Administration (Maha-AASTHA). The initiative aims to enhance transparency and efficiency in maintaining government staff data, from appointment formalities to retirement benefits. According to a Government Resolution (GR) issued on June 20, all departments at Mantralaya must establish dedicated Maha-AASTHA cells by June 27. Each department is required to appoint a nodal officer (SPOC) and submit their contact details to the general administration department (GAD) by June 30. These cells will function as control rooms to oversee the transition from paper-based service books to fully digitized records. Updating service records has been made mandatory. All details—such as appointments, transfers, promotions, training, leave history, pension nominations, and disciplinary actions—must be uploaded to the digital service books by July 15.
