
School feeding scheme in crisis as payments stall
Amid payment chaos, the DA and unions demand urgent action to save the school nutrition programme.
The KwaZulu-Natal education department yesterday made an undertaking to pay National School Nutrition Programme (NSNP) service providers amid threats by the DA to have the department placed under administration for its 'poor management' of the programme.
While the department insists it has so far paid 78% of the NSNP service providers, the contractors said those who have been paid have not been paid in full.
NSNP association representative Siboniso Xulu said despite the government having set aside funds for the NSNP programme, the KZN education department has shifted the financial burden for running the programme to the service providers.
Unpaid National School Nutrition Programme contracts
'We have not been paid for the work we did in March and April. We are forced to use our own money to keep the feeding scheme going because if we don't, the children will starve,' he said.
'As things stand, some of us have not been paid a cent in the past two months while those who have been paid, have been paid half of what is due to them.'
South African Democratic Teachers Union provincial secretary Dolly Caluza said the union believes 'the department has collapsed; it can't do anything. As we speak, some Grade R practitioners have not been paid'.

'The department is struggling to pay service providers for the school nutrition programme, acting personnel are not paid their acting allowances and some officials cannot attend important workshops.'
She said Grade R teachers have had their employment contracts terminated by the department. The teachers were on annual renewable contracts that ended at the end of March every year.
'This does not make sense as the department always renews the contracts.

'We don't understand why they remove them in the first place, so that workers are not subjected to the pain of not getting their salaries,' Caluza said.
'These workers are also subjected to a salary that does not match the qualifications and experience they have.
'We have engaged the employer on this and it promised to ask the office of the premier to assist with review of the issue, but it appears that was unsuccessful as there is no indication that these Grade R teachers would be relieved of this pain any time soon.'

The DA's KwaZulu-Natal education spokesperson and MPL Sakhile Mngadi said this was not an administrative hiccup but a 'gross dereliction of duty and a broader systemic failure' by the provincial education authorities.

