
Iran accuses nuclear watchdog chief of bias in formal complaint to UN
Iran's Ambassador and Permanent Representative to the UN, Amir-Saeid Iravani, has submitted an official letter of protest to the UN Security Council and Secretary-General António Guterres, accusing the head of the International Atomic Energy Agency (IAEA), Rafael Grossi, of failing to uphold his duties with neutrality and professionalism.
The letter, delivered in New York on Friday, centers on what Iran views as Grossi's inaction and biased conduct surrounding Israel's recent strikes on Iranian nuclear facilities, sites Tehran insists are entirely peaceful and under IAEA supervision, the Mehr News Agency reported.
According to the letter, Grossi's public remarks prior to and following the 'Israeli' attacks 'constitute a clear and serious breach of the standard of impartiality required of his Office.' The ambassador argues that Grossi not only failed to condemn the strikes but also refrained from identifying 'Israel' as the responsible party despite its public acknowledgment of the attacks.
The Iranian envoy criticized Grossi's June 9 press conference in particular, during which he referred to 'Israel's' "concerns that need to be addressed" while, Iran says, ignoring binding international resolutions that prohibit any threat or use of force against nuclear facilities designated for peaceful purposes. Iravani cited IAEA General Conference Resolutions GC(34)/RES/533 and GC(44)/RES/444, both of which explicitly forbid such actions.
Iravani further stated that Grossi's silence in response to these violations amounts to "de facto complicity, by omission," in what Tehran calls acts of aggression 'unprecedented in the history of the Agency.'
The letter also highlighted a pattern of what Iran claims is selective enforcement. Iravani pointed out Grossi's swift public condemnation in 2023 when Iran legally withdrew accreditation from certain nuclear inspectors, a right it holds under its safeguards agreement. According to the letter, this contrasts with Grossi's lack of response to more serious threats, such as what Iran and OIC members characterized as an 'unprecedented' nuclear threat from 'Israeli' officials against Palestinian civilians last year.
'The Director General has consistently adopted a politicized, selective, and discriminatory posture towards the Islamic Republic of Iran,' the letter reads, asserting that his actions undermine the legitimacy of the IAEA and violate the principle of impartiality enshrined in Article III of the agency's Statute.
