PEZA Board OKs creation of Palawan Mega Ecozone

The Philippine Economic Zone Authority (PEZA) Board has approved the creation of the Palawan Mega Ecozone (PMEZ), set to be biggest of its kind in the Philippines, with 28,000 hectares of idle land in the Iwahig Penal Colony of the Bureau of Correction (BuCor) planned for conversion into industrial estates.
According to PEZA, the Board approved the creation of PMEZ during its meeting on May 21, affirming its contract with BuCor to transfer ownership of idle lands to PEZA for the creation of the ecozone.
An initial 4,000 hectares has already been transferred to PEZA under Phase 1, with the pre-qualification for the declaration of a 4,000-hectare property located in Barangays Montible and Sta. Lucia, Puerto Princesa also approved for development.
"The Palawan Mega Ecozone is envisioned to attract environmentally responsible industries such as agro-industrial processing, renewable energy, ecotourism, and marine biotechnology," PEZA Director General Tereso Panga said in a statement.
"This will not only preserve Palawan's rich biodiversity but will also uplift the livelihood of local communities through jobs and infrastructure development," he added.
Under the Special Economic Zone Act, ecozones are selected areas with highly developed areas or those which have the potential to be developed into agro-industrial, industrial tourist/recreational, commercial, banking, investment, and financial centers.
Business establishments operating within ecozones are entitled to fiscal incentives as provided by the Ombinus Investment Code, and exempted from national and local taxes, except for real property taxes on land owned by developers. They are instead mandated to remit 5% of their gross income—with 3% going to the national government, and 2% to the treasurer's office of the city or municipality.
PEZA said the PMEZ is seen to "revive" the Brunei Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA), and is an immediate response to instructions of the President to promote stronger ties among member states of the Association of East Asian Nations (ASEAN).
It is expected to create over 480,000 direct jobs, employing individuals from local communities, persons deprived of liberty (PDLs), and the whole of the Western Visayas and Sulu Regions.
Under its mandate, PEZA is tasked to promote the establishment of economic zones in the Philippines for foreign investments.
The agency approved 102 new and expansion projects from January to May this year, equivalent to a total investment of P66.34 billion. These are expected to generate over $1 billion in export revenues, and approximately 29,000 direct Filipino jobs.
South Korea was the top investing nationality, accounting for 16.12% of total approved investments, followed by the United States with 4.08%, China with 2.20%, Japan with 2.92%, and the Netherlands with 2.16%.
In terms of industry, the largest share of approvals were in food and beverage with 43.74%, backed by ecozone development with 32.52%, and information technology-business process management (IT-BPM) with 7.59%. — VDV, GMA Integrated News

The mandated increase in coco-methyl ester (CME) blend in diesel fuel scheduled to be implemented this year and next is set to be suspended amid the high cost of coconut oil. "National Biofuels Board (NBB) met two weeks ago. The Board decided to pass a resolution to suspend the implementation of the B4 (4%) blend in October 2025 as well as the implementation of the B5 (5%) blend in October of 2026," Department of Energy (DOE) Undersecretary Alessandro Sales said at a press conference in Taguig City on Friday. "It was decided because of the prevailing high cost of the coconut oil, which is the principal feed stock for our coconut methyl ester as the [main] biodiesel component being sold in the Philippines," Sales said. Energy Secretary Raphael Lotilla said the NBB resolution is "already being circulated for signature." "It's the Board which is composed of several agencies that actually approves it," Lotilla said. The NBB, created through the Biofuels Act, is composed of the secretary of DOE as chairman and the secretaries of the Department of Trade and Industry, Department of Science and Technology, Department of Agriculture, Department of Finance, Department of Labor and Employment, and the administrators of the Philippine Coconut Authority and Sugar Regulatory Administration, as members. The Biofuels Act of 2006 mandates that liquid fuels be blended with biofuels. In October 2024, the CME blend was increased to 3% from 2% in a bid to decrease dependence on imported fuels and to support local biodiesel sectors. "At the beginning of 2024, the price of coconut oil in the international market was about $1,100 [per metric tons]. At the time of the decision of NBB, the price was over $3,000," Sales said. "Increasing the mandate to B4 would increase the price pressure… [thus], the NBB decided to suspend the implementation of the higher mandate for biodiesel," he said. Although the timeline on how long the suspension will be implemented has yet determined, Sales said that "there will be a periodic review." "The intent of increasing the blend is still there," the DOE official said. Dean Lao Jr., president of Chemrez Technologies Inc., said that "coconut is our feedstock for Biodiesel and the El Niño of 2024 adversely affected supplies in 2025." Chemrez Technologies is currently the country's largest biodiesel manufacturer. Lao said, "The NBB and PCA has evaluated the supply situation and has given a sensible recommendation to postpone B4. The industry awaits a more definite date for the resumption of the B4 mandate from the NBB. It needs at least five months in advance to prepare for implementation." June 11 (Reuters) - Australia's Qantas Airways will close its Singapore-based budget airline Jetstar Asia, the group said on Wednesday, blaming rising supplier costs, high airport fees and strong regional competition. The shutdown of the 20-year-old airline next month will result in up to 500 job losses, a Qantas spokesperson said, and Jetstar Asia's fleet of 13 Airbus A320 planes will be redeployed to Australia and New Zealand. Airlines across Asia, including budget rivals like Singapore Airlines' Scoot, Malaysia-headquartered AirAsia and Vietnam's VietJet Aviation have restored and grown their capacity post-pandemic, driving competition between carriers up and airfares down. Jetstar Asia, which operated 16 intra-Asia routes from Singapore's Changi Airport, has faced growing challenges in recent years and has been unable to deliver returns comparable to stronger-performing core markets within the Qantas group, the company said. "We have seen some of Jetstar Asia's supplier costs increase by up to 200%, which has materially changed its cost base," Qantas Group CEO Vanessa Hudson said in a statement that did not provide further details. Jetstar Asia is currently expected to post an underlying loss of A$35 million ($22.76 million) before interest and tax in the financial year ending June 30.
