Employees appreciate DA hike but push for broader reforms
Hyderabad: Thanking the government for declaring two Dearness Allowances (DAs), Telangana Employees JAC Chairman V Lachi Reddy on Friday stated that the 'people's government' in the state stands by the employees. The JAC Chairman added that the government was committed to the development and welfare of employees, noting that long-pending problems were being resolved in a phased manner. He expressed happiness over the decisions taken by the state cabinet on Thursday regarding employees, thanking Chief Minister Revanth Reddy, ministers, and government officials for decisions taken on the payment of two DAs, the formation of a trust for the implementation of the health scheme, the release of Rs 700 crore every month for the payment of pending bills, the return of employees transferred during the elections to their home districts, and other issues.
The Telangana Employees JAC Chairman further stated that a friendly government was operating in the state, which is why the government has formed a three-member committee headed by Naveen Mittal, comprising three IAS officers, to address employee issues, holding discussions with all employee unions in the state and taking up their requests. The JAC demanded that cashless medical treatment be provided to all employees, pending bills be released, the new pension scheme (CPS) be abolished and the old pension scheme (OPS) be reinstated, a special corporation be set up for employees of neighbouring services, and some other types of transfers be provided through 317 GO.
Apart from this, it has been requested that 24 issues not immediately impacting the government exchequer be resolved first, with the remaining 14 issues that have a financial impact to be resolved in a phased manner. Employees requested that bills below Rs 10 lakh be cleared through e-Kuber, and for this, the government has agreed to clear Rs 700 crore every month, which will be of great benefit to every employee. A trust will be set up for an improved health scheme to provide cashless medical treatment through the Employees Health Scheme (EHS), and it has been stated that difficulties will not arise as the trust is designed in such a way that only senior officers and employees are members. The JAC leaders thanked Revenue Minister Srinivasa Reddy for the cabinet decision and also called for initiatives to resolve the problems of the remaining revenue employees.

Car-centric tunnel road proposal ignores Bengaluru's real needs, rue citizens
Bengaluru: The controversial tunnel road project proposed to connect Hebbal with Silk Board Junction has sparked widespread backlash, with critics accusing the govt of prioritising the car-centric elite over the city's real and urgent infrastructure needs. They say the underground toll road's objective of decongestion is quixotic as it seeks to exclude two-wheelers and autorickshaws. Bangalore Central MP PC Mohan, in a sharp critique posted on X, questioned the rationale behind the mega investment and offered an alternative vision for the same amount of public money. While the tunnel road DPR puts the project cost at nearly Rs 16,000 crore, Mohan said it will be closer to Rs 19,000 crore. He listed a series of socially inclusive and sustainable works that could be wrapped up using that money. As per the DPR, the toll from Sarjapur/HSR Layout to Hebbal (16.9km) will be Rs 330 and that from Hebbal to Silk Board (16.2km), Rs 320. Shorter drives like Mehkri Circle-Seshadri Road (4.9km) will cost Rs 95. The pricing is likely to rise by the time the tunnel becomes operational, experts point out. "BBMP's proposed tunnel road isn't free," said Satya Arikuthamaran, an urban transport expert. "First, it will cost the citizens upfront in the form of Viability Gap Funding (VGF). Next, car users will pay around Rs 18 per kilometre in toll charges. And if the govt later makes the tunnel road toll-free, as was seen in Mumbai, citizens will continue to bear the burden through perpetual maintenance costs. This is not a wise idea. The govt must drop this and expedite Metro construction." VGF, essentially a subsidy to private entities, is the money the govt pumps into an infrastructure project to plug the gulf between its cost and poor revenue. According to Satya, the tunnel road project requires Rs 7,100 crore as VGF to encourage the private sector to participate, and citizens will end up funding a facility that's exclusively built for the benefit of car users. Construction chaos Citizen groups have expressed concern not only over the high toll charges but also over the likely delays and construction-related chaos the project will unleash. Rajkumar Dugar, from Citizens for Citizens, said, "These rates, proposed now, will become much higher by the time the tunnel is ready. They say five years, I say 10. It's a complete waste of money and will cause an immense mess during construction. By then, the patronage will be so poor, and those who supported it won't have the guts or grace to admit their unforgivable blunder. " Residents have also criticised the plan for being exclusionary. Prasad N, a senior advocate from Yelahanka, said, "This project seems tailor-made for car owners, while the rest of us, who use scooters, autos, and buses, are completely ignored. It's like Bengaluru's public money is being used to build a private road. Why not invest this money in more Metro coaches or better bus frequency instead?"

Chandigarh MC to invite bids for roundabout revenue project again
Chandigarh: The MC, which has received only one bid for its ambitious project of introducing the revenue model for roundabouts in the city, has no option left but to float project tenders again. The civic body received 28 bids for the project to maintain roundabouts and generate revenue through them. However, during scrutiny, only one was found eligible, leaving the MC with no option but to recall the tender. "The rejected bids did not fulfil laid-down criteria. Lack of required documents was found to be the key reason for disqualification. In a few cases, issues related to financial payment documents were found to be insufficient in the tender documents. Now, the tender will be called again in a fresh manner, asking interested bidders to come up with all the required documents," sources said. The matter has already been discussed in the monthly general house meeting in the past. The MC expects to earn an annual income of Rs 3 crore to Rs 4 crore from approximately 30 to 35 roundabouts of the city. As per the plan, the authority has decided to give the roundabouts to successful bidders initially for a period of two years, extendable for another year as per laid-down terms and conditions. MC field engineering officers will check the roundabouts frequently to ensure that they are being maintained as per norms. The exercise to give the roundabouts to private players is part of the MC's revenue generation exercise, which was shared with the Governor of Punjab and Administrator of Chandigarh a few months back.
