Ecuador's Noboa vows to reduce murders, boost economy at inauguration

QUITO (Reuters) -Business heir Daniel Noboa was sworn in for a full term as Ecuador's president on Saturday, promising to press the South American country's fight against drug gangs and boost sluggish economic growth.
Noboa, elected in 2023 to finish out his predecessor's term, won an April vote by an unexpectedly wide margin, despite claims of fraud by his leftist rival.
In a ceremony at the National Assembly on Saturday, he was sworn in by the body's president, Niels Olsen Peet. Olsen placed a presidential sash over Noboa's shoulders and they raised their joined hands in a moment of celebration.
"The progressive reduction of homicides will be a non-negotiable goal. We will maintain our fight against drug trafficking, seize illegal weapons, ammunition, and explosives, and exercise greater control at the country's ports," Noboa told the assembly about his new term.
During his 18 months in office, Noboa declared war on criminal groups, using decrees to deploy the military on the streets, beefing up security at ports and lengthening sentences for drug crimes and terrorism.
He also inked a $4 billion deal with the International Monetary Fund, sought to reduce a $4.6 billion fiscal deficit and met with Chinese banks to discuss possible loans.
"We are creating a safe, stable, and competitive environment that fosters growth, protects investments, and guarantees real opportunities," Noboa said.
The 37-year-old has said cooperation with the United States, Israel and El Salvador will help the country fight drug trafficking and attract foreign investment.
His administration has hired Blackwater founder and private security executive Erik Prince to advise security forces, drawing criticism from the opposition and some rights advocates.
Though Noboa has touted a 15% reduction in violent deaths during 2024, the first four months of 2025 saw a 58% spike in the figure, to 3,094, compared to the same period last year, according to government figures.
He has said the economy is set to grow 4% this year, though the central bank predicts 2.8% growth.
Noboa will need to seek financing, analysts say, amid a public debt burden of 51.8% of GDP, high country risk that makes bond issues difficult and a fall in oil production, one of the country's top exports.
Noboa's party has control of the legislature and most of its committees.

The mayor of Provo, Utah, told Fox News Digital that Provo was ranked as the best-run city in a new survey because local government officials adhered to the fundamentals. "We've always believed in getting the basics right first and that's quality schools, safe neighborhoods, well-maintained roads and responsible budgeting," Provo Mayor Michelle Kaufusi told Fox News Digital after financial services company WalletHub touted her city this week. Kaufusi cited her work on public safety, noting it was a "top concern" for residents. "We're proud to boast that we have the fourth-lowest violent crime rate in the whole nation and the seventh-lowest property crime rate. And two years ago, we were voted the safest large city in the nation," Kaufusi said. "So all of those factors come into play. It seems to put the spotlight on us and that's what brings people to Provo. And we love it and [it] brings business and we're open for business. So we are really honored and really humbled that we got to be called out for this [honor] today." WalletHub attributed economic growth, low crime, low unemployment and clean roads to Provo's high ranking. The financial service added that Provo, which has more than 110,000 residents, also boasted the 22nd-best road quality in the country. WalletHub reported it measured the "effectiveness of local leadership" by "determining a city's operating efficiency." Each city was given a "Quality of Services" score based on 36 metrics that were grouped into six service categories, including financial stability, education, health, safety, economy, and infrastructure and pollution. These were measured against the city's per capita budget. The cities that ranked low on WalletHub's list had high crime rates, including San Francisco, which came in as the worst-run on the list of 148 cities. WalletHub writer and analyst Chip Lupo told Fox News Digital that "Provo is a great example of what can happen when city leaders listen to their residents." "The mayor mentioned that public safety is a top priority, and the results speak for themselves. Provo has some of the lowest violent and property crime rates in the country, and that was a key factor in Provo's ranking as the best-run city in our study," Lupo said. "Public safety is essentially the foundation for everything else in any city. When people feel safe, they're more likely to engage in their community, support local businesses, and take advantage of public services. Provo shows that you can prioritize safety and still manage your budget well. It's a great model for other cities looking to improve how they serve their residents."

Brazil expresses interest in hosting 2029 Club World Cup
Brazil has expressed its interest in hosting the 2029 men's Club World Cup. A statement from the Brazilian Football Federation (CBF) said that its newly-elected president, Sami Xaud, held a meeting with his FIFA counterpart, Gianni Infantino, on Friday where the idea was discussed. The ongoing Club World Cup is taking place in the United States and The Athletic reported in December that FIFA was considering hosting the tournament in the same location in four years. Reports from Africa have also quoted the Moroccan FA (FRMF) chief Fouzi Lekjaa as saying his nation, alongside Spain and Portugal, would want to host the tournament a year before they act as co-hosts for the men's World Cup. 'It all started with an introductory conversation,' Xaud said, via the CBF website. 'I spoke about my goals as head of the CBF and said that we want to be closer to FIFA. I praised the event and the level of Brazilian clubs and, finally, I made the country available to host the next World Cup. 'President Gianni Infantino was very happy and said that it was totally possible. Now we're going to work to make it happen. It's going to be a great goal.' The meeting, the CBF said, took place at the FIFA Executive Football Summit 2025 in Miami. Xaud, meanwhile, was elected as CBF president in May, replacing Ednaldo Rodrigues who was removed from the position after a court ruling in Brazil.