Nkomazi Local Municipality CFO suspended
The CFO of the Nkomazi Local Municipality, Steven Thobela, has been put on suspension pending an investigation into his alleged financial misconduct. The municipality suspended Thobela with effect from last week Friday, June 13, following a council resolution that was taken at the KaMdladla Community Hall. 'The suspension stems from several allegations of financial misconduct against the CFO. The suspension will allow proper investigation to be undertaken and also allow the official to clear his name if the allegations are not true,' said the municipality's spokesperson, Mbuso Malale. Sipho Mathaba has been appointed as an acting CFO pending the finalisation of the investigations against Thobela. Malale refused to elaborate on the merits of the investigations saying it was sub-judice. Thobela's suspension comes just a month after the municipal manager (MM) Xolani Mabila resigned without giving reasons. The DA councillor in the Nkomazi Local Municipality, Nhlonipho Dlamini, said the party urged the provincial Department of Co-operative Governance Human Settlements and Traditional Affairs (Coghsta) to intervene in the alleged corruption within the municipality. The DA in Nkomazi will write to Coghsta to investigate municipal officials implicated in the delay of upgrading the Naas Water Treatment Works project. The project which aimed to alleviate water challenges for residents around Naas and neighbouring towns was initiated in September 2020. However, the project has cost the municipality over R39m to date and has been delayed by more than two years,' said Dlamini in a statement. 'It is understood that the project was supposed to be completed in different phases. However, according to the Auditor-General's 2023/24 Management Report, the municipality has poorly managed this project. These are some of the alarming findings that the AG flagged,' added Dlamini. 'These items include mechanical and electrical equipment to the value of R2m. The municipality stored some of the equipment to the value of R7m off-site while there is no written agreement with suppliers regarding warranty and insurance,' said Dlamini. 'The municipality paid for equipment before it was procured by the contractor from the supplier (up to 15 months in advance). It was also revealed that at some point the municipality failed to efficiently dispatch water tankers to communities affected by the upgrading of the Naas water treatment works project,' Dlamini said. 'Coghsta must intervene and regulate the implementation of infrastructure projects. Eastern Cape cop back at work after pleading guilty to armed robbery, 12 more still on duty despite criminal records
A Nelson Mandela Bay police officer who pleaded guilty – in a disciplinary hearing – to charges of armed robbery, possession of stolen property and the possession of an unlicensed firearm has returned to work after a two-month suspension. The DA's Yusuf Cassim however said there were serious irregularities with the officer's disciplinary hearing. A police officer who was working in the child protection unit at the Mount Road Police station in Nelson Mandela Bay has been reinstated, although redeployed to a different police station, after pleading guilty on charges of armed robbery during a disciplinary hearing. This was confirmed by Eastern Cape MEC for Community Safety, Xolile Nqatha, in a written reply to the provincial legislature. Nqatha said the docket for the armed robbery case was opened in Stormsriver and that the criminal matter is still ongoing. He also confirmed that 12 police officers with criminal convictions are currently serving in the South African Police Service (SAPS) in the province, and 217 cases involving police officers are under investigation. Most of the convictions were for police officers helping prisoners escape. The cases included: A police officer at Mount Road SAPS was convicted of assault with the intent to do serious bodily harm. He has received a suspended sentence; An officer in Kareedouw was found guilty of fraud and fined R12,000 in court, of which R6,000 was suspended; An officer working at the Graaff Reinet SAPS was convicted of reckless and negligent driving and paid an admission-of-guilt fine; Officers in Paterson, Tsolo and Kirkwood have all been convicted of helping prisoners escape and received prison sentences of between 6 months and a year; and An officer in Mthatha paid an admission of guilt fine of R1,500 for fraud. The Democratic Alliance's Yusuf Cassim criticised the fact that 12 police officers with criminal convictions, and hundreds more facing criminal charges, are still active members of the Eastern Cape SAPS. 'Not only have these officers broken the law they swore to uphold, they also violated the trust of the residents they serve, some going so far as putting criminal elements back on the street in a province where you are more likely to be raped or murdered than anywhere else in the country,' he said. He said the officer from Mount Road SAPS accused of armed robbery had returned to duty this month, but was redeployed to Kinkelbos SAPS. 'The officer pleaded guilty in an internal disciplinary hearing to aggravated robbery, possession of stolen property and unlawful possession of a firearm, receiving a two-month suspension without pay. The criminal case against him remains ongoing.' He said the officer's disciplinary hearing was chaired by a captain despite the SAPS Discipline Regulations of 2016 requiring that an officer with the rank of brigadier or higher must chair the case. 'This breach raises serious questions about other disciplinary cases that have allowed convicted criminals to remain in positions where they are supposed to enforce the very laws they have been found guilty of breaking,' he said. 'Were their disciplinary hearings also chaired by junior officers? Were proper procedures followed before allowing these criminals to remain in the service? Who authorised these outcomes?' he asked. 'I will be writing to the National Commissioner to request a comprehensive review of all SAPS members with criminal convictions or pending criminal charges in the Eastern Cape, including an examination of the disciplinary processes followed in each case and whether these processes complied with national regulations,' he said.

Over 140 Pretoria police vehicles parked and out of service Pretoria's policing capacity has taken a significant knock, with 145 police vehicles currently out of service across the city. The alarming figures revealed in recent data highlight mounting pressure on already strained resources—sparking concerns over crime response times and public safety in key areas, including Mamelodi East, Pretoria Central, and Silverton. The information was revealed in a written reply by Gauteng Premier Panyaza Lesufi to questions posed by the Democratic Alliance (DA) in the Gauteng Provincial Legislature. The DA has slammed the Lesufi-led administration for failing to prioritise public safety, warning that inoperative police vehicles are leaving communities vulnerable to crime. It was revealed that crime prevention efforts in Gauteng are being severely hampered by a shortage of operational police vehicles, with 710 out of 5,630 vehicles across the province currently out of service. This includes major shortages at stations like Ivory Park (16 out of 78 vehicles) and Pretoria Central (14 out of 80).
